Welcome friends to my land.
I hope during this short time we are here we will work together to strive for peace and global stability.
This conflict has gone on for too long and now we must end it peacefully at this table,rather then the battlefield in the Air on the Sea and Land of your nations.
I hope we can all work for this goal of a mutually benficial peace agrement which I know we can reach.

We also have the unenviable task of decideing then fate of Shing-Shang,who for whatever reason attacked Rotovia without warning.
This act cannot go unpunished however a tempered responce would be preferable.

We will now hear the opening statments from the delegates.

"I will now give a brief description of the current status of Coalition Forces in the territories of Prespolis. The Command Zones are now fully armed and occupied by members of the Coaltion Command Authority, more nations have been pledging support, howvere we have dropped the High Alert Status i the Southern Command, as well as the Central Command due to the current attempt at peace. We are unsure of the exact size of the neutral force, but it has been greatly diminished due to the need for counterstrikes on Shing-Shang. No shots have thus far bee fired, and no enemy ship or plane has violated Prespolian Sea claims or Air Space."

"As the Defense Minister has stated many nations have become involved and many more have continued to give support to either side of the conflict. This is making for a very complicated and fragile system of brinksmanship. Most notably we have teh example of Shing-Shang, which acted on its own authority in attacking Rotovia. We can not allow this dispute to carry on any longer. Two very disturbing developments are now making this an even more delicate and tense situation. First with the attack by S-S forces, neutral nations have gone to the defense of Rotovia, and "The Allies" are effectively at war. With this has already come some confusion, but even more is to be expected as S-S becomes aware of its situation and retailates. This, however, is not the greatest threat to peace, the most pressing issue is that of "The World Alliance", which is made up of the same states that currently constitute "The Allies", the TWA, is an organization with the sole purpose of attacking and destroying te Region of New Lue. This is a problem de to the fact that New Lue is te Region Prespolis currently inhabits. Though there is no Mutual Defense Pact in place in New Lue, an attack upon it might be misinterpreted as an attack on Prespolis, triggering the same response by the Neutral nations seen when S-S attacked Rotovia. So as a first step to this peace process we ask that the TWA halt any plans for attacking New Lue until after the Peace Meetings have had a chance to run their course."

Now If I may I'd like to breifly sum up the events up until this time. The nation of Prespolis emerged into the global community and proffesed it's support for it's region. These statements were (and are still) regarded by government as threats to the international community, global stabilty and to Rotovia itself, in turn. In response to this the government of Rotovia acting swiftly using both politcal and military force to bring about a speedy resolution, the situation has however spun rapidly out of control and we now face the global scale war we were attempting to avoid. It is out of this desire for a peaceful resolution to the crises that we appear before you now"

"Rotovia's claims are well founded. The nation of Prespolis over stepped its bounds, and was wrong. We apologize for any, and all statements made by the Prespolian Government before and during the crisis, which may have threatened directly, or indirectly, the security, interests, or future intentions of any sovereign nation. The nation of Prespolis makes the following concessions, and askes for the following requests:

1) The Nation of Prepolis shall formally apologize for the actions it took upon entering the world stage.
2) The Nation of Prespolis shall renounce imperial intentions and dismantle any designs for world conquest, either by military means, or by subversion of the interest of other nations.
3) The Nation of Prespolis shall remove itself from the Region of New Lue, and officially declare an end to any hostile action taken against nations innocent of any wrong doing.

The nation to conduct these inspections shall be chosen by Rotovia, and shall work around a schedule submitted by the Rotovian Government.
5) The Nation of Prespolis Agrees to halt any shipments of aid to any members of the New Lue Region, or any other nation currently involved in conflict with Rotovia and its allies.

In return for these concessions the Nation of Prepolis askes the following:

1) The Nation of Prespolis askes for a formal declaration of Peace From Rotovia and "The Allies".
2) The Nation of Prespolis askes for a non-aggression treaty from both "The Allies" and the "TWA".
3) The Nation of Prespolis announces that the Coalition Authority shall have a seperate agreement from the one herein described, and that that agreement be only between members of the Coalition and not open to dicussion by members of the Neutral Parties, or "The Allies".
4) The Nation of Prespolis requests that this peace be final for all members involved. No individual agreements will be considered other than that of the Coalition's Internal Affairs, which oly deals with members of the Coaliton and matters of withdrawal of military forces currently stationed in Prespolis.

These concessions and requests are open to ammendment, and or refusal, save for number 3 on the Request List. We await a response from the Rotovian Delegation."

"I issue an informal approval of the first section request 1,2,3 & 5. However we request the Rotovia be aloud to supervise theese inspections also, I would also require that a Rotovian Naval Facility be established within the Prespolian borders. The facilty would house 50 troops and be used as a means of enforcing the treaty should the need ever arise. The second section aggreements 1,3 & 4 are approved, we cannot aggree to condition to and find it outragous. There is no possible way I can order my people to never engage in military actions against your nation in the future should it be deemed nessacary. I will issue a statement dicouraging it and since a Declartion of Peace would be issued hostilities could not occur any way. Please consider these revisions"

The following revisions have been made to the proposal.

On the issue of Concession 4, The Nation of Prespolis offers the following change:

The Nation of Prepolis agrees to have a member of the Neutral Nations with Rotovian supervisors, conduct weapons inspections throughout the country without any restrictions on movement. The nation to conduct these inspections shall be chosen by Rotovia, and shall work around a schedule submitted by the Rotovian Government. Thus these inspections shall be conducted by a joint force of Rotovian and Neutral powers.

On the issue of request 2, The Nation of Prespolis offers the following change:

The Nation of Prespolis askes for an "assurance of non-aggression" from the "TWA".

Further Rotovian requests are being examined at this time.

The Prespolian Government, and the Coalition Command Council have rejected the demand for a Rotovian Naval Facility to be placed within the territories of Prespolis. This would undermine all the coalitions hard work and the peace process. However, Prespolis understand the Rotovian need for security assurances, and offers one of two solutions:

Either, the nation of Rotovia agreeds to have a Neutral Nation keep forces, with a small contingent of Rotovian troops, in the area to ensure that the peace agreements are caried out,

Or

The Prespolian High Command offers Rotovia control of the island of Letican(also known as Perspolita), for any and all military purposes except: housing of Chemical, Biological, or Nuclear Weapons, housing of more than 1 squardron of bombers, housing of more than 5 submarines at a time. This agreement would mean that the Island is completely within the Rotovian sphere of control and, aside from the above conditions, is subject to the laws and customs of the Rotovian Government. In return for this offer Prespolis askes for $ 900,000,000 USDs in compensation.

The Nation of Prespolis, after hearing the Rotovian response, offers the following map as evidence of the islands location as being "within Prespolian waters". It should be noted however, that under the agreement, the island would from here on be considered Rotovian Territory. On the bellow map the Island is referred to by its official name, Letican.

The Nation of Prespolis would like to make the following adjustment to its offer:

Though WMDs are banned from the island, Rotovia may place as many bombers, or submarines as it pleases on the island after a period to be determined by the Prespolian Government at a later date. This thus opens the possibility of such quantities of the above units being stationed on the island at a future date. No monetary compensation shall be required of Rotovia.

"This is acceptable to the Rotovian Government, the final matter is allowing Rotovian inpspectors to supervise the work carried out by the neutral inspectors as well as reveiwing any reports drafted by the said inspectors. Surely allowing us to moniter, not interfers or conduct, the inspections is not an unreasonable request."

The Prespolian Delegation, after reviewing the final request by the Rotovian Delegation to allow Weapons Inspectors to be supervised by a Rotovian team, accepts this proposal with one condition. If there are to be Rotovians in Prespolis, there should be a Rotovian Embassy in Athenia. This is our only conditon for this aspect of the peace deal. Should this be accepted, we shall present a full version of the revised peace deal shortly.

Remaining Forces of the Prespolian Military have been ordered to leave the island of Letican, and authority of this territory shall temporarily pass to the nation of Norahc while Rotovia prepares to move in.

The following is a final version of The Peace Treaty, agreed to by both sides of the conflict.

1) The Nation of Prepolis shall formally apologize for the actions it took upon entering the world stage.

Treaty of Peace
Between the Sovereign Nations of
Prespolis and Rotovia.


Preamble: Being as the nations of Rotovia and Prespolis have come to a point in which both nations concede that militant action against one another is futile a state of peace shall be created and enforced.

Section One:
(a) All military forces being of Naval, Air, Ground or any other means of defensive or offensive force shall be hence force are removed by the parties (Rotovia and Prespolis) from the relative party’s territory. Wether it be land, sea or air.
(b) This must be completed within twenty-four (24) hours of the treaty signing.

Section Two:
(a) The nation currently aligned with the parties shall remove all military forces wether they be Naval, Air, Ground or other means from the territories of the parties. Wether they be land, air or sea/
(b) This must be completed within twenty-four (24) hours of the treaty signing.

Section Three:
(a) A formal apology will be issued by the nation of Prespolis in a public and international medium for which a majority of the world community could view.
(b) The apology must contain a denunciation of intentions for military conquest at a future date.

Section Four:
(a) The nation of Prespolis shall remove itself politically, economically, socially, military and physically from the region known as New Lue.

Section Five:
(a) The nation of Prespolis will allow unrestricted investigation by weapons inspectors of an impartial nation.
(b) Rotovian officials shall be entitled to monitor and physically supervise inspection.
(c) Rotovian officials shall be entitled to examine and all reports and evidence gathered.
(d) The President of Rotovia may select the impartial nation to carry out the said inspections.

I) the leader of Prespolis is to compile a list of impartial nation that are favourable
ii) These are to be reviewed and may be approved or disregarded my Rotovian President.

Section Six:

A) Diplomatic Embassies are to be set up in the respective nations of the parties.

Section Seven:

A) The Prespolian High Command shall cede to Rotovia control of the island of Letican (also known as Perspolita).
B) For any and all military purposes with the exception housing of Chemical, Biological, or Nuclear Weapons.
C) All control over this territory will rest with the Rotovian Government, keeping in mind the aforementioned conditions.
D) Whilst no weapons capable of mass destructive uses will be allowed onto the island there will be no caps placed on the amount of military sources stationed there.

Section Eight:

A) The nation of Rotovia acknowledges and upholds the sanctity of peace that now exists
B) The nation of Rotovia will instruct its allies to uphold the terms.
C) The Coalition of the Willing, Rotovia and its allies, will concede that military action is not intended.

Section Nine:

A) These terms may only be negotiated by official representatives by the allies.
B) Neutral parties may no influence the content.
C) There is to be no individual agreements stimulated.
D) This singular treaty applies to both parties, and their allies.

Hattia applauds Prespolis and Rotovia on their ability to negotiate. Hattian Forces will hearby be leaving Prespolis immediately. (Unless, someone thinks they are still needed.)

Canadien Bacon is glad to see peace come between Rotovia and Prespolis without firing a shot. We are withdrawing our fleet from the region's waters, however we will continue to watch Shing-Shang's action with a careful eye.

The Rotovian Senate is seated mumering as to why Rotovia would even consider peace with any nation who would dare challenge them.
The quickly called to order by the stern voice of Chairman Arnold J Thebes.

President: "Thank you Chairman. Our Amabassidors have negotiated a peace treaty with Prespolis"

And the Top Headlines, on SPARTEN cable T.V.

As the parliment met today to declarering the official end of the war against Prespolis+Shing-Shang, most of the people disagreed saying its outragous! But even though the vote was 81 for the war, and only 19 for peace, the Armed Republic law states that the president has complete control over the people even if the senet votes 100. But after the public heard the news the people were outraged, and riots broke accross the whole nation. Quickly SPARTEN's police force arrived at the scen to take control.

But the people were restless and they fought back! (wrong move), and the outcome was horrifing, 2 police officers killed and 69 protesters dead.
After the major incident the Armed Police force, warns everyone not to do this again.

Yes this RP took some interesting turns, but that's the fun of it, of course its not over yet, Shing-Shang still hasn't been stopped, but for my allies, its all over, thanks to everyone involved. All in all I'd say game well played, I hope we get another chance to RP some day.
