Chancellor Fenris lowered the report. "Well, gentlemen, I think it's time we changed focus a little. We need something that will draw our people together, turn them to a focus of common good."
Admiral Grav tipped his head. "Defence is the common good. Between the MADAE-" General Cross nodded, "And the resumed work on the last four Dominators, we have enough nationalism to unite us."
Director Kerrik shook his head, "No, Admiral, I think that the Chancellor is thinking much more boldy..."
Fenris smiled, "Exactly. I am scrapping one of the Dominators. Even with our reduced crew size due to automation, we can't field six of them. Instead, I am diverting funds to our space program."
"More Ion Tethers?"
"Hardly!" he snorted. "This is a peaceful ambition, but ambition still. I want to put a man on the moon by the end of the decade."
"What? We can't-" Cross stated reflexively.
"We have the technology." Kerrik asserted, "And this will bring us together..."
Fenris kicked back. "Get off your heels, men, we're going to the moon."

King Messaline Armand sat silently in his chair, while he listened to the information somehow gotten by the Intelligence Minister, Thomas Lafayette. What Minister Lafayette was telling him, seemed so impossible. Sitting up, the King questioned his minister, "Are you sure this information is accurate? Are you positive that Kaukolastan wishes to send someone to the moon?"
"Yes, your Highness..."
"Damn't... Such a surprise... Send a delegation over to see if they need any assistance. And make sure you send some spooks with them..."
"Yes, your Highness..."
(OOC: What exactly is a "dominator". As for your space attempts, we shall watch them with impunity. Any degree of threat shall be removed, and your nation take the blunt of the fallout.)

OOC: The Dominator Class is a massive seaborn dreadnought that my navy revolves around. Big, expensive, and computer heavy. We cut one just b/c six was too much, and we needed funds. There is nothing agressive in this motion, btw. We just wish to put men on the moon for publicity, science, and "w00t" factor.
IC: Construction of the Drakk Space Center has begun, to design, build, and house the coming craft. Massive contracts are being argued among the Kaukolastan Aerospace companies.

5CN's Crusade Aerospace Company, a subsidy of the conglomerate Crusade Corporation, is expressing interest in receiving a contract for the Kaukolastan space program... Crusade Aerospace has had extensive experience in building space vessels, holding 45% of the contracts for space warships, built by 5CN companies...

Crusade Aerospace under pressure from the government of the Five Civilized Nations is willing to provide its service for a mere US$200 million, enough just to cover costs...

While we appreciate this offer, this is as much a moment of national pride as accomplishment. We wish to go to the moon under our own power, with our own abilities.
OOC: Please, modern to near-future tech only. I don't want to find cities on the moon and space fleets whizzing about. This is supposed to be a journey "into the beyond", not a waltz next door.

OOC: Okay...
IC:
After being rebuffed from a contract in the Kauklostan's space program, Crusade Aerospace has announced that it would be willing to train the astronauts or cosmonauts for the space program at no cost...

We would gladly accept the training. While we have experience in shuttle-type missions and near orbit, we have no deep-space capacity yet.
The Dominion and Principalities of Eredron congratulates and hopes Kaukolastan the very best as they embark on this noble and bold endeavor, as Eredron recently has done. We stand ready to send our immediate congratulations on the great day that your great people set foot upon the moon.

The contract for the vessel has been awarded to the Astram Corporation, who has begun construction of the modules. The booster, produced by KE, is also being constructed. In orbit, the shuttles are beginning work on a small station called Pinacle, which will serve as a test site for space experience.
