I understand that a currency exchange may pose a problem, but war has been potentially declared on my region, and we were wondering how to exchange money (through telegrams?) and if anyone has weapons for sale, that would be great too.

Well, you can either say "money wired" or you can have your troops have big suitcases of money and drop them over the other countries military bases. But I prefer "money wired". Also, if you want post-modern weaponry..
