Note on MoA: MoA stands for Minute of Angle. What the MoA is is a measurement of accuracy. It is the thin line between "good" and "poor". The MoA is the measure of the angle that is formed with the triangle created by the muzzle as the top and the group as the base. 1 MoA is roughly equivalent to 1 inch group diameter at 100 yards (91 meters) or to 2 inches at 200 yards. So, if you read that weapon X shoots 1 MoA group (most likely a sniper rifle), it means that at 300 yards, this rifle could place 5 or so rounds in a circle of no more than 3 inches in diameter. To explain the shotgun, this weapon could place roughly 10 shots in a circle of 10 inches at 100 yards in a scattered formation (the natural blast radius of a shotgun).

So what do you think as a tactical weapon?
