Our government applauds efforts by Credonian officials to help east the power crisis in Hutu. While we acknowledge the dangers of creating a 'civilian' nuclear reactor, we are confident that Credonia will use it for its publizied purpose.

Once again, we applaud the effort to release Hutu from its energy crisis.

Thank you for supporting our efforts. I can reassure you, and the international community that Credonia is doing all it can to ensure the proper use of this nuclear facility as the leaders of Hutu could tell you. We are also taking almost extreme measures to ensure that any radioactive waste and by-products are properly disposed or stored away in a special bunker that wil be heavily guarded by a team of Hutuian and Credonian military forces (we may continue negotiations about that to further ensure that the materials will be safe).

We will be using heavy water reactors since in heavy water reactors dont need enriched uranium to function properly.

Yeah, but it kinda erks me though. This doesn't seem like the actions of a peaceful nation.

Bigmenistan has played a major role in helping to rid Shimdah of it's terrorist problem (we started the campaign), and we'll keep our forces there to help deal with the guerilla fighters. But the latest actions from Hutu do put a strain on our efforts.....

Credonia is well aware of that situation, and while we arent exactly in agreeance with what they are doing, its not our job to tell them they cant. They are sovreign and can do wat they want.

We would like nations to not try to persuade us from what we are doing. Credonia is well informed on what is going on with the nations it associates itself with and what they are doing, especially if its a hot topic within the international community.

Our nation is making a diplomatic complaint to the United States of Credonia regarding their plans in Hutu, follwoing technical advice from nuclear experts who agree unanimously that this is a proliferation threat. Indeed our desire to make sure that extremist communist nations such as Hutu do not come into the possesion of nuclear weapons is so great that we are prepared to reimberse you for 50% of the profits lost should you cancel the project forwith.

However, a heavy water reactor is among the most dangerous in existence from a proliferation perspective. One reason is that the low neutron cross section of heavy water allows a high number of U238 (uranium-238 isotope) atoms to absorb neutrons, resulting in the production of a greater quantity and better quality of plutonium product from a heavy water reactor compared to a light water reactor. According to the Director of the Elias Institute for Science and Nuclear Safety, a small heavy water reactor could produce 8-10kg of plutonium per year - approximately one to two bombs' worth of nuclear material. The IAEA holds that 8kg of plutonium constitutes a "significant quantity" - enough to build an atomic weapon.

"I have thought long and hard about the information that you have provided me. I have also spoken with my national leaders, including my military and scientific advisors, and they too agree with the statement made in your report.

I have also taken into consideration, Hutu's position as an 'extremist' communist nation, and as you know, I do not like communism (i even banned the communist party in Credonia from being able to participate in political elections until the decision was overturned by the Credonian Supreme Court) and i believe that it would be all to easy to kill our military forces and take control of the plutonium and create nuclear weapons, but we must also look on the other hand. Credonia is a major military power, it has over 515 nuclear ICBM's in its arsenal and it has a substancial number of allies (reaching 20+), they would need to think twice about killing Credonian soldiers, however, being the cautious president that i am, i believe that it is in the best interest to fully agree with United Elias, a close friend of Credonia's and cease production of this plant. Instead, Credonian engineers will fly back to mainland Credonia, and produce plans to build a coal powered power plant to deal with the power crisis. Remebursement for this is not needed from United Elias, however, we thank you for the offer.

While nuclear power is very clean and efficient, it is not in the best interest of the world to give an extreme communist nation posession of nuclear fissile materials such as plutonium which could be used to create nuclear and thermonuclear weapons."

President of the United States of Credonia Kaimoni .A. Sutton

Hours later, Credonian engineers boarded private planes sent from the Credonian government to pick them up. They come back to Hutu in 2 NS days with the blueprints for a coal powered power plant.

I would like to thank you personally for your decision and we respect a nation and indeed a government that can admit a potential mistake and correct it before the deed is done, and the safety of civilised nations everywhere is compromised. It is and always has been the position of our government to prevent proliferation by nations that are either extremeist or overtly aggresive. It is comforting to know therefore that in this case our arguments were not ignored and our message of warning was heeded. This will not be forgotten quickly and we have decided that we have would like to setup a permaent diplomatic mission to your capital in order to further improve bilateral relations.

Comrades, we feel that our nation has been let down, and even betrayed by the actions of Credonia, and the persuasion of that action by the United Elias. We how ever do not hold a grudge against these nations. Calling us "Extremist" Communists is an offence to our people. Communist we are, for we feel this is the wave of the future, but "Extremist" we are not. "Extremists" are people that foolishly follow the ways of religious simpletons to the word. Again we hold no offense to your actions. Also, we thank you for leaving us with a copy of the blueprints for the nuclear plant, though we have little knowledge of Fission and Fussion, we shall find out, thank you again.

Sincerely,

When the Credonian engineers return to Hutu they are pointed back to their planes politely by 12 armed members of the Hutu Red Army. The Hutu engineers then begin to study the copy of the blueprints for the nuclear plant that they were given to by the Credonians.

Our communication interception specialists managed to intercept and message which contains the plans for the nuclear plant.

Bigmenistan is also very interested in it's construction, and we have engineers of our own going over the blueprints ready to build. Due to a large uranium deposit that was found in my jungles.

The Hutu Engineering team has begun to clear an area for the reactor and will set the plant on a large slab of concrete poured 20 feet deep so that the reactor won't shift in the soft soil of the country. Meanwhile the Scientists working on catching up to the world in their knowledge of fission, have made ground breaking steps in their work and are expected to have the knowledge of running the plant available at the same time the plant is ready to start the first phase of true building.

The Credonian government is enraged and stands politically and publicly humiliated. The Credonian government is also apalled at the government of Bigmenistan for having the blatant nerve to criticize us for trying to help a nation, giving them nuclear power, and then when we decide not to, you decide to support it for your own political gains.

The Credonian government is appaled by the actions of the Hutuian government, stealing copyrighted plans from the Credonian government. We demand that the plans that are rightfully property of the Credonian government be returned and the construction of the nuclear plant haulted or serious repurcussions will ensue.

From this moment forward, Credonia will no longer have friendly relations with the nation of Bigmenistan, and no longer considers the nation of Hutu to be a close friend. As stated earlier, the Credonian government stands before the international community publicly and politically humiliated for its attempts to help a small nation, and we will not tolerate a little nation such as yourself to do that to us.

Once again, we DEMAND that the plans for the plant are PROMPTLY returned, and the construction of the base haulted or serious political repurcussions will ensue. And judging by the looks of it, Credonia will have plenty of support from numerous nations to put considerable amounts of pressure on you. Dont try us. You picked the wrong nation to anger.

President Sutton addresses congress during a special session called between the Senate and the House of Representatives.

“Ladies and gentlemen of congress, members of the press, and citizens of Credonia, as you are very aware, Credonia is a compassionate nation that tries to help smaller nations as best as we can. I personally ensure that we help nations that need it or come to us for aid. It is when these nations that we elect to help, and spend money and use precious resources at our expense and our expense only on take us for granted and betray us that makes us more hesitant to help anyone, and on a more personal note, it fuckin’ pisses me off!” Sutton allows the applause to go on for about a minute before continuing.

“Today, we stand before the international community and in front of the general public naked, ashamed, and publicly and politically humiliated, because we have been taken advantage of , not by a larger nation, but by a small communist nation that I myself sworn to help. The nation of Hutu used the excuse of a major national power crisis to exploit the Credonian government, and me personally, into providing them with the latest technology to take care of the situation and provide power to its people. Their motives are questionable as they have clearly stolen technology and plans that belong rightfully to Credonia. Technology and plans that were offered as a gift to help the well being of that nations citizens. I believe that it is my personal responsibility as the Credonian President to adjust our nations foreign policy on aiding other nations, both big and small. The….” He is cut off as Congress applauds again. After some time passes, the applause dies down and Sutton resumes.

“Therefore I Kaimoni .A. Sutton will be enacting the following foreign policies:

Foreign Policy against Hutu
1. The nation of Hutu cannot be trusted with nuclear power, therefore, after proper diplomatic and political means have been taken, Credonia will prevent this nation from acquiring nuclear weapons and nuclear power
2. The nation of Hutu will remain an enemy of Credonia for as long as we remember the events that have taken place
3. Credonia will impose economic sanctions against Hutu for what they have done to our nation. These sanctions will last for 3 NS years (3 RL months)

Foreign policy for all other nations
1. Credonia will only aid nations in good standing with us
2. Credonia will not help extremist commies, totalitarian or dictatorial governments what do ever

These new foreign policies will help ensure that Credonia doesn’t make the same mistake twice

We mist now focus on what we will do about the nation of Hutu. We want our blueprints on a plane in the air, on their way to Credonia City in 3 NS hours and we want to see the demolition of the nuclear power plant that you are erecting or Credonia will have no choice but to take further diplomatic actions. Should you refuse to comply with our demands, we will gladly do it ourselves. The Credonian people are hungry for war and you can bet your ass that I am most willing to oblige them at your nations expense. Although I am the President of Credonia, representative of the Credonian people, I must say this, and I want everyone to listen closely, especially the leaders of Hutu…Don’t fuck with us unless you are willing to fight for your life!!!!” Sutton steps down from the podium and storms out of the room, obviously outraged.

Moments later, on orders from President Sutton, the Credonian military stood at DEFCON 2 as the military mobilized for war. 30 minutes later, 3 U-2S spy planes took to the skies and began photographing Hutuian military positions to be analyzed back at Credonia War Headquarters

Chill out dude, I just wanted to my scientests to go over the blueprints for intelligence purposes, and to know what to photograph if we ever have to fly a recon mission over the reactor.

I actually already have my own nuclear reactors. A large uranium deposit was found in our jungles, and we do have a pair of nuclear power plants. The toxic waste and all that crap is being stored in deep underground bunkers which are guarded by our military, so it's very enviornmentally sound. And I assure you this reactor is being used for peaceful purposes.

We never intended to leave them. Why would we if we just finished talking about how we couldnt allow the technology to fall into their hands for the sake of the world. Flanked by flags and flat screens the Director of The Foreign Proliferation Control Department (FPCD) addresses the media.

“Good Afternoon, this briefing is in reference to a situation that has been developing in the United Socialist States of Hutu, where we believe the nation in question is attempting to procure fissile materials or the ability to manufacture them and based on their extremist, communist politics can now be considered a significant proliferation threat. The Minister of Defence has given me permission to upgrade Hutu to a ‘State of Concern’ thus giving our department greater scope for gathering intelligence and even possibly recommending military action should the USSH fail to comply with our demands.

These demands are simple and stark: the nation of Hutu will return plans for a nuclear reactor to Credonia within 24hrs and following this submit to inspections to verify that nuclear programs have been halted and no relevant documents or material remain. Should these demands not be met we will publicly support any military action by Credonia against Hutu and we will consider military action ourselves should it be deemed necessary. Obviously we hope that the stakes not be raised yet again and this situation can be resolved without the use of force. Thank you and that is all.”

Credonia demands that your nuclear power plant be destoroyed immedatly. We cannot ensure that you are not developing nuclear weapons, and we are not willing to take that risk. You lost your right to posess nuclear weapons due to this incident and Credonia is set on ensuring that your nation does not come in posession of nuclear weapons. We ask that our supporting nations support us on this endeavour. Credonia will honor its promise to create a coal plant for your nation. We will export the needed resources so that your people are taken care of, but you will NOT posess nuclear power until Credonia and its allies deem it safe to allow you to.

At the Kaimoni .A. Sutton airport located in Credonia City, Credonia, armed troops approach the Hutuian plane contianing the blueprints. They board and secure the plans and get off. Inspectorrs from the Credonian Atomic Energy Department or CAED will come allong with the engineers to monitor the demolition of the plant.
