To the Greater international community.
I Daniel Donnelly, Minister of Energy. Have been authorized by our esteemed President Boru to inquire towards negotiating for assitance in creating a nuclear power infrastructure.
Skibereen is growing, and currently our utilities are sufficient(though outdated), we will soon be in need of nuclear power to supply our citizens with the energy they need.
I am also authorized to negotiate terms with any nation or group of nations that aid us, to wit we shall use shared technology for a nuclear weapons program without the express consent of the nations that would be so generous to aid us. Those terms would be discussed later of course.
We await the response of our neighbors.

We have a long tradition in nuclear power only for civil use in energy supply. We may cooperate with you.
Your specialists are allowed to visit all our Nuclear Power Stations.

However it is my duty as MoE to inform you that some point in the future we do intend to create some type of 'stand-off' nuclear devices, and any information you give us would eventually work its way into a weapons system.
Before we accept your generous offer we offer an oppurtunity to reconsider.
Our intention is at around a 100,000,000 citizen mark to begin our nuclear weapons program, or before if finances allow, and you(or someone else if should decline grants us permission)allow us to use there information in augmenting the program.
As you can see we ave little fear of full disclousure.

If you let us build and explore 2 Nuclear Stations in your country, we will provide energy at the market price for your citizens, we will give all the information about our Stations to your state. The price of the construction shall be totaly supported by us.

Our Miniter of security expects quaterly inspections to be allowed of the plants, I am sure that will be no problem.

The Construction of the two Nuclear Power Plants is complete. Energy production will start today.
The security of the Plants will be granted by 600 men of the Hugolandian Army.

The deal is that we build power plants with our money, and we protect them with our military and we sell the energy to your citizens.
Sounds kinda supspicious. ANOTHER COUNTRIES MILITARY portecting a Nuclear Power Plant in FOREIGN soil....

As founder of the Nulcear Defense Consortium, we must insist that you do not follow a path that would lead to the creation of more nuclear weapons. Nuclear power in civil use is acceptable. If you do abstain from creating Nuclear weapons (when you have the ability to) you can become a member of the NDC, whos goal is to prevent nuclear proliferation. we are a group that is determined to utilize nuclear power to create potent defensive technologies to help maintain a peace throughout the nuclear world.
