You get infantry from your own population, like in real life. There are mercenaries and leasers out there (I lease parts of my special forces) and such, but you generally don't buy people, just technology and other goods.

You don't buy infantry as in buy people, there are places where you can buy gear, fish around...;) SF soldiers presumably you train as part of your military, which I believe ought to be what, 5% of pop unless you have conscription?
You cannot buy troops. You must draft them....etc. you know the drill.
