Less than 24 hours before the summit begins, Presidetn Sutton arrives by motorcade to the Credonia Grand Hotel where leaders, representatives, and delegates from other nations will diverge to reside during the International Summit. he steps out of the heavily armored Presidential black 2004 Lincoln Navigator Stretched Limosine. Secret service agents hold back the horde of reporters and photographers. he poses and smiles for the cameras before heading into the hotel. Inside, he immediatly notices a massive crystal chandaler hanging from the ceiling thta has been painted with images that look like paintings from the old colonial days. He hears classical music playing quietly in the background. Looking about the room, he notices flags from every nation attending the summit, but his attention is directed to a gigantic fountain in the center of the room. In the middle of the fountain there is a crystal dolphin with water coming up from its spout. A man with a black suit walks up to the President.
"Welcome Missure President" he says with a sharp french accent
"Ah, Jean-Paul" Sutton replies excitedly
"How are you my friend" he continues as he gives him a manly hug.
"im doing good sir, as you can probably tell"
"good to hear Jean, i just came to see if everything is in place, including security"
"Yes sir, its all ready, Presidential suites and penthouses have been reserved on the top floors for the guests who will be coming, and security is perfect."
"Great. Looks nice in here. But i should get back to the palace, i need to prepare for tomorrow. Keep up the great job, i'll be back"
"Thank you sir"
Sutton walks back out the front door, gets into the limo and drives back to the palace. Once back inside, he spends time with his first lady.

Security officials from the Republic of Ozymandias IV return from the suite reserved for the Republic's secretary of state, confident that their white noise jammers will disrupt any listening devices planted in the room by other operatives.
After further confering with Credonian officials, they agreed to the other arrangements, including a Stinger AA team in the building across the plaza.
A final check of the stairwells completed their arrangements.
Lead agent Xavier V listened to his earpiece for a moment.
'Roger, we're as ready as we can be here. We'll continue to work with Credonia to sweep the floors until arrival in just under 17 hours,' he said into the transmitter concealed within his sleeve. 'Affirm, President Sutton just left for the palace. But he left behind a good sized team to work with us. Roger out.'

The Aztec National League's delegation, numbering five in all, is led by it's foriegn affairs minister, Dr. Darius Wellington pulls up to the Credonia Grand Hotel and departs from the car. Dr. Wellington looks around, impressed with the environment of the country and says to his fellow delegates (in an British accent):
"So it seems we are not all that far way from home after all."
They walk in and set up there bags in their rooms. Then, Dr. Wellington picks up a phone and dials the USSANL leader.
Wellington - "We're here, High Chief"
H.C. Quetzalcoatl - "Good, just do a good job, hopefully, this will accomplish a lot."
Wellington - "I hope so too."
They talked a few more minutes and after a while, they said good bye and Wellington hung up the phone. He sat back in the couch and rested a bit before the conference began.
"The delegation of the Holy Empire of Tent of Meeting entering Credonian airspace. Do we have clearance to land?"

In the skies near Credonia
A Gulfstream V, escorted by a full squadron of 12 F-23C fighters, bore Ambassador Viktor Karelova towards Credonia and the Nuclear Summit.
"Let's get this over with," grumbled Karelova, but knowing these sort of things, he knew it would be quite long and arduous. Even more frustrating was the knowledge that he would likely just be there for show - Ferrussia had little interest in disarming, and if anything, his job would be to attempt to tone down the agreement to the point where Ferrussia might consider it.
The pilot requested permission for the Gulfstream and fighter squadron to enter Credonian airspace and land.
Our delegation steps off the plane and into the hotel for a few hours of sleep. Our delegation is made up by two men. One is formally dressed, but the other is royally dressed. The latter is our Emperor. The first is our Ambassador. They will arrive at the ceremony a little late.

The 737 Boeing Business Jet carrying the Deputy Defence Minister touched down in Credonia. In the executive office, the Minister met with his aides.
"So , just want make sure we're on the same page here guys, remember we are mainly here to find out who stands where on nucelar disarmamaent and more than anything this is an intelligence gathering exercise than a meaningful discusion."
The Belarussian Delegation arrives with its security esort. Many note the absence of the Defence Minister who had to fly home to Minsk last night because of the crisis in Georgia.
The Deputy Defence Minister stands and speaks:
"Friends and Comrades,
The position of my Government is clear and always has been... We are opposed Nuclear weapons, they simply cause too much colateral damage to be considerd justified.
I hope this summit will send a clear message to the world that the great peace loving nation states are ready to create a world free of the Nuclear threat."

The Kisnesian Assistant Minister of Defense talked to his delegation as their motorcade (ok, only 2 cars...) pulled away from the hotel.
"Remember, don't get too comfortable here. If complete nuclear disarmament becomes the majority opinion, we're outta here. Remember: partial disarmament is good, and eliminating proliferation is the goal. But not at the cost of complete disarmament and the ristk of Homeland Defense Failures. Complete disarmament is not an option."
What is the point of partial disarmourment?
Does it matter if you can blow the world ten times or a hundred times?
THERE IS NO NEED FOR NUCLEAR WEAPONS (I our humble opinion)

The armoured limo carrying Merek III, Secretary of State for the Republic of Ozymandias IV, arrives at the hotel. Security steps out from the SUVs to his front and rear and escorts him to his appointed suite.
Merek III and his aides do not answer any questions from the media as they are whisked upstairs. Their briefcases and laptops are already in their rooms so they can have a final briefing before the conference begins.

A Boeing 7E7 escorted by two squadrons of F-39G Corsair Interceptors neared Credonian airspace, carrying the Defense Minister, Rayus Noventa, and Foreign Minister, Joshua Delancy.
The Boeing 7E7 landed at the airport and taxied to a stop. The Corsairs returned back home. When stairs were attached to the 7E7, five Black Watch soldiers walked out of the plane, followed by Rayus Noventa and Joshua Delancy, who waving to the onlookers. After them fifteen more Black Watch personnel followed...

The Eredron motorcade slowed in front of the Credonia Grand Hotel, and security personnel from the front and rear vehicles climbed out and quickly scanned the area before one of the men opened the door to the second to last car. From the car stepped the newly elected Consul Supreme McCallister; his aides and escorts fell into line in front and behind him as he walked up to the entrance and entered the Grand Hotel. McCallister sent an aide to find their room numbers; the young women returned shortly with a member from the Hotel's staff who escorted the group to their rooms.
While two men stood guard outside the door to the Consul's room, McCallister's staff set up a secure satellite link with the capital, so that the Consul could hold discussions with his Ministers during the Summit.

President Sutton sits at the foot of his bed pondering over the arguments that he will present to the nations that attend the summit. First lady Echo Sutton comes into the room, reads Kaimoni's face and senses an anxious/nervous vibe coming from him.
"Worried about tonight?"
"Nah, im excited."
"Kai, i know you better than that. Your nervous arent you?"
"*Sigh* yea, ive heard some of the arguments presented by some of the nations that arent attending the summit. It seems as if therte scared of being attacked with nukes, which is the reasonwhy most wont attend. They shutter at the idea of nuclear proliferation and arms reduction."
"You know hun, the way i see it is that if they NEED weapons of mass destruction to feel or become powerful, they arent truly powerful. It is onlythe nations who agree to sign treaties limiting nuclear weapons with confidence, that are really powerful. Besides, you said it yourself, nukes are only a deturrent against nuclear war"
"Yea, you have a good point, but im still a bit nervous of how people will react to the treaties. Especially nations that buy and sell nuclear weapons."
"Trust me, i know they will like them and agree with them"
"I hope so, Credonia's reputation is on the line"
A secret service man enters the room.
"Sir, guests are starting to arrive"
"O.K. Send them all to the conference chamber. I'll be there shortly"
Minutes later, President Sutton enters the conference chamber. He is immediatly consumed by the pine smell of the room. He takes a look around at the paintings on the windowless walls which date back to the 1800's and the precious pottery preserved since the time of Colonial Credonia in the early to mid 1700's. He is suddenly startled out of his state of deep thought by a palace maid holding a tray.
"Cigar and wine Mr. President?"
"Huh? Wha...Oh, um, sure"
The maid hands him a glass of white wine and a cigar and lights it for him
"Thank you"
Sutton steps into the chamber to mingle with the few guests that have already arrived, while smoking his cigar and sipping on his glass of wine.
Seventeen MA-10 fighters dart through the sky.
"This is black leader, come in mountaineer"
"This is mountaineer, prepare to write"
"Engage!" Came from the seventeen radios.
Each of the pilots smoke release buttons where hit and "Kazaakisthan" was written in the sky above Credonia.
"This is KZ-1 Inquisitor requesting permission to land."
The radio in the air traffic control tower buzzed into life.
"Roger that KZ-1 you have permission to land"
The 'Inquisitor' started its decent into Credonia. Once they where landed fou armed gaurds stepped out of the plane to meet Credonia officials. Once greetings where exchanged and the papers signed and handed over, another four men this time in suits stepped out.
"My name is Telanoyr Glass, I am foreign affairs minister in Kazaakisthan"
Telanoyr extended his hand to the Credonian officials.
"Mine is Tai Pyro, Cheif of Defence, Kazaakisthan Military"
Tai also extended his hand to the officials.
Another suit stepped forward.
"Mike Slakes, Kazaakisthan special forces.?
Again another hand was extended.
"And I'm Leyland Devron, Chief weapons engineer for Kazaakisthan?
One of them off his sunglasses as a black limo with the Kazaakisthan insignia on the side pulled up onto the tarmac.
"Thank you for your kindness and generosity in holding this conference."

Secretary of State Merek III arrived at the conference chamber with a slight headache from the statistics he'd been required to memorize for the talks.
Carrying no briefcase or laptop, his mind was filled with all the information he'd need to conduct the tricky negotiations. The fact that much of the information had been implanted hypnotically helped, despite the resulting headache.
Politely declining the offers of alcohol and coffee (depressents and stimulants would only increase the throbing in his skull), he edged toward the center of the room with a sealed bottle of water.
Nodding politely to representatives from nations which the Republic had disagreed over WMD proliferation in the past, he walked over to chat with ministers from other IADF nations.
'I'm surprised at some of the nations coming to his conference,' he said to no one in particular. 'But I suppose it's encouraging that states with a real love of their stockpiles are here at all.'

The young aide nervously approached President Sutton, gathering up the courage to get his attention. He handed him the folded piece of paper, trying to appear calm and collected.
With the deepest regrets, I must immediately return to the capital, New Eredron. I apologize for leaving so hastily, and for being unable to continue to personally attend the negotiations, but recent events require my immediate attention.
Representing myself and the Dominion of Eredron will be Deputy Minister Jackson.
Again, I wish to apologize, and reassure you Eredron remains fully committed to the goals and hopes of Credonia, and this summit.

Ambassador Viktor Karelova arrived at the Credonian building in a rather preoccupied state - the Fyreheartian incident was exploding, and he was being told his visit might be cut short.
Entering the building, he found his way to the conference chambers and politely turned down the wine and cigars offered to him.
"No thank you," he said to the maid who offered him a cigar. "I don't smoke." Upon seeing the wine, he added, "And I prefer not to drink before negotiations."
With that, he entered the chambers and searched for what he assumed would be an assigned seat with nameplate, but things seemed to be a bit informal around here; perhaps there would be no identification - sure to be a headache, if it were true.

Deputy Minister Jackson walked briskly into the room, acknowledging with a brief nod the presence of the two men flanking the doors. After shaking the hands of a few dignitaries he remembered from the 'briefing' he had received, he took a seat near the front of the room; as more dignitaries filed into the room, he closed his eyes to clear his mind of distractions.
The four men walked up to large wooden door, which was opened for them. They walked into a very large room, the ceiling must have been at least 100 foot up. At the head of the room there was a large canvas and projected onto this canvas where many horrific pictures of the aftermath of a nuclear strike. In front of the canvas was a podium with an assortment of microphone with different TV companys logos on the handle. JUst in front of the large station there where many men with cameras and microphones gathering. Continuing backwards there where hundreds of chairs.
The four men walked foward to a attendant.
"May we enquire where we are sitting. We are from the republic of Kazaakisthan"
"You are on aisle 34 seats 23, 24, 25 and 26. We hope you enjoy the conference."

They were very interested in this nuclear talk... As long as no one had a gun... They pressed for protection, but the Credonian Government wouldnt allow it. They both took seats in the front, waiting for the talks to begin...

After a long wait Finegold III, now 48, walked out of his palace and took his Mercedes to the Madrid Military Airport. The Praetorian Guard had made sure the streets were clear as we drove past them, so that the nation did not know their emperor was away. A single weak moment, could draw revolution.
Sigh...the emperor thought as he was in the back seat... all of these years... all I think about now is conspiracy... well it isn't my fault.... is it?
The car drove into the air field, straight to his private jet. The emperor was escorted out of the car and into the aircraft, with 20 Praetorian Guards entering behind him. His wife also followed him into the plane.
20 minutes later the aircraft took off headed for Credonia. 2 hours following the take off the aircraft entered the main Credonian airfield. It was also empty, agents had made sure not even the control tower knew of him entering the nation.
A black Mercedes, obviously given to him by the Credonian government, waited for the emperor and his wife. He signalled for the guard to return the aircraft to Madrid and come back when the emperor instructed.
The Mercedes took him to the Credonian meeting place where the emperor had been once before. The red carpet was evident and clean... A good host... He and his wife walked into the room and a man led them to their table where other leaders awaited the begginning of the meeting.

"I hope that we have not become enemies over recent incidents. In fact if at all possible I would like to forget the matter. Who kows someday we may become allies. May I shake your hand?"

"Ah, the sympathy of a woman. You see my Ambassador of Peace," Daniel points at the man to his left, 30ish, "is in total oppostion, he is the warmonger. Thats why I have come to make sure he doesnt screw up. But yes young lady they do have much collateral damage, and my people find them a defiance and destroyers of God's great earth, but I tend to agree with your brother, Jaxi III. They are a good bargaining tool. I hope this summit will cause the destruction of atleast 1/4 of WMD's, but I'm always to opptimistic. Old men usually are."

I hate to tell you this, but I am recalling you immediatly back to the ANL. Something horrible has happened and I require your forinsic and detective skills. The other ANL delegates can remain here and participate in the summit. Please come ASAP.

Predent Sutton recieves a message from one of the palace butlers. It reads:
Mr. President,
It seems as if 'A Corp' has found out about our summit, therefore i have instructed a lockdown of the entire palace . No one except for invited guests shall enter as well as Palace staff that have been PERSONALLY selected by you. Security has also been beefed up at the Conference chamber, and guards will now be arming themselves with heavier weaponry (M16 riffles). Do not panic as it is just a precautionary measure, along with the F-16's flying overhead keeping all planes 5 nm from the palace. I'll keep you informed and sorry for the inturruption

After reading the message, he sees guards arming themselves with M16 assult riffles but carrying on with their surveillance as usual. He gets up and goes to the podium to deliver his opening speech.
"Good afternoon ladies and gentlemen. Today marks a milestone in the history of the world. Today marks the first real and true attempt to prevent nuclear war, promote non-nuclear proliferation, and set an example that new nations will follow. Our efforts should target new, more less experienced nations who have a tendency to want to use nuclear weapons right away in a war. The more mature nations generally shy away from using nukes and rely more on their large number of conventional forces (army, air force, navy). In addition, we could slow the sale of nuclear arms to smaller nations by getting the major nuclear arms dealers to stop. Nation States has over 70,000 nations, a handfull of which participate in the international arena, making it very possible to control nuclear arms sales, and if it couldnt get any easier, a fraction of the nations participating in the international arena are future tech or space nations, which puts even less burden on us to limit these nuclear weapons of mass destruction.
People, what we are doing today will change the world as we know it, and the signing of these three treaties that we are about to discuss will not stop with us. We will get as many nations as possible to sign them. Not even the members of the United Nations have even attempted to undertake something so massive, so monumental. Credonia remains committed to making the world safe for all of its inhabitants. Credonia also recognises the clear and present dangers that are presented by other nations who choose to proliferate these weapons of mass destruction, however, from these treaties, two benefits are clear 1) increased international cooperation and positive international relations among nations will result, and 2) a large body of nations who would be united AGAINST the use of nuclear weapons would be a formidible deterrent against any future aggressor that decides that nukes are the only way to fight a war.
This body of nations would and could provide a very strong nuclear deterrent against these nations that threaten to use nuclear weapons. Therefore, I ask you all today to look at these treaties and make the right choice by signing them. Of course they will need to be negotiated, however, it would be in the best interest of everyone if we all signed these important documents. Thank you"

Defense Minister Rayus Noventa and Foreign Minister Joshua Delancy take their assigned seats near the podium. Clustered around them ten Black Watch Soldiers stand at attention, prepared for anything. Both ministers clapped politely at President Sutton's comments.
Minister Noventa then looked at his notebook computer and examined the number of warheads and nukes, the Five Civilized Nations possessed. He knew that by disarming even a small portion of these nukes would cost billions...

By all means, have them as they are a defensive weapon, and they can be assured to be DEFENSIVE weapons when your nations sign this treaty, however, if you take the privilege away from nations to have nuclear weapons, your crossing a threshhold so to speak. You are violating that nations sovreignty, and their right to protect themselves anyway they see fit, so long as their weapons are for defensive purposes only. Now let me introduce to you, the Prevention of Nuclear War treaty"

The aid comes back with a stack of about 20 portfolios containing the Prevention of nuclear war agreements. She passes them out to all fo the delegates and the President.
The parties to this treaty, hereinafter referred to as the Parties,
Guided by the objectives of strengthening world peace and international security, Conscious that nuclear war would have devastating consequences for mankind, Proceeding from the desire to bring about conditions in which the danger of an outbreak of nuclear war anywhere in the world would be reduced and ultimately eliminated,
Reaffirming that the development of relations between theparties of this treaty is not directed against other countries and their interests,
Have agreed as follows:
Article I
The parties to this treaty agree that an objective of their policies is to remove the danger of nuclear war and of the use of nuclear weapons.
Accordingly, the Parties agree that they will act in such a manner as to prevent the development of situations capable of causing a dangerous exacerbation of their relations, as to avoid military confrontations, and as to exclude the outbreak of nuclear war between them and between either of the Parties and other countries.
Article II
The Parties agree, in accordance with Article I and to realize the objective stated in that Article, to proceed from the premise that each Party will refrain from the threat or use of force against the other Party, against the allies of the other Party and against other countries, in circumstances which may endanger international peace and security. The Parties agree that they will be guided by these considerations in the formulation of their foreign policies and in their actions in the field of international relations.
Article III
The Parties undertake to develop their relations with each other and with other countries in a way consistent with the purposes of this Agreement.
Article IV
If at any time relations between the Parties or between either Party and other countries appear to involve the risk of a nuclear conflict, or if relations between countries not parties to this Agreement appear to involve the risk of nuclear war between the parties to this treaty or between anyr Party and other countries, the involved nations, acting in accordance with the provisions of this Agreement, shall immediately enter into urgent consultations with each other and make every effort to avert this risk.
Article V
Each Party shall be free to inform the Security Council of the International Allied Defense Federation (IADF), theChairman of the IADF Security Council, and the Governments of allied or other countries of the progress and outcome of consultations initiated in accordance with Article IV of this Agreement.
Article VI
Nothing in this Agreement shall affect or impair:
(a) the inherent right of individual or collective self-defense of any nation to this treaty,
(b) the provisions of the Charter of the IADF, including those relating to the maintenance or restoration of international peace and security, and
(c) the obligations undertaken by either Party towards its allies or other countries in treaties, agreements, and other appropriate documents.
Article VII
This Agreement shall be of unlimited duration.
Article VIII
This Agreement shall enter into force upon signature.

SecState Merek III voices a few objections:
We are opposed to the wording in Article I where we talk about preventing the "development of situations capable of causing a dangerous exacerbation of their relations, as to avoid military confrontations, and as to exclude the outbreak of nuclear war..."
The Republic of Ozymandias IV is concerned with entering into an agreement in which our hands would be tied in dealing with other nation-states. Specifically, we would limit ourselves in dealing with international tyrants and other rogue states who often initiate military confrontations. By signing this treaty, an escalation of force by an non-signatory would put us at a significant disadvantage.
To continue to Article II, we believe that sometimes the use of force is necessary to maintain international peace and security.
Further, in Article V, we do not feel that the IADF should become an international aribter in disputes between nations. Rather we would like to see nations update the world community at large using the International Incidents forum of the progress of their discussions as outlined in Article IV.
Lastly, we are concerned with the language in Article VI.
What constitutes the individual self-defense of our nation?
Protection of our oil imports from other parts of the world? Defense of international fisheries?
We are also opposed to the specific mention of the IADF in section and we feel that Subsection C would also apply to Subsection B.
The Republic will need a significant amount of convincing to give up our rights to aggressively pursue international peace and security.

"Gentlemen, the reason why i have created 3 treaties is to aid in the prevention and outbreak of nuclear war. The provision set forth by this agreement is just the first step to nuclear arms reduction and control. Now, as for aggression's concerns, do you currently have issues with any nation attending this summit right now, because if you dont, then why are you complaining about being attacked by a nation that signs this treaty?
Secondly, what i was stating in Article I was that, we should try not to cause conflicts that may lead to nuclear war, because in nuclear war, there is no winner, we are all the loosers as we not only do damage to oursleves, but the planet we live in, and if we engage in a large scale nuclear war, we will most definitly destory oursleves, that is why we must prevent ANY conflicts from reaching a point where nuclear weapons are to be used. We must also refrain from entering into any conflict with a nation that signs this treaty that will lead to nuclear war. Amendments to this treaty could be made to ensure that no nation that signs this tries to attack you for no reason, however, as i stated earlier, we would be better off making this a pact, so that if one nation tries to use nuclear weapons against another nation, we all can back up the nation being threatened and put the agressor nation back in its place. It's like a check and balance as i also stated earlier.
Thirdly, Article II ensures that nations dont resort to nuclear standoff during a conflict or threaten a party of this treaty with nuclear weapons that could spawn a nuclear holocust.
Fourthly, Maybe Article V should be stricken from the treaty.
Lastly, the meaning of self defense is self explanitory. Self defense means protection of national assets, and the nation, its infrastructure, and its function/operations as a whole."

"That is not the case. What was meant was that if a situation reaches a point where nuclear standoff is apparent, we should intervene and try to talk things out. This is the point when maximum pressure and diplomacy is called for to avery a nuclear war and the killing of millions of lives."

The Republic is concerned that as Article I now stands we would be in violation of the treaty if we were pursue military action in the dealing with international tyrants and rogue states.

Now we need to focus on punishments and repurcussions for the breaking of this treaty as the delegation from United Elias has suggested. I suggest, as a somewhat weak response, depending on how severly the treaty has been broken, we place international sanctions on the nation. My next suggestion would be, negotiations, and if its serious, threaten to use force if negotiations fail."

"We think the treaty is ambigous because you cannot have fixed and specific penalties if there are not fixed and specific requirements in the treaty, otherwise it becomes ambigous as to whether you have violated this treaty or not. On the other hand the prospect of penalties is likely to result in less nations ratifying the treaty so it could become a counter-productive proposal."

(OOC: Sorry I haven't been verya ctive on this thread, I'm hosting another summit and in RL, I have final exams this week)
We hope this situation is your nation improves. Although we might have a few key fundamental differences, I am sure that the leader of the ANL will be willing to porvide any assistance neccisary.
We to are not strongly affected by the treaty, since there is an absolute lack of any WMDs in our nation, however, we too see some areas where the treaty needs to be revamped. (I will go over them later-pressed for time). I will only sign this treaty if these issues are addressed.
