I have been informed by my Foreign Affairs Minister that there have been several threats to my nation over our announcement of the launch of our CREF (Cayo Revolutionary Expeditionary Force). Currently non of your nations are on our list of "prime targets", our efforts concentrate on small nations which are struggling to enforce a socialist government. Might I warn you that my nation does have acess to (deleted for security reasons) and also (deleted for security reasons) weapons and although we will not use these in an aggressive nations we will use them for defence. If one of your battleships, aircraft or troops is spotted on our island or in our waters then we will launch these weapons without fail!

Actually I think you need to replace your intelligence service. Before the revolution the dictator Sergi Pepito bought large stocks of ............. and ............ agents for defence from the USA. These were intended to intimidate and terrorise Cuba, a socialist nation near our island whom the USA dispise. However following the revolution in which Presidente Babooska was installed by the masses as presidente these weapons fell under our control. As stocks of these weapons are limited we have decided they should only be used for defence, and we will do so.

The Chancellor's aids, all also laughing, then helped him down from the podium as he struggled to regain his composure after laughing at Cayo until it hurt.

The People's Republic is extremely concerned by the threats being made by President Babooska, which could be interpreted as condoning the use of terrorism to overthrow the legitimate governments of sovereign nations. Should this be the case, it could be considered an act of war by Cayo against whichever nations were attacked.
