You roleplay war out. You study the vast amount of stickies including my own (http://www.nationstates.net/forum/viewtopic.php?t=29774). Once you stop being n00bish, people will actually listen to you.

Didn't read the roleplay article? to be short:
-their are no armies, no borders, nothing. THIS IS JUST AN ADVANCED FORUM! it is the community who bumped it to the game it is: by trading with other country's, and by setting some boundries, you can play as detailed as you want.
First step (basics!):
READ THE ROLEPLAY STICKIES
make some rules (you make them yourself) that fit within the bounderies that the nationstates-community have created.
Make a map, you can do that with paint (it's that easy)
start investing (remember, in the beginning, you don't have a lot of cash) start creating exportproducts...
In other words: use your fantasy
I'm sorry for the many grammar-mistakes, but it's not that easy for a Belgian (we learn Dutch, French, German and only then English), all I want to say with this is: don't think of me as a 12 year old who tries to be mature (I have had that reaction a lot in the past :? )
