The Rune easily surpasses those standards - muzzle velocity is 1600 mps and it is highly effective for up to 1900 m, depending on the ammo used.

Also, we thoroughly test each and every unit. Rest assured, we have test fired more than a magazine each.

OOC: You are indeed making up a few features, most notably muzzle velocity and the sound suppressor kit.
Muzzle velocity is primarily a feature of the cartridge (aka bullet), and while the barrel design has some effect, it's relatively minor, and all guns with the same ammunition will have similar muzzle velocities. The fact is, what you claim is nearly twice the velocity of the round your using, so you have to either make up a new round (which would have to be a larger sabot one), or tone it down considerably. The highest MV I've heard of for a rifle was 1450 m/s, and that was in a 15.2mm weapon, using a Sabot round.

The sound suppressor kit is also a bit off the deep end. It takes a rather large sound suppressor combined with subsonic ammunition to effectively suppress even a 7.62mm weapon. There isn't a whole lot of point to even trying to suppress a heavy sniper rifle, as it's not going to work that well. Also note that using subsonic ammunition (which to my knowledge doesn't exist in that caliber) will significantly degrade range and penetration, thus negating the rifle's advantages.

As for it being the most powerful rifle, that is again a feature that's mostly from the ammunition, and quite frankly, the 12.7x99mm NATO, while the best in widespread western use, is not the best period. Rifles chambered for the Soviet 14.5x114mm AP round, such as the South African NTW-20, will be more powerful. And the most powerful is probably the Austrian IWS-2000, which fires that 15.2mm APFSDS round I mentioned earlier.
