Continental domocracy has suffered in the past few months 3 terrorist attacks they are both centered at internal and civilian population, the president of Continental Democracy asks for the international community to help in the formation of a National Security Task Force, the purpose will be to subversivly monitor the nation for terrorist acts and terrorist cells both international and Domestic. all International UN Delegates are asked to help in the formation of this new Task force and agency.

You may recruit mercenaries from Spectres, but the idea of creating a worldwide police force (to paraphrase) has many chances to backfire. I suggest you start small, form an alliance once support is clearly gained.
