Those advanced enough to use a rail gun or Ortillery(As orbital Rail Gun station things are called) can produce it themselves for much less cost.
Our scientists were to hasty in offering such information. We were misinformed about the technology.

Don't know, maybe the feel pressure from seeing all the older nations with large, new weapons they need to feel secure and have their own? As for caring about the RP... reminds me to get my ass in gear and do some of my own. Damn... *darts away*
