Countries that are wishing to have a viable, constant and relativly well priced flow of oil into their Country, should think about joing the international oil coalition(IOC). This would be a regulatory coalition who would insure through summits that oil will flow freely from producers to the people who need it most. Also countries with oil production should notfiy that you do. And then join so you can reap the benefits of this program.
