Why not just develop this stuff yourself, you're certainly big enough to do so without having to grasp out to the international community. Unless of course, you're lazy like the majority of people out there.

Not at all! We have developed many things, and have large plans, we want to explore the possibilities of satellites. But off course, we need basic knowledge to start with, because it has to happen fast. So we are searching creations of other nations to examine and to learn from to develope our own products.

Thank you for waiting, sorry for the delay. After evaluating our current systems and technology related equipment, We are sorry to say but selling to your nation, even the most primitive of our "satellites, dishes, and micro-tracking-chips, (MTC's), would pose to great a security risk to the Defence Department of the Sambizie Empire.
However, in the interest of international diplomacy, we would like to keep "this" channel of discussion "open". As this is the "First Contact" we, the Sambizie have had with your nation, we hope you understand the reasoning for us declining your request.
In conclusion, we are willing to sell our equipment but, how you put it together and what you use it for, will be solely the responsibility of your nation. In addition, even us selling the materials, warrents us to ask that your nation sign a "Non-Agression Pact" with the Empire of Sambizie. I hope we can help you but as "Aequatio" stated, it may be easier to construct this "Tracking" program yourself. It will be cheaper but still take as long to install be it by your nation or someone elses nation.
