C R Enterprises, a collection of the most successful businesses of the past, lays in a small area in the central Caucasus. Despite our disregard for diplomacy out of our region in the past, we now call for the aid of the larger nation states of the world to help us in our AIDS epidemic. The disease has taken our poor medical system by surprise and there are over 120,000 reported cases of HIV+. My subsidary has gone offine, but I thank you on his behalf.
The Confederacy of Tokarev is concerned, having a large and dense population on the Crimea, not far from this outbreak in the Caucasus. As such, we sill send 600 doctors, a constant train of medical supplies, and $200 billion in aid, though we fear me must impose a hiatus on large scale immigration between our nations.
I must extend my gratitude towards all of those that have pledged their aid in my country's fight against this deadly disease. Your valiant actions will not go un-rewarded.

We considered lining them up and having them shot, however, the cost of ammo was not worth it so we let them work and live to the end of their days.

Other than a vaccine (which is often ineffective due to the rate at which viruses mutate) the most efficient way to remove a destructive disease (like AIDS) is to remove those infected.
So unless you want to autherize a way of draining all the blood from a person and putting in fresh clean blood w/o killing them I'd sudjust my method!
