The Army of Gothenburg-Franc now that it was fully integrated finally had buried the hatchet with the Skibereens. The men were billeted in comfortable campsites in the city's parks seemingly whithout a care in the world. The men were just biding their time, enjoying the relaxation, and preparing to go home. Many even ventured out drinking with their Skibereen companions from the campaign.

Only Marshal Nicholaus Montroux was busy, trying to patch together a diplomatic team from the homeland. Montroux's aim was to try and further establish Goth-Franc/Skib relations. An alliance could be possibly extremely benefitial in the future. The Skibereen officer Sean was no stranger to Montroux's command, and advised the Marshal on numerous matters.

Wile sitting at his oak desk, a Skibereen officer entered the room and told Montroux where he was needed. "Marshal O'Donnely, President of Skibereen? I see. This is important." Montroux grabbed his dress coat and hastened on his way.

ODonnelly watched the Goth officer walk into his office, a well kept man.
A soldier, O'Donnelly was at least happy about that. He did not like politicians work, at least this man was not another politician.
"Sit Montroux, no formalities here. I dont understand political formality, and military protocol has no bearing here, so we will have niether.
They will be bringing us a bottle of whiskey, pots of coffee, some beef some bread and some cheese. We will figure what we need to start a 'real' dialogue, which is to say we will talk about what is going to be talked about."

ODonelly also had a message dispatched that he would be making arrangements to make the trip back and forth into Ferrussia as soon as he had managed getting the Goth army headed home.

"I am glad I can be frank with you, President O'Donnely. I am also glad that your bringing food."

Montroux took a seat by the window and stared out for a second.

"What needs to be said is this, my nation and yours are indeed based on ideolgical differences. When we came here, our extremely conventional forces were attacked by your civillians and both of us inflicted great slaughter on each other. My men have seemed to forgive and forget. The politicians will too in a little while for of all the things that happened in this war, we can claim sucess here. In their words, we helped to restore order to your nation. I think thats true to an extent. In Ferussia we met a complete military disaster. My nation will be seeking revenge. Its always the way of things. In the long run, I am hoping that both of our country's can work out an alliance. This could be benefitial in a future war. Also, I am hgoping your civillians will forgive us. Our nations are both relativley new in existence, both can share common ground. I am hoping to open up an embassy here in New Dublin, and in fact, I would like to stay here to continue negotiations. Also, to transport my men home, you have recieved word of the fleet heading to Ferrussia. I would have no objection if your transports will embark my men with them."

OOC: My sincerest apologies about not posting yet... it's going to be hard for me for the next week - three major school projects, a quiz every day in math followed by a test at the end of the week, 45 senior ads to make for the yearbook in the next 5 days, a book to read for english, an editorial to write for newspaper... The list goes on and on.

So sorry, but don't expect a detailed reply to be done any time in the next week. A week from tomorrow is a more likely time.

OOC: Gah! Okay, long story short, lots of crap has been happening, and I was gone for a week over spring break. But I'm back now, so lets get this thing rolling again!

To save us some time, the transports and stuff are in Odesa now, and soldiers are being loaded. G-F, you can do some minor RPing with that if you want, but lets not make it take to much time. As I recall, Valliant had just entered the meeting with Ferrussia, and Skibereen was preparing to meet with us as well. I'll wait for you to set up the details of the communication between us, Skib.

Secretary Kasyanov was a bit suprised by the band's exuberant arrival, but decided to let it slide. There would be enough complications in these negotiations. Ambassador Guizot's opening message, however, made the Secretary smile inside. So the officers, it seemed, were more of a bargaining chip than originally thought. Well, he had some plans of his own.

"Welcome, Ambassador, Marshal," he said, nodding in turn to each. "Please, sit down. I am most pleased to see that you had a safe trip here, but I must warn you - the officers must be held for trials on war crimes."

Kasyanov knew perfectly well that President Yavlinsky was willing to let this issue go, but it was a tactic he had learned from his father, and learned well: When selling, always start high.

Odesa, Ferrussia

The Gothenburg-Franc convoy docked without incident, and soldiers were loaded onto the boats with relative efficiency. There had been a few tense moments with the arrival, but nothing had come of it. Fortunately, Yevalin was quite a bright commander, and had seen to it that for the time being the Jesaice and loyalist soldiers were loaded onto seperate transports.

Had any of the Gothenburg-Franc crew been paying particular attention to the Odesian harbor, they would have noticed without much trouble that the cruisers were placing themselves between the G-F transports and the sea. Ferrussia was not about to let the Gothenburg-Francs leave before negotiations had been settled. It was, you could say, a trump card for the negotiations - after all, it was rather difficult to make demands when you couldn't even leave.

Also in harbor was a light Carrier Battle Group, which the Ferrussian captains communicated was "simply a coincidence." They were supposedly refueling and rearming for sea duty, although a closer look would show that the ships were already at waterline, and no fuel was being transferred from the docks.

The Ferrussian Navy was not taking any risks.

Amabssador Guizot blinked his eyes, but his large plastic smile remained glued to his face. "Secretary Kasyanov, surely you realize that you are being rediculous. These officers have done nothing wrong. The war is over. Let them come home." He gestured dramticaly along the room, with a sweep of his hand, "Surely, we may reach some sort of compromise."

A bruised and tattered Valliant remained sullen, a stony look on his face.

*Odessa Port*

Fleet Admiral de Coligny supervised the loading up of the war-weary Gothenburg-Franc troops. As he was preparing to embark, he suspiciously eyed the Ferussian battle group blocking his route to the sea. de Coligny picked up the comm. "Ferussian battle group, what is the meaning of blocking our route out of the port?"

Kasyanov's eyes filled with rage. "NOTHING WRONG, AMBASSADOR? There are twenty-five hundred Ferrussian civilians DEAD by the hands of your 'guiltless' officers, and you presume to tell me that they have done NOTHING WRONG!? Excuse me, Ambassador, but if you expect to walk out of here on the notion that these officers have done 'nothing wrong,' you have got another thing coming! I have half a mind to end negotiations this instant if you have the gall to even suggest that they are guiltless. The most senior officers MUST be charged, that is not negotiable. The other officers should go to trial, but if it is your belief that it is solely the fault of the primary commanding officers, we might be able to let go of the division-level officers." He looked sternly across the table.

"For a price."

"Admiral de Coligny, I regret to inform you that I am under standing orders not to allow your convoy to leave port until the conclusion of negotiations. I have authorization to use any means necessary to ensure that you do not leave Ferrussian waters, up to and including ramming or opening fire. My regrets, Admiral, but orders are orders."

Throughout the tirade, Guizot kept his face perfectly calm. "I believe you mean 10,000 Ferussian dead. Or at least close to that number." He sot a brief glance at Valliant.

Valliant nodded in afirmation and smiled cruelly.

Guizot planted both hands squarley on the conference table.
"You and I are both seasoned politicians, Mr. Secretary. For a price means you obviously have something in mind. Tell us what it is you have in mind. I'll do no more bluster or false talk if you will cut to the chase with me. What do we have to do to get the divsional....no all the commanders off? Also, I don't even know if you can blame these atrocities on the officers. It could be the fact of rougue men in the ranks, no? Dont forget Mr. Secretary, we can also call of these negotiations."

*Odessa Docks, Bridge of Imperial Flagship "Triumph"*

de Coligny sneered and gripped the comm more tightley. "Ferussian Battle Group, orders are orders just like you said, and mine state to get these men back to Gothenburg-Franc. Be reasonable." de Coligny waved his white gloved hand to the ships captain and ominously, weapons generators started to come online. The other three ships of the formation began to do the same. "So, who's orders are more imperative? I think its time for us to leave..."

Kasyanov's eyes turned ice cold as Guizot corrected him. He continued to listen, though, without interrupting. When he had finished, Kasyanov spoke.

"As a matter of fact, it does, Ambassador." Kasyanov was not enjoying this in the least, and it almost disgusted him to allow so many of the officers off the hook.

"One of our primary goals is to ensure that Gothenburg-Franc becomes ultimately more stable, and does not try to attempt something like this again. To that end, we have a proposal to make. We will investigate into the occurrances in Ferrussia and select 1/4 of the divisional commanders most directly involved with the killings, and try them with the other senior corps-level officers. In return, you will allow Ferrussia to build and maintain a military base in Gothenburg-Franc for an indefinate period of time."

He gave an ever-so-slightly smug look at the G-F Ambassador.

FMS Indomitable Ferret, Odesa Harbor

The captain watched the four ships begin to move forward, and made a few decisions very quickly.

"Weapons, prepare to fire a triple-warning shot across the lead ship's bow with the 16" guns," he said. "Also load the forward torpedo tubes and prepare the other three turrets. Navigation, prepare to bring us broadside with the convoy."

"Aye aye, sir."

He then hailed the Admiral again, a tad more formally this time. "Fleet Admiral Gaspard de Coligny of the Gothenburg-Franc Navy, this is the FMS Indomitable Ferret. You are in Ferrussian waters with our welcome, and under Odesa Port Authority jurisdiction. You will be allowed to return to Gothenburg-Franc if you stay put until negotiations are concluded, but not if you make a run for it now. As such, to follow your orders, you must remain in place for the time being. I can and will open fire if you bring it to that, Admiral. I advise you stand down."

Guizot turned towards Marshal Valliant and laughed. Valliant returned the look to Gizot and sneered at Kasyanov. "A military base on our soil? Are you serious? Do you really think that the Marshalate would ever allow such a thing! Do you think the people would ever allow foreign "invaders" to be welcomed onto our soil?"

Guizot adjusted his wire rimmed spectacles and glared at the Ferrussian. "In return for all divisional level commanders back, we agree to allow you to inspect our military bases and make sure we are not engaging in hostile actions against Ferussia for the remainder of this year. Is this acceptable? Be reasonable, Mr.Secretary."

Admiral Gaspard de Coligny raised his white gloved hand into the air to signal quiet. For a full minute the bridge of the Triumph was deadly still. All that could be heard was the ominous sounds of weapons generators being powered up nd alarm klaxons going off. The Admiral himself has a calm cold look on his face.

"Stand down. I repeat stand down. Radio the Ferrussians."

Kasyanov simply stared down Ambassador Guizot.

"You are the 'invaders' here, Ambassador. Might I remind you that Ferrussia is three times the size of your own nation? That not a week ago, we signed a full military alliance with two other nations of comparable size? That your military budget would have to run at one quarter of your national budget to even come close to matching Ferrussia's peacetime military budget?"

Kasyanov peered at Guizot.

"...That at this moment, three corps-worth of Gothenburg-Franc soldiers are in Ferrussian custody?"

Silently, Kasyanov hoped that the captain of the Indomitable Ferret had done his job alright, because if that last one fell through, well...

"Ambassador, you are in no position to impose demands on us, you must realize. But as weak as your position is, we think you could have some potential as a nation, if given the proper oversight. That's why I've been authorized to offer this proposal:

"We will release all officers but the one corps commander most heavily involved in the war crimes, as well as all of the soldiers in Ferrussia at the moment. In return, you will ensure that none of the non-loyalist soldiers are mistreated. You will allow a Ferrussian base on your soil. And, last but certainly not least, you will allow a Ferrussian representative to have an observational seat on both the Directory and the Marshallate.

"Before you allow your arrogance to blow this proposal off completely, I'll have you know that this proposal is the only way anyone above a divisional officer is getting off war trials. I suggest you consider it - mull it over with your friends back home."

Kasyanov stared directly at Marshal Valliant.

"After all, rape does not sound good in front of any judge - particularly not a Ferrussian one."

"Thank you, Admiral. You have our permission to redock at Odesa, and the soldiers can be given shore leave. However, they will do so under Ferrussian supervision and in shifts - the loyalists will stay aboard and sleep while the Jesaice are on shore, and vice versa.

"Oh, and Admiral? Don't try anything like that again, or I'll have the propellers blown of your ships faster than you can say 'Whoopsi-daisy.'"

Marshal Valliant stood up and slammmed his fist on the table. "I will not tolerate this! This entire nation is a waste of men and materiel and if you think you are going to have a place on our Direcotry and OUR Marshalate, then you are sadly mistaken! We will fight you to the death for this!" Valliant stormed out of the room.
Guizot watched the Marshal depart and turned towards the Ferrussian Secretary. "Mr. Kasyanov, it is true that you have three of our Imperial Corps here as your prisoners of war. And yes, it is true that we have murdered your civillians. I am going to modify your proposal slightly. It is time that I end this. In exchange for all prisoners of war to be released, all of them, we will give you and embassy in Gothenburg-Franc with a limited military support, and a seat on the Directory. The Direcotry is our governing body. You will have complete access to everything. This is what I know my government will agree upon."
He stared at Kasyanov for the first time with sincerity.

*Odessa Harbor*

For the good of not pissing off the good Admiral de Coligny, the radio operators decided not to relay the latter part of the Ferussian Fleet Commanders statement to him. While snickering though, they also took careful note of where the nearest esacape hatches were.

Kasyanov saw that he had finally broken through. Still, he needed just a little bit more.

"Ambassador, I realize that that is what your government will accept, and I thank you for being genuine with me. But my own government will not accept just an embassy, some guards, and an observational seat on your government, as gracious as that is. I've been told that, if I am to release all of the officers, I must negotiate a small base in, as well.

"So I propose the same as you have, with two minor modifications. First, one of the corps commanders - the most heavily involved - stays and faces war trials. Second, a very small military base, stationing little more than two divisions and air support, be built in Gothenburg-Franc. This will serve as the embassy's military support, as well as extending the reach of our military capabilities at times when it is so needed." And to keep you under our thumb, he didn't add.

"This is, from our perspective, a compromise. Can you agree to it?"

Guizot closed his eyes and remained perfectly still for a few moments. He then placed both hands on the worn oak table and looked at them. Finally he faced Kasyanov. "If you can lower the number of military personel in the new base to one Division with limited air support, than I will do everything in my power to push this treaty through to my own people." He stared right into Kasyanov's eyes. "You must also garuntee me Mr. Secretary, that our officer will have a fair trial, a perfectly fair and humane trial, and will not be summarily tried and executed to appease your populace. Promise me this...and then I will do my very best to ratify this treaty with the Directory. Is this acceptable?"

"Absolutely. I believe we should wait a few days before discussing the financial retribution to the families, which should give you ample time to talk things over with your government. Thank you, Mr. Ambassador."

With that, he stood and offered a handshake to Ambassador Guizot.

Guizot adjusted his thin spectacles and returned Kasyanov's smile as he grasped his hand. Guizot in traditional Gothenburg-Franc custom gave Kasynov a swift kiss to the Secratary's cheek, quite a surprise no doubt. When he was facing Kasynov again, Guizot gave him a friendly yet sarcastic raise of the eyebrow. "Financial retribution? Yes, I suppose we will discuss tha then. Right now though, it will take everything in my power to get this accepted by the Directory yet alone the....."

"The Marshalate, Monsieur Guizot? We will never agree to such a radical proposal." Valliant had returned to the palace and with him were several heavily armoured Chasseurs of the Imperial Gaurd. He turned towards Kasyanov. "You yourself said it, there are three corps, THREE Corps, of Gothenburg-Franc soldiers still on your soil, not to mention part of an Imperial Fleet, and elements of the Imperial Gaurd. We will never be humbled by this. A Ferrussian in the Direcotry? A military base on our precious soil?"

Guizot had acutally been enjoying negotiations for the last few moments when he and Kasyanov had been acutally negotiating. In his mind Guizot knew that he was making the best compromise possible and although it would be difficult to make himslef understood, Guizot felt he could explain this to the Directory. Perhaps he would even get a statue of himself in Ferussia, shaking Kasyanov's hand or some other reward. Now Valliant was going to ruin this for him.

To Kasyonv, the situation must have been confusing as Valliant and Guizot both launched into tirades against one another's political and social aims, all in extrmely rapid, angry French.

Guizot fnally turned toward Kasyanov, "I fear that Marshal Valliant does indeed speak for the Marshalate...perhaps if i could get a channel through to the Directory?"

Kasyanov was a bit worried as to why Marshal Valliant felt the need to bring in heavily armed Chasseurs, and the palace guards took note as well, attentively but quietly watching the guards and Valliant. He even saw one discreetly leave - no doubt for "assistance" in case the situation got worse.

"Of course, Ambassador. We have a laptop set up... Sergeant?" He nodded to the sergeant, who produced a laptop that had been on the cabinet behind him.

"Thank you. Ambassador, feel free. If you feel I should leave the room, by all means, I will, but you must realize that for security reasons," he glanced over at the Chasseurs and Marshal Valliant, "I must keep our guards posted at the door."

"No thats quite alright Mr. Secretary, you may remain." Guizot had recovered his Ambassadorial mannerisms although Marshal Valliant had certainly shaken him up. Valliant had a dark look on his face and simply stared at the ground beneath his feet. The Chasseurs respectivley fanned out around the Marshal, eyeing up their Ferrussian counterparts. A particularly burly Chasseur Sgt. Major eyed up the Ferrussian gaurd Sergeant.

Guizot focused on the image of the Direcotry chambers which had just appeared on the laptop screen. "Gentlemen the Ferrussian Secretary and myself have just reached a compromise which will ensure the successful conclusion of the war with the release of all of our officers with only one exception.......

*Time elapses as Guizot outlines the proposal. There is much arguing and banter back and forth between members of the Direcotry, each other, and Guizot. In the end though, Guizot works out most of the deal fairly smoothly.*

"Mr. Secretary, the Direcotry gives me full authorization to sign the surrender terms and agreements as we have outlined them. In return though for all of our corps level commanders, we will give you a man whom your people have labled a "butcher", Major General Loision, who we believe is responsible for several atrocities. If this is acceptable, The Direcotry of Gothenburg-Franc accepts your terms."

This time Guizot offered his hand and a smile. "Do we have a deal?"

Secretary Kasyanov smiled openly as he shook Guizot's hand.

"Indeed we do, Ambassador. I'm sure we will be able to come to a quick conclusion with the financial aspect of the reparations, but with this over, your men and officers are free to return to Gothenburg-Franc. There will soon be a great deal of work to be done, however - perhaps it would be wise to see if the Directory wishes to appoint an Ambassador, or at least a liason, at this point. If you're up to it, we would be perfectly happy to host you as such, Ambassador."

(OOC: Okay, this part of the RP has pretty much met its stopping point. I don't really feel like RPing any furhter negotiations, certainly not over the relatively trivial financial retributions. Let's wrap this up (you could make a post about leaving Odesa, etc.), and we can move on to RPing the more juicy parts, like the arrival of the Ferrussian rep, construction of the Embassy and base, etc...)

"Excellent, then your Ambassador I shall be!" Guizot saw the statue of him and Kasyanov rising already in his mind. Now though, he would have to work for his rewards, both with the Directory and with the Marshalate, no easy task.

Marshal Valliant on the word that the armed forces could leave, stormed out of the Palace and sped towards the dockyards. He took it all in, would remember this city for as long as he would live.

*Odessa Harbour*

Admiral de Coligny on word that the negotiations were concluded had everyone quickly loaded back up into their massive transports. He steamed past the Ferrussian vessels which had earlier blocked his path. de Coligny, cocky as ever, stood on the bow of the Triumph and threw a sarcastic salute at the huge Ferussian naval vessel.

*Touloun Harbour, Gothenburg-Franc*

The entire Harbour of Touloun was as brightly painted up as it had ever been during a festival day. Excited citizens crowded the boulevards leading down to the dockyards of Touloun. They waved flags and bands blared as always, there was the pomp and circumstance forevor associated with Gothenburg-Franc. The men (who by now had been reconciled) marched off their ships in a grand formations, a regular vicotory parade. Units who had served int he Skibereen marched alongside them, home as well. Marshals saluted and distributed medals, speaches were read, and everyone admired the beautiful military machinery of Gothenburg-Franc. Indeed it was a victory, the ordinary citizen of Gothenburg-Franc wasn't told about, the devastating revolt or the atrocoties commited. They were not told about the surrender. They were simply told that the Ferrusians had reched a deal with the honourable nation of Gothenburg-Franc. So citizens and soldiers alike celebrated long into the night on that glorious spring day when the boys came home from war.

In the Marshalate, quite a different feeling prevailed, soon the Ferrussian Ambassadors and Representatives would arrive, followed by their military...

The government-modified Gulfstream V jet finally touched down on the Gothenburg-Franc runway, and while it was not the first Ferrussian group to arrive since the negotiations, it was certainly one of the most important.

On board the jet was, as far as Gothenburg-Franc was concerned, Ferrussia. The Ferrussian Representative to the Directory of Gothenburg-Franc, Andrei Dimitriovich Gustavan; and the Ferrussian Ambassador to the Dominion of Gothenburg-Franc, Ruslan Stepanovich Zeitzev, stepped off the jet, chatting idly in Russian. Half of the guards assigned to protect the embassy construction from possible hate crimes/attacks had been called over to ensure the security of this most important landing, and the two representatives saw the Ferrussian uniforms here and there, forming a perimeter around the area.

As they continued to walk towards the terminal on the G-F base, they kept their eyes peeled for the Gothenburg-Franc "welcoming comittee" they'd been told to expect before their armored limo (those had been flown in by C-13) ride to the partially complete Ferrussian Embassy (http://thunder.prohosting.com/~rusemb/emb60.jpg).

The residence wing was completed exactly on schedule - remarkable, considering the stringent security required from their side and the drudgingly reluctant cooperation from the Gothenburg-Francs. The main offices and meeting rooms would be completed in the coming weeks, and a while after, the Consular Building would be complete as well. For the most part, the security seemed to be working, and few problems greater than a few handfuls of protesters had arisen through construction.

OOC: Actually that is the point I have been using 'Acting President O'donnelly' as an overwhelmed soldier placed in a very much unwanted position. I will hit you up via AIM.
The basic deal I amworking with though Skib joined AoH alliance, I would like to return to your region as a rep for AoH.
The Skib infrastructure and security have severly degraded.
ODonnelly's Political Inexperience/Ineptitude has him making decisions that are ....poor.... in execution, good in theory.
One aspect will require you giving permission for FallschrimmJager to join the RP(or I can make another thread which ever).
FallschrimmJager agreed to aid Skibereen(alliance mate) is the rebuilding of their Infrastructure, however the only way to get the massive FallCorp logistics teams into Skibereen effectivily is through.....
A supreme oversight on the part of....

Sounds like a cool RP, but it'd probably be better run in a seperate, new thread. Understand that ICly, Ferrussia would jump on every excuse to have any kind of influence in Skibereen, and will probably try to use this to it's own advantage and priorities. At any rate, after some OOC coordination, I'd love to make this RP happen, but be warned that I probably won't be avaliable to do so until about the 14th of June. I've got school these next couple weeks to deal with, and then going out of town for a little over a week and a half.

I'll try and keep in touch, but let's not start anything major until I get back from that. Deal?

Dont worry about getting started and jumping ahead of you, I have four kids and job, so I am not a big rush rush hurry hurry RPer.
I will start the thread I will invite Goth-Franc(to get his shake at negotiations) I will invite FallschrimmJager(they are the infrastructure repair crew.
I will send the invites only after you have responded, and we can decide when to OPEN the RP totally, or create a new thread to be dedicated to Ferrusian Diplomatic/Political influence in Skibereen and what not sound good? good.

OOC: Sounds good. By the way, any word on G-F recently? I'm guessing it's just the crush of finals and such - that's what's been keeping me away. I'm just worried that it might be a permanent thing, which would be a big bummer. Anyways, I can't post reliably until the 14th of June, so other than that, just let me know through this thread what's going on and feed me links. I'll do my best to keep on top of things.
