The Agua Puro Communications Council proposes a joint project among the nations of South America and the Southern Hemisphere:

Several of our countries should build and launch a communications satellite. It should be launched by one nation with a space program, but all participants should have an equal right to the satellite's use.

Furthermore, we propose that for such a satellite, its capacity should be divided into shares. 75% of the shares will be initially awarded to participants, divided by proportion of funds contributed. These shares may be bought and sold, but only by the governments of nations, and not by private citizens.
The other 25% will be given to nations with emergencies, and need to broadcast larger amounts of information. These would include evacuation warnings or recovery after a massive computer network crash. While not in use, these shares will be loaned to poorer participants.

Please respond, as we all stand to benefit from this project.

I would also like to comment that this could be extremly helpful for the AROTA military. Better communications technology is a high priority in advancing our military. This would also help us to aid our allies.

Agua Puro would be fine with the AROTA military's use of the proposed satellite.

Our Air Corps engineers estimate the satellite's cost at $200 million USD. This does not include the cost of the launch. Please tell us if you come up with other figures.

Agua Puro, at this time, will offer $10 million to start with, but let's not pay off the cost too soon as more nations may join.

Evil Overlord Enterprises already has several different classes of communications satellites in orbit, including several in geosynchronous orbit for GPS use. Each class of satellite supports a different industry- television, voice and data communication, radio, etc. There are also several series of weather satellites whose data are available free of charge to all seafaring nations.

EOE will make bandwidth available for a modest fee (set at free-market rates) for any nations desiring to make use of this service. As bandwidth use increases, EOE will deploy additional communications assets as they become needed.

Evil Overlord Enterprises will also deploy satellites built by other nations for communications purposes for customers who require additional communications security at an additional fee.

Furthermore, EOE has placed six Molnya-class satellites at equidistant geosynchronous orbits for the purpose of monitoring cislunar space. There is a lot of debris and other hard-to-detect objects in Earth Orbit, and these objects pose a significant potential threat to orbital insertion vehicles. Molnya tracks all objects in Earth orbit, and almost everything in cislunar space. This data is available to any space-faring nation for the nominal fee of 1 EOE Credit per launch/recovery window.
