An evil terrorist nation bombed the pacific ocean which caused a large tsunami. The terrorist organization claims they have the technology to stop the tsunami. They wil stop the tsunami if there damands are met. There damands are for all world leaders to step down and make the organization the rulers of all nations. Cheese Co sent in spies to see what was going on and the 10 spies are POW's. Cheese Co also sent most of there air force but they were destroyed by SAM missles.

not possible. first off, you cant cause tsunami's by bombing. we bombed japan to smitherines in the 1940's, didnt hear any records of constant tsunami's during WWII, have you?

underwater landslides and plate subduction/lifting are the prime causes of tsunami's.
Now theoretically, one could use a nuclear device or large conventional explosive to create either a massive underwater landslide, or possibly, use the explosion to "melt" a large bed of co2, ( which is a frozen solid due to the pressures) to mimic a plate subduction.
as tsunami's tend to travel the world in as little as 12 hours, such a weapon would be impossible to defend against once launched,
It would be best if your nation were sited like say, Switzerland due to the unpredictable result of launching a tsunami,....
and the wave dynamics of using this to inflict damage will also be unpredictable. Some cities might be totalled, some completley undamaged. Some places would see 2" taller waves, some, 6' and some, especially shallow bays at the end of a fiord aligned with the wave path could see 80' waves.
