Civilians Massacred in Bloody gunfights

Dozens of civilians were slaughtered this morning following their refusal to leave their homes. The citizens of Cluster 4 were required to evacuate their homeland following their state's expulsion from the region. Many refused, and the regional army stepped in to forcibly remove them. Gunfights soon broke out, and escalated, until the army withdrew its forces. An hour later, bombers flew in and flattened three villages. It is believed there were no survivors from any. The remaining inhabited villages were peppered with incendiary devices but have been given a few more hours to evacuate before they face a similar fate.

Head Spokeswoman for Cluster 4 Anjelka Bergstrom said this earlier:

"This is an outrage! The rulers of the Mullweeno Homeworlds are slaughtering our citizens! This is racist aggression on their part and cannot be allowed to stand in the international community. Since we have been banned from the Mullweeno Homeworlds region there is nothing we can do politically in their forum. We plead for all nations who value the sanctity of civilian life to visit the region and petition its nations, not only to cease their harrassment of innocent peoples, but also to allow us to return to our rightful homeland."

In "The Mullweeno Homeworlds" people are waiting anxiously to see what the regional military will do next. There remain 17 inhabited villages in the region and military command is seeking to eradicate all of them.

This is unfair. You were told to leave the region. You have been harrassing our citizens for years with your terrorist organisations. Every member of your state who remains will be dealt with. This may seem heavy handed but it is necessary for the protection of our people.

You are not welcome in Our Homeland.

The Mullweeno Homeworlds will remain a haven for our people and we will not be disturbed by your volatile politics. Our Militaries are being deployed against the remaining villages. We have provided them transport with which to leave but they have set fire to the vehicles. They know the consequences of their actions. Pray for their souls Anjelka.

The UN can't do anything in NS. I tryed to put a proposal to expell Nano Soft, which violated numerous war-conventions and I get expelled because it is "illegal".

Stonieland proposes its arbitrage to settle down the conflict involving the clusterian civilians that want to stay in Mullweeno Homelands.

We propose that the Stonies 11th Helicopter Brigade (http://users.skynet.be/bk286933/nationstates/definitif/helicopteredbrigade.htm) monitors all military activities into the villages to prevent any further terrorist actions. In exchange Mullweeno must stop all attempts to expell clusterian from their homes (those remaining in the region not the clusterians that emigrated to fortress harkinnen).

This agreement can avoid war and blood to be shed.

The Armed Republic of MullweenoVery well. We will grant you 7 days to monitor the village. If no more trouble emerges, we will then begin to implement our next course of action:

To sever the remaining Clusterians from the state of Cluster 4 and place them under an internationally regarded protectorate and enclave of The Armed Republic of Mullweeno.

Unfortunately it will take a long time for us to ever trust these people again following their terrorist actions in the past so movement across our borders will be strictly limited.

Over time, however, we will hope that the laws will gradually be relaxed, until the people of this new protectorate are trusted enough either to create their own sovereign nationstate, or return in entirety to the single governance of Cluster 4. Maybe then we will allow Cluster 4 to return to the Homeworld.

Mullweeno clearly has made some concessions. The Helicopter Brigade (http://users.skynet.be/bk286933/nationstates/definitif/helicopteredbrigade.htm) and 5th Airborne Brigade (http://users.skynet.be/bk286933/nationstates/definitif/airbornebrigades.htm) deploys in the clusterian villages offering food, medical supplies, cooperating with local clusterian autorities to ensure the cease-fire is respected by both sides.
We ask all clusterians terrorist not to compromise the negociations by military actions.
These negociations are the best hope to avoid blood shed and for clusterians to get some autonomy.

No citizens of Cluster 4 should be allowed to remain in the Mullweeno Homeworlds. The way I see it, they are a threat to our society. We gave them a second chance to live here, but they returned with new, unwelcome nations who attempted to disrupt our balance of power. Allowing, even a handful of citizens to remain will bring further disruption to our communities.

As much as I abhor the use of violence against these civilians, we cannot allow them to stay. I agree that that a non-regional and impartial military force should monitor the situation, but the goal should remain the same - all citizens of Cluster 4 should be expelled. These people are clearly dedicated to their cause, and we should understand that, but we cannot give in.

We need to move them on in phases. Stages. Provide councilling. But we must move them on! That is an issue I stand by in rigidity.

Also, we are currently deploying a series of ground troops to our border with the previous Cluster 4 territory - now no-man's land. They have orders to cross over into no-man's land and attack any citizens of Cluster 4 who attempt to return to the remaining villages. This is an act of self-defence. If political activists should move to these villages, which lie directly adjacent one of our key industrial regions, tensions could spill over our borders.

The assaults on our defenceless villages have ceased for the time being. We do hope, however, that other nations will enter the mullweeno homeworlds and petition for their safety as we can do very little for them from our current position.

So long as our people stay within the homelands, they stand for our political cause and we will support them!

We will fight for our motherland! Who will help us?

Passionate discussion will lead nowhere, what we need is guaranties for the remaining clusterian to stay in Mullweeno Homelands and guaranties for regional members that clusterian villages will not be terrorist nests.

Regional members must understand that answering terrorism with military means is not a solution! Political debate is the only way to ensure sustainable peace. You should discuss about a political autonomy for the clusterian villages and recognize their right to live on the land of their choice. On this bases, the clusterians must initiate disarmament, we can supervise this operation.
