Whittier and Letila reach military basing agreement.

The governments of Whittier and Letila reached an agreement three days ago that will allow the stationing of Whittierite troops on Letilan territory.
In the agreement Whittier pledged 30 billion dollars in economic aid to Letila, help in upgrading public schools and other infrastructure in return for permission to station Whittierite troops on Letilan soverign territory.
In addition, Whittier will be paying 30 billion dollars a year to lease the property the base is located on.
The first half of the promised aid, 15billion has been sent to Letila already.
Government sources in the Ministry of Defense would not say how many troops were going. But rumours are it involve up to 250,000 ground troops, and hundreds of war aircraft. But insiders, who talked only on the condition their identities be kept secret, say that is a great overstatement.
They said the actual deployment will depend on the realistic needs of Whittier's national security requirements and Whittier's war against terrorism.
250,000 troops at least! That's a lot. How long will you be here? We don't want you here for too long. That many foreign troops will make the people here nervous.
So, how long are you going to stay here? What, exactly, made you think that there are terrorists here, anyway?

"To see how the average Letilan feels about this development, we will talk to someone. There's someone," the reporter says.
"Hello, how do you feel about the recent influx of Whittierite troops?" the reporter asks Tmek'ôsa.
"I am very worried. I have no idea what is going on. I've never seen any terrorists here and if they are here, they are hiding very well. They could do a lot of damage if they can remain hidden so well," she says.
Then the reporter says, "I'll ask someone else."
"How do you feel about the influx of Whittierite troops?" the reporter asks.
Kno!'e responds, "I'm not really sure I can trust them. I have seen no evidence of terrorists around here and their motives seem a bit questionable," he says.
"That's interesting. Well there you have it. Some opinions on the current situation," the reporter says.

Whittier will deploy 25,000 ground troops, 15 stealth fighters, and 5 stealth bombers to Letila.
In addition we will be sending between 78,000 and 58,000 support personnel depending on the number of troops our Parliament is willing to pay for.
The total number of troops in Letila will range from 103,000 to 83,000.

The opposition party has threatened a filibuster, therefore, we will only be sending 45,000 support personnel.
It is now official that Whittier will deploy a total of 70,000 troops to Letila.
Hopefully this will be acceptable to the Whittier Parliament and the Letilan national government.

One of the terrorists we captured said his group had secret camps in your nation and that your government was powerless to do anything to them.
That seems a bit unreliable, but much of Letila consists of rainforest, so it's possible for them to hide a camp somewhere here. We've searched the entire inhabited area for any camps and found nothing. We are now searching the rainforest and though there is still much to be thoroughly checked, we have seen nothing to suggest terrorists.
You may check the inhabited part of Letila, but you'll find that there's nothing there. If you have Life-Form Sensors, you can use them to check the rainforest. They can be stymied by dense folliage, like that in a rainforest and we plan on doing a total of 10 scans of the entire forest to be sure. As a humorous side note, we've already discovered several new large mammal species, something rare, but not unexpected in such a large rainforest. Our ancestors, or at least the ones that lived in Letila, never explored the whole thing, fearing the unknown.
