This new world wide consortium has a goal to keep the threat of nuclear war out of mind's eye. Our objective is to buy out the market of nuclear devices including missiles, warheads, briefcase nukes, anything that uses fissionable material in order to promote peace throughout the world.
Our Goal
When we intend to buy up all the "loose nukes" that are lying about, we do not intend to refit them and use them as a deterrant. We intend to dismantle every single one and take the nulcear core and convert it into a defensive technology.
Our Plan
We do not have any intentions to retain this technology solely for ourselves so in the spirit of cooperation we are asking for nations that are willing to assist us in our research and development of this new technology and who are also willing to go forth and corner the nuclear market, to join us in this endeavour to promote peace. We will take the first gesture of goodwill and we will turn our complete nuclear stockpile over to the consortium for dismantlement. We ask for nations, big or small, to join the Nuclear Defense Consortium. Every nation that joins the NDC will gain access to the development process to this technology and to the final products the Consortium develops from the disposed nuclear cores.

Valient, we are not using them as bombs. We are going to use them to develop things like Nuclear powered Electromagnetic Force Shields that can repel attacks with any kind of weapon, even nuclear. Things like that can only be used defensively, not offensively.

Tuesday Heights, Granted. We want as many people assisting us with the dismantlement of the worlds nuclear aresenal. The NDC is currently HQ'd in Indra Prime's secondary research facility. Your president will need to have the pilot identify themselves to the military air control just prior to entering IP airspace and to arrange for a military escort.

Indra Prime, we respectfully decline your offer to join this orginization, as our nuclear arsenal is a vital part of our defence and maintaining force-projection capibilities abroad, without limiting off-world... endevors, shall we say.(OOC: and 'cause modern and future tech nations wouldn't like me RPing with them if I switched completely over to conversion bombs, even if their yeilds were the same as my small nukes ;) )

So, your nukes are, in fact, radioactive paper weights, seeing as, if they're invulnerible, you can't blow them up, so they're useless as weapons.

If you want we can send you the specs for our Flagship tomorrow (cause I am waay to tired to do anything big tonight) and you can see some of the things we can offer you that are a whole lot better, and of you want, more destructive than the nukes you currently have.
We already have weaponry markedly supeior to nuclear ordinance at our desposal. We also have a decent StratoCruiser fleet, and one of the most potent spaceborne navies any nation we have thus far seen has mustered.
However, budgetary concerns requior us to look to high yeild, stand-off weapons as a viable means of insuring potent, multi-scale force projection upon terra, and clean, low-yeild tactical nuclear weapons are the most politicly acceptible way avalible(OOC: threatening a modern tech, or future tech nation with nukes is usually oocly ok; change that to matter-energy conversion bombs, and 9 out of 10 will yell GODMOD and hit you with an ignore cannon).

Except that that is not what a nuke does, the range would be very small(meters at most for lethal doses), 'tanks and stuff' wouldn't melt, etc.
And then there's the fact that I could shoot down any bomber of missile as, yaknow, I've been around long enough to create such defences, while you shouldn't even be able to have nukes yet.
Northeast Prussia will contribute 120 of it's nuculear warheads, missles, etc. to this program, although we do not wish to completely dismantle our nuculear arsenal. We hope that our nuculear weapons contribute much to the reasearch, we have one condition, that we are represented in the member list in some sort of way, and much like Tuesday Heights we will be sending our Ambassador to Nuculear affairs

OK look, Credonia is holding similar talks to accomplish 3 things, 1) Nuclear arms REDUCTION (no one is stupid enough to completly dismantle their nukes, thats a dumb thing to do), 2) Prevent nuclear war with all nations who agree to sign the prevention of nuclear war treaty, and 3) Non-proliferation of nuclear weapons
Each of the 3 treaties will ensure a safer world, but no one in thier right mind is stupid enough to DISMANTLE their nuclear aresenal. Thats just something a dumb ass would do, excuse the lang . Actually the goal of the NDC is NOT to necessarily dismantle your entire nuclear stockpile, but turning part of it over to the NDC for research purposes in finding technology capable of repelling any kind of attack whether it is a conventional attack or one with Nuclear, Radiological, Chemical, or Biological. We also ask that member nations do what they can to go out an buy as many Nulcear arms from other nations and turn those directly over to the NDC. That way member nations can still be armed with nuclear devices but inso being a member there is a basic understanding that we are trying to rid the world of Nuclear weapons and they will refrain from using them. We are just trying to take up the aresenal of nuclear weapons that is floating around out there so that the nations interested in using the against other nations will be unable to do so.

Peace is dealing with nuclear weapons can never truly be a logical thing. In order to attack a type of weapon and begin to remove it from the hands of malicious nations, we must take steps that are not logical, so they will not be able to follow our movements and identify what our next steps will be in the fight against WMDs.
