In recent weeks, Kaimoni Sutton, president of the United States of Credoia has been taking an active role in international conflicts beginning with the terrorist assasination of the Governor of the nation of New Spartha, where President Sutton ordered Credonian land and air forces to take out a terrorist air base discovered there. President Sutton to this day remains dedicated to the cause of the prevention of war, terrorist attacks, and nuclear proliferation.

To further show dedication to his cause, he is calling for a summit to be held in Credonia, in which three treaties will be discussed, signed, and ratified by the attending nations. The following treaties will be presented to the invited nations (in order of discussion)

1) Agreement on the Preventinon of Nuclear War
2) Treaty on the Non-Proliferation of Nuclear Weapons
3) Treaty on the Limitation of Anti-Ballistic Missile Systems

These very extensive and lenghty treaties signify only a small step in the goal for global peace on Earth.

The People's Republic of Ferrussia is interested in the points brought forth by the proposed talks, but has several objections. Ferrussia, having detonated its first nuclear weapon, now considers itself a nuclear power, and will not accept any attempts to restrict its nuclear power. Secondly, we will not tolerate the limitation of defenses against the global nuclear threat.

We will be sending a delegate, to be decided at a later time, but Ferrussia does not guarantee that it will make any binding agreements at the meeting, and may leave the talks altogether.

The Dominion of Kanuckistan's opinions are as follows:

1) Agreement on the Preventinon of Nucler War

Large-scale nuclear war is 'bad'; the use of high-efficency, low-yeild tactical nuclear weapons with leave negligible radioactive fallout is acceptible.

2) Treaty on the Non-Proliferation of Nuclear Weapons

Everyone and their dog has the bomb; we view proliferation as a non-issue, except in cases where a nation may have proven intent to proactivly use such weapons against the civilian population of nations it is not in a state of armed conflict with.

3) Treaty on the Limitation of Anti-Ballistic Missile Systems

Everyone and their dog has the bomb; most have missile delivery systems to go with it. Limitation of ABM systems may be useful in discouraging agression between hostile yet reasonible nations by insuring MAD in the event of total nuclear war. This, however, is not the case, and Kanuckistan will be keeping it's extensive, multi-layered ABM systems.

It is a great paradox of life that nuclear weapons prevent nuclear war, and in some cases non-nuclear war. Let us think about it for a moment. Nations will not engage in massive hostilities because governments know that when the enemy is pushed back, rolled up, and crushed, they will fire their nuclear weapons in a last ditch effort to save themselves.

As long as nuclear weapons are a good deterrent, they must be kept. The world will erupt into massive hostilities if the fear of nuclear retaliation is not in place. It sounds odd, I'm sure, but the Empire has run experiments with super-computers to this effect. It makes sense to keep nuclear weapons: they prevent war.

Then let us consider the third, and most dark reason. There are weapons more powerful than the nuclear variety out there. Gravships, Sky-Furnaces. Nuclear weapons are the great equalizer for those nations which can not muster the resources necessary to build such deadly weapons as Sky-Furnaces. Nuclear weapons level the playing field.

For these reasons and others, the Empire of Akilliam can not participate in a Nuclear-Reduction treaty or promise or anything to that effect.

1) We think that nuclear war is sometimes necessary, as when you are attacked by nukes, you must attack back... By nukes... Otherwise you'll be wiped out and cant retaliate.

2) Nuclear weapons are necessary as a retaliations to nations who also contain nuclear weapons. We dont believe of using them in large numbers, but producing them is another thing...

3) If we wish to protect our citizens, we must!

Yes, the use of nuclear weapons is a must sometimes, however, we must set an example for smaller natiosn to see. Larger nations are more inclined NOT to use nukes because they rely largly in part on their conventional military forces, not nukes, therefore they are less likely to use them in war, however, the n00bs are MORE likely to use them, therefore we, the larger more responsible nations must set an example. This treaty will be signed byt the invited natios initially, but as time goes on, our emphasis should be to get more and ore natiosn to sign. This is the first real attempt on NS to top nuclear proliferation, and Credonia is going to stick with its plan to prevent the proliferation of these weapons. It shall be the mission of Credonia to devote its time and energy and resoces to make the world a better place by limiting or getting rid of completly, these weapons of mass destruction.

I'll think about it. The whole purpose of the summit is to prevent nations from proliferating nukes, and keeping him back from this event could cause hostilities in the future.

If I have sounded rude, I do apologize, but that telegram was in defense of an attack on my intelligence, or what I thought was. It is not my intention to launch nuclear war, or create my own nuclear arsenal. God knows enough countries have them. Those are the only topics that are covered, nuclera proliferation, arms limitations and limitations of antiballistic missile systems (whih could be turned into a first strike capability weapon if used correctly). The Commonwealth of Boa Vista President, Antonio Carmona, has arrived at the meeting. Luckily for us, we are already in compliance with this section, as some of you may know, the USSANL has no nuclear warheads or any WMDs for that matter at all. 8)

I shall send Vice President I.M. Expendable to the talks. Kenistan's nuclear deterrent consists of circa 1500 warheads all of which are thermonuclear, although the majoiry of tactical battlefield use rather than strategic 'nation killers'.

I do believe limitation is necessary, but how woukld we verify each other's weapons claims? Also, how would any nation seeking nuclear weapons be discouraged from attaining them?

We sent in troops to Communist Idealism to protect what little was not already invaded and taken over by you. Not only did we put together a large coalition supporting C.I., they too sent in military relief. When you pushed farther into the country, Credonia did nt act because we did not want war. We were still deliberating with coalition nations on a course of action.
