I will start by saying this is not future tech, it is being developed, in england I believe. I have just put a twist on it.]
Trousinian Internatinal Updates Release v2.1
Trousinian scientists working in a Muskcov labratory have found a way to insert a tiny chip into human brains and download a 4 year college education in 4 minutes. "This will definatley increase revenue for the nation." Claims Dimitri Peshnokov, a Trousinian Scientist.
Hearing of the news, the Trousinian Government, specifically the research and development sector, took over the studies, siezing all assest and offering a hefty sum of OPMs [trousinian currency] to work for the government on this project. The RaDs [Research and Developments Sector] claim that these actions were to "..ensure the acurate at save production of these microchips.."
Military Supervisor and Director Kuzmich Postolski had a different idea on his agenda.. "If we were to program all death, anger, and loyalty to the Trouinian Government into the minds of some of out soldiers, we would have an army that new nothing but to kill and win. Sure it would cost a few lives, but when was the last time our empire went to war anyway?"
A date for testing these new chips was set for sometime within the month.
