Her Majesty's Constitutional Monarchy of Royal New Monmouth extends cordial greetings to all likeminded nations. As a new arrival on this disparate international scene, we seek to build lasting and productive relationships with our neighbours. Our diplomats and trade ambassadors are keen to develop mutually beneficial trade and research arrangements wherever possible.

In the first instance, we welcome applications from states wishing to establish diplomatic presences in our nation. We request that all such embassies be established with respect for the laws of our region, and that any security arrangements required be strictly in line with our own diplomatic practices.

At the current time we are able to offer extensive experience in a range of fields, and while our export industries are not yet able to provide comprehensive services abroad we would view with interest any co-operative agreeements that may be suggested.

The United Federation of Free Pacific States is more than happy to establish an embassy in your territory, and would be glad if you did the same for us. You can contact the legal department to check on what is allowed/not allowed in your embassy, but as long as you don't have tanks and missles inside, I'm sure our government won't mind. As for Trade, simply contact us with any trades you would like to participate in. We are not a particularily well militarized nation, and won't be able to give uranium or such things as that, but as for space life support systems, and medical system, well, we are very plentiful in them. In any case, we will be glad to enter into any diplomatic and trade relations with you. Welcome to the international community, good luck.

Her Majesty's Government acknowledges the kind offer of the Free Pacific States, and will initiate moves to establish an embassy and trade delegation, should this be acceptable. Our own security arrangements are limited; we do not believe in naked militarism without purpose.

As Chief of State, I extend the warmest of greetings to you and to your Queen, Her Majesty Alexandra I. On behalf of the Dominion of Kotterdam, it is my pleasure to extend the hand of friendship to your fine nation in the hopes that we can grow together as partners, working hand in hand for the mutual betterment of both our peoples.

The Dominion proposes the following arrangement: Our corporations will enter into partnerships with your local industries. They will, at our government's expense, construct factories, manufacturing plants, and other such facilities within your nation, and promptly turn them over to your industry. They will then contract a portion of those facilities manufacturing capacity equal to no more than thirty percent. The remaining seventy percent will be yours to do with as you will, and your corporations will recieve a commission on all they manufacture for us.

In return, we request a small portion of your land on which to construct a Military Theater Headquarters. The troops stationed at the headquarters will not act within the borders of Royal New Monmouth without the express request of the aforementioned nation, and will leave your territory on your request, at which point all base facilities, and a portion of the military hardware equal to ten percent will be turned over to your military. Should the Dominion breach this agreement, all military hardware stationed permanently at the Theater HQ will be turned over to the Royal New Monmouth as reparations.

Whether our offer is accepted or not, the Dominion offers to the military of Royal New Monmouth the gift of an E-340 Sentinel AWACS aircraft, and full access to our National Training Center facility. To Her Majesty Alexandra I, we offer a KMC Starline, the finest limousine manufactured by our premier automobile manufacturer, Kotterdam Motor Company, and a prize stallion from my own private stable. Das Uber Deutschland is a none UN country. The UN holds ideals that Dad Uber-Deutschland does not agree with or accept. This, however, does not mean we do not want normal diplomatic relations with Monmouth. We have a large, and very powerful military for which we have designed many of our weapon systems. To the Dominion of Kotterdam, Her Majesty offers her deepest thanks for the unexpected gifts, and expresses sorrow that our nation cannot provide a commensurately generous response at this time. Her Majesty extends an invitation to enjoy the hospitality of the Royal Household and surrounding estates at Buccleuch, should the Right Honourable Prime Minister wish to visit Royal New Monmouth. In the meantime, we have arranged for a selection of fine art and sculpture pieces from Her Majesty's own collection to be available for display in Kotterdam, and has requested that the Royal Monmouth Overseas Aviation Corporation ("RMOAC") establish passenger and freight routes.

Her Majesty regrets that any military construction must be declined, given our fragile position in the world order and pending a decision on our international alignment. However, we would be happy to discuss mutually acceptable tariff arrangements to make best use of each other's manufacturing and export capacities.

The United Kingdom of Victoria and Salvador having herself recently begun efforts to return to global prominence should be glad to further relations with Royal New Monmouth.

It would appear that our nations have much in common, Victoria and Salvador being peopled by the descendants of intrepid British explorers of the Indian Ocean. Indeed, until just weeks ago our national motto was precisely as your own, and our flag that of Britain.

The recent election that brought the Democratic Socialist party to power also set in motion our return to the world stage.

Presently the MoD is seeking partners in the nation's rearmament, and your co-operation would be quite welcome.

An exchange of ambassadors too would be well received by His Majesty's government.

To the Fedral Union, we regret that at the current time our own capabilities are somewhat limited, and we may not have items of sufficient modernity to interest you. Although our own scientists at the Advanced Engineering Establishment ("AEE") in Dulverton are involved in the investigation of micro-level construction techniques, the relatively young age of our nation currently precludes us from significant investment into such long-term projects.

Her Majesty has instructed the Department of Civil Works to make all possible haste to accommodate the representative of the Dominon and Principalities of Eredron, and to ensure the timely construction of appropriate facilities in Buckingham. Her Majesty's Government will shortly appoint a suitable candidate to fulfil our own ambassadorial presence in Eredron. With regard to the possibility of establishing trade links, we have requested that our leading industrialists meet with the Secretary of State for Foreign and Regional Affairs to discuss how best to proceed with such plans.

Her Majesty is also gladdened to receive the message from the United Kingdom of Victoria and Salvador. We shall forthwith ensure full consideration of your proposals, although New Monmouth's military industries are currently not geared towards export production. Her Majesty's Government is somewhat surprised at the low price, but has never looked a gift horse in the mouth before. The requested funds will be transferred, twenty percent immediately as a down-payment, a further thirty percent on receipt of the appropriate plans and documents, and the remaining fifty percent following verification of the feasibility and validity of such materials. All monies will be placed in escrow in a third-party off-shore trust as a sign of good faith.
