Peace is fine and dandy, but I suspect joining PAAW would have the end result of both limiting national soverginty, and eventually painting a great big bull's eye on it's members.

Well, unless you confine your actions to nations who are members, you're likly to draw fire. Seeing as folks generally like to have an impact, however, that likly won't last, and you'll try and persuade others to avoid war.
And while rare, even declarations of sanctions have sparked wars.
