In a darkened room, seated around a large oak table set in an oval shape in Victorian design is the Senior Advisors Council with the President at the head.

President Dionysus: "...And the status of the Navy?"

Admiral Dodger: "Still stationed 1000 meters from Prespolian waters."

President: "Then hand me the files and let's got on with it"

He is handed a dossier which he promtly signs.

President: "Next order of bussiness?..."

Ensign Stevens: "Sir, we have received the order..."

Admiral: "Very well then, order the fleet proceed into Prespolian waters"

Ensign: "Aye sir"

The large fleet slides gracefully through the water as the largest contingement of ships ever amassed makes it's way into the waters of Prespolis.

Admiral: "Very good. have the fleet establish a perimeter around the island and have the supply fleet unload and begin immediate construction"

Ensign: "Shall you be in the intial bordering party sir?"

Admiral: "Yes, I will Ensign. Have my yeoman iron my dress uniform"

Ensign: "I want the crew in their dress uniforms also, the President is being flown in for the ceremony"

Um, ask Prespolis. There are dozens. I suggest you give us a few days and everything will makes sense. I'm being intentionally vague.

As Rotovian ships appear on the horizon, three of Prespolin Navy Gunboats sit awaiting orders.

First Officer: "Sir, we have Rotovian ships on the horizon, awaiting orders"

Capt. Frank Leandro: "Stay to the 3 mile order, High Command has stressed we keep only that distance."

2nd Officer: "Sir, we've just recieved reports that Gen. Tyler's people have evac'd the last military personnel. Tyler and Gov. Takaki are standing by for the official handing over ceremonies."

Capt. Leandro: "Good, tell ships 2 and 3 to return to Socratia, we shall reposition ourselves 5 miles from the foriegn fleet. Has "KrakenSix" reported in?"

F O: "Yes the sub has just given its signal, they're ready."

Capt. Leandro: "Good, we'll see what this bucket is worth."

Capt. Cahn: "Okay, everyone remember what the line is if we're caught? 'We're non-affiliated civilian personnel', last thing we need is trouble. Alright, let's find out how good they're sea eye's are."

The President's Personal Helicopter lands on the tiny island of Letican. Security personal file out before the President excits smiling and waving at the Rotovian film crew sarrounding the podium.

He steps up the podium and raises a hand to silence the crowd.

President: "In accordance with the Treaty of Prespolis and by the authority of the Rotovian Assembly I hereby delcare this island sovereign territory of The Constituional Monarchy of Rotovia"

The reporters begin shouting questions and comments. Again his hand is raised bringing silence in reverance of their beloved leader.

President: "I feel this is also the time to celibrate the birth of Rotovia's 500 Millionth citizen, and to annouce the offical change of Rotovia's title"

The crowd sits in quite awe.

President: "Yesterday at 0500 hours the Parliment of Rotovia passed a slient edict offically disbanding the imperial rights and laws and offical changing the title to The Allied States of Rotovia. It would seem that the final step in the long walk to freedom has been taken."

Questions are quickly shouted by the crowd.

President: "I have no other comments at this time. I would however now like to raise the Rotovian flag."

A small team of officers attach the Rotovian flag to the ropes of the flag pole and it is raised by the President.

2nd Mate: "All communications with Naval Command have been silenced."

Capt. Cahn: "Okay... here we go."
