.......In researching and construction of an Orbital Defense Platform....Due to a MASSIVE Military buildup...We cannot currently fund research.....looking for financial and scientific/engineering help...We will make arrangements for a multiyear repayment plan...and the potential of using our Armed Forces as peacekeepers....Sorry but it's all we can Offer....at moment....Currently fielding approximatly an army totaling 7.4 million(3 Nations Combined)...Also looking to beef up our Multi National Police Force/Militia/National Guard.....Any Help would be greatly appreciated..

No, you don't have the infrastructure to keep it working and we can't trust you due to your short time in the world. Your economy wouldn't be able handle building the required infrastructure.
You're too younger nation and we suggest you come back to use within 25 years (or around a month or so RL) with further requests for assistance. Bearing in mind we will not assist any constuction of WMD in space or even the developement of WMD.
Which reminds me, you can't really fund Nuclear arsenal anyways, each one requires billions of dollars to produce, not including the R & D that is required to find out how to make them, which takes many many years without assistance.

I could sell you pulser handguns and rifles. They are pretty much like a normal projectile firearm, but fire 4 mm darts at 2100 meters per second, at 100 rounds in twenty seconds. They are extremely nasty against infantry, but not much good against armored vehicles.

If it makes a differance...I've ordered my R&D to begin final designs on a Flechette Rifle/Pistol & a "Needler" Pistol/Rifle (Uses a Block of Plastic as ammo...Basically fires high projectile plastic slivers at a target and shreds the targets flesh/clothes and some light armors.

Yeah, although a modern nation could probably produce it.
