Rise of Frog - New Montreal States changes government

A young jack-of-all-trades by the name of "Frog" has recently forced the government into letting elections for the Holy Council be open to laity as well as clergy of the Eastern Orthodox Church. Frog's party has won handily although the conservative clergy still retains a large amount of power in the lower house. They hold a majority in the upper house as elections for the upper house are on a rotation (one third is elected every 2 years, like the U.S. Senate).

Upon his victory Frog proclaimed himself "Lord Executor" and announced that democracy was staying put. So far he has begun his promised reform of the school system by mandating teacher testing.

Frog has abolished the Holy Empire and returned the nation to its original form of several incorporated states - at least in name. The Bigtopia Colony (Burgston City) has been "advanced" to a protectorate. Frog's party now controls the proconsulate ruling the colony as the Maximum Proconcul has declared himself to be one of the reformers. All of the (non-voting) delegates from Burgston City now support Frog's rule.

It should be understood by the foreign community that this does not mean that the power of the Church has been shattered. You still must be Eastern Orthodox to run in elections. The clergy can block any of Frog's reforms at will. And the government of the minor colonies of Gault and Mont-Ange have been strangely silent since the election...

As you know sir, these states are a dangerous place at the best of times. The whole reason we came here was because of pirate attacks on shipping from Etiennebourg to Port St. William. We had them beat down for a bit but now they are starting to agitate.

At the moment a rebellion is occuring. A turncoat bishop, Maximus Palelogicus (the former vice-consul here) has led the rebellion. In name he is representing the "conservative faction of the New Montreal States". In practise the old pirate lords who got away appear to be pulling the strings. My agents are currently reporting that a faction led by Janus "Skullward" Nevau is currently on the top of the heap.

The city of Baie-Giradeau is the apparent center of the rebellion. Upon announcement of the election results, Nevau faction troops seized all craft in the harbor except for the destroyer Henri Rigaud, which was bale to evacuate with several key personnel. Nevau has apparently moved his based to République Island north of Mont-Ange. The seized destroyer Ville-St-Jaques is his flagship and headquaters.

Forces from the rebellion have begun raiding coastal towns loyal to us. Nevau faction forces have seized, looted and razed at least 5 towns across the coasts of the land. Other factions are now getting underway in raiding. Yesterday we were able to break up a raid by a coalition of minor factions when the raiders began fighting amongst themselves and were vulnerable to an attack. As a result of this action Capt. Louis Desormeaux has been promoted to major pending General Roy's approval.

My troops are not able to do much more than protect Gault and its suburbs from raids and land attacks. My reinforcement requests have been accepted but it will take some time for the troops to arrive - time that we might not have. Lt. Col. Jean-Marc Dupont is beseiged in Tribourg but is being supplied and is holding out with minimal casualties recieved.

Gault Harbor is still open and recieving ships. The airport has been damaged in the first few days of rebellion but is undergoing repairs and should be open very soon. Other than that there is little good news to report.
