Very well. The initial $2 billion USD has been sent to the USSCR. A small military contingent as well as contractors and military engineers have been deployed to said area to begin construction on the base.

We will also open our maintenance buildings and airfield for the use of Geforce4 aircraft. We shall also allow them to temporarily seek housing in our base if needed or if they happen to be training in the area and we are open to any training maneuvers if Geforce4 wishes.

*After a few months of strenous labor by military engineers, civilian laborers, and civilian contractors, the Soviet Bloc base in the USSCR has been completed. The base consists of a two-runway military airstrip with an adjacent civilian three-runway strip that can also be used by the military. The base also consists of a main command center, smaller command center, air traffic control center, two small radar domes and a larger radar dome, 24 seperate grand barracks (capable of holding nearly 1000 personnel each, but not filled to capacity), 34 smaller barracks (holds up to 500 personnel but not filled to capacity), four recreation centers, three grand mess halls (smaller messes are located in barracks), two large buildings for multi-purpose use, eight motor pool buildings (also used for storage), a munitions depot, and ten hangars (two for helicopters, eight for aircraft). Also, three buildings have been erected that house massive generators in the event of a local power-disruption, the generators are wired to engage themselves immediately when a small disruption is found in the local power supply, another building houses a water purification plant for the base's drinking water, and a medium-sized training area has been built adjacent to the base. Base defenses include: a 12 ft. chain-link fence with razor-wire that surrounds entire military compound, numerous towers, pill boxes, SAM, AA cannon groups.

Now that the base has been constructed, military personnel are arriving in droves aboard transports. Computer networks are being set up and defense systems are also being deployed. Over the next few days all military personnel have arrived and taken up shop, and numerous combat divisions begin utilizing the training center to train in this new environment.*

We request to build an embassy in the capital so our minister may help dissuade you from such large military buildup. Although oppossed to communism, we are willing to offer 2 billion a year, so long as the funds are not channelled into the military.

The USSCR humbly requests that a representative of the government be allowed to live in the base to oversee issues.

In response to the CT's concern, the USSCR sends a large document explaining that Communism in its true form is a classless society dedicated to fact that knowledge and skill is communal, that is to say, people work for the improvement of the nation, not of themselves. This nation is not in fact the dicatatorship set up by Josef Stalin and so commonly confused with Communism. Further, an embassy is welcome in the capital city for the price of 1 billion a year, though efforts to remove the military forces will be largely ignored, as the USSCR has no intents to invade. It is simply protection, a communal group of military forces designed to protect one area.

The Confederacy accepts the USSCR's explanation, for now, and continues with plans to set up an embassy in the nation, with the request that the 1 billion per year does not go towards military expenses.

If numerous officials and/or a military detachment is sent to our base, we will build suitable offices/barracks for their use. We can also help train your forces, if so desired.
