Assuming that you are actually serious about this, you might as well put a bare minimum of actual effort into the subject. A good first step in roleplaying anything at all would be to contact the person you plan to RP with well in advance. This thread is the first I've heard of it.
The Dominion of the Evil Overlord is located on the continent of Forlorn Hope. Forlorn Hope is several thousand kilometers from the nearest large land mass (Australia is the closest, followed by South America) in the central and southern Pacific.
The Dominion has deployed several hundered reconnaissance, weather, and surveillance satellites, and the orbital footprint of at least half of them cross Forlorn Hope. The Evil Overlord Enterprises military operates several dozen high-altitude, high speed reconnaissance aircraft in the waters surrounding Forlorn Hope, especially since pirates started attacking unprotected ships in the Pacific. For the same reason, several small squadrons of warships have been agressively patrolling the 300 kilometer economic exclcusion zone around Forlorn Hope.
There are also several dozen tethered airships bearing microradar and lidar all around the borders of the Dominion, which are actively transmitting on a varriety of frequencies in order to detect potentially hostile ships and/or aircraft at great distances.
In addition to all of these facts, EOE's External Security department is very active, and the fact that anyone nearby was putting large numbers of troops onto ships would have the entire Dominion on alert. This is borne out by past practices, when a country posts something to the effect that they are deploying units or holding wargames or several other potential cover stories for pre-emptive strikes, the Dominion has always gone to heightened alert status.
So, assuming your comparatively small country still wants to take on one of the largest and best equipped modern-tech militaries in the game, Do it right. TG me so we can work out the details.

This is a good way to go about creating an enemy- by acting like a brainless n00b.
In all seriousness, have you read the various threads in the stickies? A lot of the mistakes you made are addressed there. I realize you aren't a n00b by the strict definition of the term, but your initial post certainly made you appear to be one.
If you're going to declare war, you have to discuss the situation with the potential enemy in advance- agree on the rules you'll use, the technology, allies and enemies, etc. In this manner, everyone involved will be on the same page-so to speak- and there will be a lot fewer problems with the RP.
Roleplaying is more than just using your imagination- especially in the context of a free-form roleplaying forum. You have to build up a 'history' of sorts- a pattern of actions and posts that demonstrate to everyone that you know what you're on about. Your roleplaying has to be internally consistent. If you're using a particular technology level, your posts have to stay within the limits of that technology.
Most importantly, your posts should be:
A) Well written. Good grammar and spelling are the usual filters by which the n00bs are weeded out.
B) Interesting and on topic. Long digressions into the life cycle of the whirlybird don't belong in the roleplaying unless it is important to the storyline.
C) Clearly defined as IC or OOC. Very little destroys a roleplay faster than confusion over what is or is not In Character.
Now that we've covered the salient points in some depth, this thread really should be in the NationStates forum.
