OOC: I received this telegram from a guy who wanted to buy a submarine on my military equipment store:

WHERE IS MY SUB I WANT MY SUB I WANT MY SUB or I will have to take violent measures.

I am interpreting this as an act of aggression and would someone to tell me if this is suitable justification for going to war.

Reneging on a business deal would certainly be grounds for some kind of measure, although probably not war. A more appropriate measure would be economic sanctions of some kind, or perhaps PNGing a few diplomats.
