The Commonwealth of Cowes proposes the following Fight-Terrorism Pact

I- All nations who sign this pact are obliged to help defend each other or add emergency help
II- Failure of one nation to comply with this pact will result in other nations involved in it cutting off trade and diplomatic relations with that nation
III- All nations must give a minimum .1% of their military budget to a fund to help terrorism victims and repair of a natin
IV- All nations must share all terrorism intelligence with each other
V- Pulling out of this pact in a time of crisis will be considered failure to comply

Indeed i will join, and will spend more than .1 of my military buget on this. You have our support!

Unfourtnately, I cannot joint this alliance. However, Central Facehuggeria will try to support its actions and give money from time to time.

We thought about signing, but:
III- We don't want to share our military budget, it is important to us (after all, we occupy a territory full of terrorists right here west of our border).
IV- We do not share intelligence, no matter for what cause.
Intelligence is maybe our best field, and we're not gonna give it up.

The Aust helocopters put themselves down 2 miles away so they could not be heard and continuade on foot. The spy still lived and broadcast his message.

The Commonwealth suggests adding an amendment to the pact-

-Nations may join as Semi-members. The responsibility of the semi-members is to voluntarily give intelligence, money and support to terrorized nations along in return for voluntary support from other nations.

Cowes further suggests adding the rank of a senior member - two or three member nations who make sure that the responsibilities of the nations are fulfilled. They would have no real power except to send telegrams to persuade a problem nation to take a more active role.

Cowes will, of course, not make these amendments without the general consensus of this alliance.

Falastur is considering joining this pact. We are very hesistant to use troops in conflict, but our economy is frightening, so we can donate large sums of money to this Pact.

(Yeah, basically I'm asking to be a 'semi-member', if it means not having to send troops the instant something happens).
