"This is a tradgedy... a disaster..."

Aerial photos appeared on the news channel, showing a fair sized city of 120,000. It was in the northern part of the city, about 100 miles away from the coast, and 150 miles away from the Chellian-EOTED border. in the bottom right corner, the date of about 3 years ago was shown, signifying this was an old photo.
The picture changed to a helicopter camera. The city looked as though it had been the target of a dresden bombing raid. Few buildings stood intact, no civilians could be seen on the streets, only a few tanks rolled through the larger streets, although they were sealed shut and the outside paint was scarred off.
Most of the streets had even been destroyed, showing rock or dirt with a fine dust settled on top. Floating through the city, a thick mist wafted through, and one could only imagine what was behind it.
There was absolute silence on the channel, no reporter dared to comment. The death of at least 80,000 was obvious, a tradgedy of which size hadnt been seen since the chellian revolutionary war, when the rebels set off an ISD-reactor, taking out 3 million in a major city.
At that moment, military jets flew over the city, dropping high-drag packages. As they came close to the ground, they exploded, and the air around it went wild. The mist suddenly was dissolving, although many wish it hadnt.
Behind the mist, utter destruction was viewed. There were no torn up buildings. No suffering civilians. Infact, there was nothing. Other than one semi-large metallic cylinder, the entire area around it was void of civilization. The screen quickly switched over to one of the presidents top advisors, alex duran.
"Greetings, my fellow chellians... Today is a day that will live on through history... I am sure that many of you are confused to the events that have happened recently, as I no doubt expect... Chellis has been the subject of a terrorist attack. In silvon, we had a secret labratory, where we have been trying to perfect a certain chemical, one that will, as I have heard, not cure cancer, but eliminate it if you have it.
However, the key chemical is very dangerous in its natural form. It is corrosive, and can multiply and destroy most materials it comes in contact with, sans a few military or otherwise materials. However, during a normal day there, a new scientist was able to overpower the guards. He shut off the biofilters, released the chemical, and unsealed the labratory... The devastation that occured afterwards is the result.
We have now lost the lab and most of the materials, although all of the data is safely secured, as well as many key scientists, who sealed themselves in a safe room. Chellis however will not tolerate terrorist actions against its motherland. Chellis shall seek out these terrorist scum, and eliminate them...
Furthermore, we have found that these were not the actions of the international terrorist group know as 'War Declrad On J00", which has cells all over lodoss and the world. Due to extensive special operations missions, we have found out that they did not, nor could they have pulled this off... However, we believe the terrorists that did this to be sponsered by a country itself, and we shall persecute this down to the last chellian that must be avenged!" He said, as the screen gradualy changed back to the city, as the helicopter showed more footage of the destruction.
