At approximately 1200 hours,
In Valkonezh Cosmodome,

A large craft sent forth an earth-splitting blast as it rocketed towards the sky and space. It definately wasn't a conventional rocket, Dr. Anouska assumed, as she looked as it exited Earth's athmosphere from the nearby Command building. Dr. Valkov came beside her as she watched the gigantic monitor. "Anouska, report?" Anouska was startled, letting out an instinctive 'yelp', almost more animal than human. The room became silent, she was blushing of embarassment. "Oh, the report," Anouska took the papers from her station and gave it to Valkov. "Well, everything seems in order. You can return to monitoring it's flight path," and with a smirk, "Vixen."

As he left, Anouska was still blushing. Yes, she was amazingly attractive and young for a researcher since she was a brilliant girl who quickly accellerated grades and finished college with flying colors, but she didn't think that she was going to be called 'vixen' for any other reason.

1150 hours,

Nearly twenty-four hours had past since the launch and the spacecraft releasing it's payload. Out came a sattelite, specifically, an AZ-GPS v.I military sattelite. The spacecraft's payload doors closed and used it's directional rockets to go back to Earth. The heat shields held in re-entry, the craft made a vertical landing down in Valkonezh Cosmodome. The timing was perfect.

Dr. Anouska saw the landing. She saw many test and functional spacecraft, mainly rockets, launch from the Cosmodome before, of course, she was the head of VASA. Aside from Dr. Valkov (who, after all, was the Minister of Science), she was the highest authority of research in the country but she this was the first time she saw one land, completely intact as if it never left. She thought that it will be a long time before she gets used to it. Anouska looked again at the launch/landing pad.

No, she was never going to get used to it.

Your satellite is interesting and the Confederate Aerospace Operations Command wishes to review her Specifications and Designs so we could possibly commence a Unified Space Agency Project between our two nations.

Before we speak, might we tell the world it's capabilities? Our sattelite employs polymorphic software on it's onboard computers to accomplish two things a normal military GPS sattelite could not alone. First, it can automatically correct it's orbit according to variables and events that might not normally have been programmed for in other GPS sattelites such as debris and spacecraft in it's flight course. Second, it can automatically rerout it's communications frequency to another whenever a jammer is attempting to disrupt it and it's firewalls employs an algorithm that only it's polymorphic software processes can accomplish which renders it nearly invunerable to hackers.

Other than that and slight modifications to electronics, this military GPS sattelite is rather common. Our researchers would be glad to part with this sattelite's design, providing the compensation is adequate.

True, the technology for artificial intelligence/polymorphic software already exists, but so far in the real world, application is confined to theoretical mathematics and believe or not, computer games. Even so, it is to a limited degree. (An example is how Deep Blue managed to lose to a human, Gary Kasparov, the first time they fought in chess.) Artificial intelligence is still too weak to go without human supervision.

My point is, this doesn't need to be monitored by a human once it has been activated, it just sends the data for the military to work on and it's near impossible to stop it with jammers and hackers.

Think of it as this, we've improved from modern polymorphic software so this is somewhat modern/near-futuristic, short of creating true artificial intelligence.

Having recently begun its own military orbital satellite project, Cronoeria would like to extend an invitation for joint research and development in future endeavors. Seeing as you have already put a functional military GPS and AI satellite into orbit, Cronoeria could perhaps more usefully fulfill its bargain by devising space-capable weapons platforms, where your nation would focus on the satellites themselves?

The United Communist States of Zvarinograd does not have any plans for future weapons development in space however we are planning for an anti-ballistic laser sattelite to add to our existing anti-ballistic missle defence program. If you can provide that, instead of the space capable weapons systems, then we will be most grateful.

Instead of a public press statement, I will return the courtesy you've provided of direct communication between parties within our nations. We will begin developing an antiballistic missile laser program immediately, as well as working out problems with powering such a weapon and the physics of it in space - currently we are also using the great deal of uranium we've acquired over the years to create a space-capable fusion generator that could possibly, in addition to solar power, provide the energy for such a device.
