A young jack-of-all-trades by the name of "Frog" has recently forced the government into letting elections for the Holy Council be open to laity as well as clergy of the Eastern Orthodox Church. Frog's party has won handily although the conservative clergy still retains a large amount of power in the lower house. They hold a majority in the upper house as elections for the upper house are on a rotation (one third is elected every 2 years, like the U.S. Senate).
Upon his victory Frog proclaimed himself "Lord Executor" and announced that democracy was staying put. So far he has begun his promised reform of the school system by mandating teacher testing.
Frog has abolished the Holy Empire and returned the nation to its original form of several incorporated states - at least in name. The Bigtopia Colony (Burgston City) has been "advanced" to a protectorate. Frog's party now controls the proconsulate ruling the colony as the Maximum Proconcul has declared himself to be one of the reformers. All of the (non-voting) delegates from Burgston City now support Frog's rule.
It should be understood by the foreign community that this does not mean that the power of the Church has been shattered. You still must be Eastern Orthodox to run in elections. The clergy can block any of Frog's reforms at will. And the government of the minor colonies of Gault and Mont-Ange have been strangely silent since the election...
