Nukes are only useful for two things:
1. Deterent (Mutually Assured Destruction)
2. Gifts! Wrap them in a nice ICBM package and send them to your enemies! Now that it is the holiday season, we need to start thinking of those nations around us, and what we are going to give them. To this end, we will send then two armed nuclear warheads attached to ICBMs! :)

But whoever said you can't have nukes until your one month old is wrong. You can have nuclear weapons when your any age providing your given them or you have enough money to produce them. I got the uranium mining issue on my first day. SO I have had the uranium to build nuclear weapons for a long time.
It's considered godmoding if you produce them before 1 month though.
Not in all cases though. As I mey someone with a powerhouse economy on there 17th day. They wheren't resurrected either. BUt iwht the right economy and the right choices in issues. It is possible it would happen before one month. Also you could buy nuclear wepaons at about 12 days old.
