Formal Declaration of Sovereignty
The Free Land of Autonomous Folks does hereby declare it's existence. In truth we've always existed, but never actually gotten together to talk about it. We are an Anarchist nation for all concerned. We believe that hierarchy, not authority is the root of societal evil and have thusly abolished it.
Our main industrial export is Hemp with tie-dyed t-shirts, pirated music, and drug paraphenalia (for tobacco use only!) tied for second. (OOC: black market drugs accounts for nearly 60% of the economy)
Our army/militia/police force is the recently formed Civil Defense League, a volunteer based community organization. They are unfunded, underequipped, and undertrained, but entirely dedicated to the cause of our great land.
We would like to form alliances with other progressive nations of the world, and as such have recently joined both the United Nations and the United Front Region. Any contact from friendly nations would be welcome, and defense and trade treaties are being actively sought.

As you could have noted, these messages have been written by comittee. Since every person in our society is involved in whatever facet of our government most appealing to that individual we have very little hierarchy. If there is no distinction between labor, governance, and society authority ceases to be an issue.
As for your second question, the 500 million will be distributed electronically(presumably the same way it was recieved). It will go where it is needed most at the point in which it arrives. At this point there is still debate regarding this particular sum of money, however it appears likely that it will be used to fund the construction of solar and wind power infrastructure.
