The nation of 2nd Combine was formed in a bloody coup when General Kozmo Yowly led a force against the previous government. All the members of the previous cabinet were publicly executed in the capital square. Kozmo Yowly has now appointed himself leader of the 2nd Combine and is now forming a police state.

Actually, that seems fairly reasonable. The ground equipment may be a little much, and perhaps the air force, but the navy seems alright.
