There are Martian nations in NS... quite a few.
Depends... we are not in any specific year, it depends on the tech level you RP, I can't say you don't have this tech because you could be very future tech.
Being a modern tech nation I would say that I have to ignore this technology.
Ill test it on mercury then (there arent any mercury nations) its too hot to support humans. . .

The explosion from the Anti-Matter bomb going off would crack the surface of the planet and send a huge shockwave to the core, causing total chaos.
Be warned, planet killers can be created, and the Anti-Matter bomb is just that, for it destroys matter and breaks the fabric of space. Be warned, for attacking one place and destroying an entire world is what fools do.

If you are a Star Trek nation with a substantial pop, fine.
If not, leave it to the experts.
Your weapon is a WMD, but would take out more than just a nation but the planet.
The project is gong nicely. We thank ginsbur with the development of this project. we have gotten the creation of antimatter down, and we now are working on the containment
If any more funding is required for this project please feel free to ask. After containment is finished what will be left for researching?

Uh, wouldn't you need to develop containment first? Otherwise, the antimatter would almost instantaneously react with its surroundings and annihilate.
thats whats been hapenning. we produce it in very small amounts. We are still trying to develop a stealth device to prevent it from being shout down above the target. we expect results in a year or two. . .
Hmm for the stealth device u could use an un-manned stealth fighter, sure it may but costly but it could work.
Or the other possible method is fibre-optics, so it creates a picture of whats on the other side. Therefore making it look as if its not there, although this wouldn't make it stealthy to radar.
The project is finished. We have those reserved ready. . . and 10 more units excist. . .
