Convention on the Use of WMD's in Microbrits.

Having concluded secret high level negotiations with the south pacific,
Whittier announces the beginning of public talks to ban the use of WMD's by either side in the Microbrits, Nibbleton war.
Further, as leaders of two respective alliances having stockpiles of 15,000 nukes each, Whittier and the South Pacific have agreed that each will send no more than 200,000 troops to the war at any given time.
Further, in order to avoid accidental nuclear armageddon, each side agrees not to support an invasion of the other for the duration of the conflict.
Both nations are limited to no more than 1,000 aircraft being deployed.
And both agree to knock down all nukes or other WMD's launched by any of the other nations.
Together, Whittier and South Pacific have pledged cooperation to prevent the war from widening.
Hene, the message is clear, this war will be limited to Nibbleton and the removal of Microbrit forces from said nation.
While bombing of Microbrits is authorized, the invasion of Microbrits itself is unauthorized until further notice.
We ask all other beligerents to agree to the ban on use of WMD's in the Microbrits war.

Better reason for us big nations to limit the size of our forces.
The SouthPacific is honored to sign this agreement. But we warn Whittier Pact they will suffer should they break it.
