Chellis is creating an "alliance", using the term lightly, named The Confederation. We use the word alliance loosly, as it is very liveral for an alliance. More than anything, The Confederation will just be a formal, written out way of expressing our collective allies. Here will be some of the things included:

- Confederate Army(funded by contributions from the members, supplys arent required to be sent by anyone, and they wont have any one nation affiliation.)

- Confederate Trade(certain trade incentives may be given to confederation members, although this as well wont be a forced policy)

- No region(stay wherever you are, no need to move regions)

- Multiple Alliances Allowed(Stay in other alliances you are in if you wish)

- Joint Actions(Multiple countries can do things cooperativly, and call it a confederate action, as apposed to it being one direct country)

The Confederation is very open to ideas, but the core rules and regulations will stay the same.

Rules

- Attacks on party members (by party members) results in expulsion, unless a decent reason is given

- Never act alone and call something a confederate act

- No space nations(near future tech or below only, sorry)

- Nations of any size allowed, but larger nations get a more important voice

- Anything important needed to be discussed can and will be discussed by Me, Chellis, as well as 4 others, which will either be elected later on, or picked for size/prominuity.

Thats it. If you want to be an alliance where we wont constrict waht you want to do, outside of things that directly have to do with us, yet have some mutual protection, as well as some favorable trade, please consider joining the confederation, lead by Chellis(but very loosly).

Ok,thank you for allowing Kihameria into the 'Confederation',we would like to help in any ways posible,but i have a couple of questions.
1.How large with the 'Confederation' army be ?
2.Will it consist of just infantry,or infantry air force and naval ?

Kihameria, The army will be based on whoever contributes to it. Could be tiny, could be really large. Also, it will be in two parts. Standing and call-up. Standing will always be in that army, call-up will be regular military troops from nations that can be called into action if needed after standing... I will only have a division or two in standing, but ten or more in call-up. Also, it wont just be infantry, but all branches can be volunteered. And "meetings" will only be called when needed.

If you need confederation members to read something, after the thread title, put a (Confederation*).

Chellis completely denies tremalkier membership. the terms are far from acceptable, and you have proven yourself to use alliances to try and bully people(as in NaSTO).

I agree with Chellis' decision. Tremalkier cannot and should not be given so much power to wield. Such a move could prove disastrous.

Secondly i am proposing that our Confedartion army be made up of a an agreement between us that if we are threatned that we "donate" to the Commander and Chief our units which will be needed for the time of war and we can choose to also go into war with our own units.

Magnums, nice suggestion, but the confeerate army will be more like the UN, unaffiliated to any country(although in rp, certain countrys will control sections, and those will probably end up using the controllers weapons, etc, or operations might be given to one country to handle).War actions will be the most likely use of confederate nations sending additional military units, but things like peacekeeping, etc, will be left to them for the most part.

This will eventually become a ruler-less commitee, with a large group of nations that will make the big decisions, as opposed to one or a few nations.

Although I'm not implying anything such as an order I do want a chance to be Chief of Staff of any army we make up.

I've had a great deal of experience as Chief of Staff, namely in the New Jewish Alliance as well as the Grossdeutschland Union. I've also been commander in chief in many allied wars in the path.

Kihameria fully supports Chellis's decision not to let Tremalkier into the confederation.

Kihameria would like to take a step and enlist 1,000 men in the Confederation army. all of which we had there concent before enlisting them.

These are the troops we send to the Confederation army.
We also donate 1,000 more M-16's and we also 100 M-60 SAW's for the Confederation armoury.

Macabees - No single person shall ever be "chief of staff", or have control over the confederate army. The confederate army will be sent on duty based on the wishes of the collevtive confederate, and tactical commanders will be chosen on the spot, whether it be one or ten.

Ardor - No problem, your in.

Kihameria - Gratefully accept your troops and equipment, and they will join the newly formed Chellian 1st Confederate Division, which has set up a base in chellis, until a more suitable base of operations can be found, which leads me to my next point.

We need a place for Confederate headquarters. A place where confederate leaders and emisarrys can come, make decisions, and do whatever. I suggest my nation, as security is little problem, the homeland has never had to fight a defensive war(not that we arent skilled in it, but its just not likely), and lodoss is our neighbors, so terrorists shouldnt be a big problem(There arent any EOTED nationalists, but if there were, they would be stopped at the chellian - EOTED border).

However, if someone else would like to suggest a place, and has valid reasons, I would be glad to listen.

Pennsylvainia has decided to donate 30,000 troops,5,cruisers and 30 tanks to the Confederate armed forces they are the best our counry can produce.

We here at Mikosolf would glady allow use of a section of one of corperate buildings for use as HQ. Allready equiped with Chairs, Tables, Computers, Laser Pointers, Overhead Projectors, and a four thousand man security team for defense agaist most anything.

Ok i would like to Donate 50,000 Infantry with training of the caliber of the US. Green Berets. All of them equiped with M4 SOPMODS, and wearing Ardorian fatiges, and they will be continually supplied to the alliance. Also i would like to donate 300 MT-79 MBT's(much better than abrams and T-90's). As well as 50 C-130's for tranporting the equipment.

A Few Rich People, your country is a bit young, a more established and strong nation would probably be a better choice.

The Macabees is looking for a great role so we would erect a building in Madrid (capital) for the alliance. If you accept we will begin the first phase of engineering and planning (I'll post this here).

Also, we accept your decision and respect your ideas. Picking commanders on the spot would probably be better in the end.

The nation Magnums would like to offer any Confederation alliance members access to the magnum region and magnums would like to donate for the HQ in a bunker made for the cabinet of the President of Magnums and would glady give access to use it as a HQ since we are currently working on a better capitol building for all the government to be done in one building and better defensive bunkers for them.

I would liek to be some sort of officer. And my troops will remain loyal to me first and the alliance second, but that would only be in that case of an interalliace war, which would break up the alliance.

Please equip them we are a young nation with few resources most of our weapons go to our national defense at the moment.
We would also like to open trade relations with any other members that would like to our main export is refined Urainium. We would like food, weapons and ammunition.

i seen where you said to rich that their nation was young and you wanted a larger and more powerful nation to base the HQ in , but in defense of the smaller nations such as mine. I think the HQ would bring prosperity to the nation it was in.. Also the nation of magnums is located in the magnum region where the land is untouched and exspansion would be welcomed for military bases and such..great bays for naval shipyards. or research facilities.

Magnum what about a compromise? You would host the military HQ in times of direct war while my larger taller building would host economic talks and the actually declaration of war.

It would be a sort of UN building. Yours would be a more protective bunker type building/fortress which in war is increasingly important.

I would also like to donate 10,000 AK-74's, 4,000 MKIV body armors, 30,000 Generation VI night vision goggles, 20,000 M4 SOPMODS, 30,000 AT4 Anti-tank rockets.

we are not a well defended nation yet altho our bunkered underground facilities have some of the best defensive tech(2001) and we would be happy to make a compromise of this. Then here is the plans of the peace time building for Chellis to look at and decide from there:

Total height: 1,200 feet TowerA and 1,300 feet TowerB

Construction Grade: The structure will be built from A Grade Steel which is essentially "fire proof" and has earthquake "swivel" charactiristics, although earthquakes are virtually non-existant in the Madrid region.

Defense: In case of terrorrist making up ideas the Madrid airspace is cut off from all aircraft unless allowed by the emperor with specific reasons. Also no troops are allowed in Madrid, except the Preatorian gaurd which is controlled by the emperor.

Buildings on its side: The two towers flank the DUMA (advisory) tower which spans 1,600 feet high, as well as the Imperial Palace (1,400 feet high) and the Imperial Staff Building (1,600 feet high). As you can see these buildings, which have been standing for almost 90 years, have not been in any terrorist bombings.

The two towers steel structer will be covered by a concrete based superstructure, with support provided by giant concret pillars around steel bases. In turn the concrete will be covered by giant pieces of glass which will cover the entire building on the outside, acting as windows and just as something appeasing.

Each building will have a base of atleast 5km by 7km. The buildings will not only host talks but will also have a series of buisnesses at the bottom levels to promote trade between the confederacy (only confederate members can post buisnesses up) and to imply unity.

This project can be completed in three to four years.

Chellis has already begun construction of a similar building, either for the main building, or for use as a secondary building, as a secondary building allows for any kind of emergency. We are alright with your building, except for one thing.

It should not be in Madrid, as it is a capital. If it is in a capital, not only are there problems of terrorism in the individual form, but it also might be an unfair advantage to the country. If you were to build it on a different city, and a coastal city would work perfectly, then we would defidentally consider it.

The only question i have why are we thinking big and tall here? i mean look at the UN its not HUGe its sort of spanded out in width. i mean taller means more of a husle to clear the upper floors if a terriost threat is presented. where as a 10 floored builidng would take only a few flight of steps compared to 300 floors. quicker evacuation means less likly of casulaties if the threat on the building was carried out. Also i suggest that the building be made of small windows would keep down less sniper attempts for assinatin.

Good idea pen... but then we dont want potential investors/nations when seeing the compound to think it is a prison and when you go in negotians is their way or no way.. and besides we are supposed to be peaceful confedeartion..dont forget what we are supposed to be founded on ....our goal should be peace not war altho i understand we shouldnt ignore the potential threat.

I must imply that in my entire history I have never been targeted by terrorist and have excellent anti-terror measures. If you're talking about larger terrorist organizations they could merely slam a cruise missle given to them by a third rate nation, nothing can stop that.

Big and tall would promote the prosperity of the alliance and would advocate the economy role of the alliance, instead of the military role. O believe that it is in our best advantages that we focus towards economy, not war, if we can avoid it.

Also, I must say, that I have taken great care in anti-terrorism measures, including the restriction of air space and the installation of Macabean praetorian units, loyal to the alliance (20,000 a division).

good to see that you have taken measures to prevent such things., but i still must stand altho we are not going to a waring alliance i still think it is in our best intrest that we have a close to the ground building. taller may be more properous looking,but would it be at the cost of lives if your defenses did not work? I know you said they were good,but the terriost community is getting equiped by the day and i speak for myself that id rather be in a smaller building where it would be easier to evacuate where as a sitting duck in a office on the 300th floor.

If macabees do not have a suitbale harbor than i would offer a city where the building could be built. The bay of centre is a large bay well protected by three seperate mountain chains which engulf the city as the bay entrances. As my economy is in a little hole of the moment i would give permission for macabees to build it in that city. Also would allow macabees free trade in and out of the port city.

Pen my agriculture is very advanced as said as before and anytime you wish to "upgrade" our agreement you are welcome to and for a good price.

That is perfectly acceptable. I at first thought you preferred a centraly located city to prevent terrorism by sea but sea cities are available.

The most reliable as having anti-terror capabilities is Malaga. Located on the northwest coast of the Macabees .. in the provence of Puerto del Rey(let me get the map).. its not acutally on the map but just to give you an all around area of where it is.

If we must insist that the building be tall then i would build special emergency helicopters which would be used for emergency evac and transportation of the people from one point to the next. These helicopters are huge huey type,but would carry the seal of the Confderation Alliance and could be used by any nation, but would remain in a hanger only 1 mile from the building for a quick response time. The helicopters would cost 20 mill a piece that is with armor platting and high impact glass. I would be willing to oversee and produce these. I would not turn away finanical help to help produce them.

When someone has military devoted, its more like 50%, as you cant neglect other areas completely, or you would be in anarchy(no matter how much military you have, law and order needs at least 10%, and if you only put 18% into other things, you will get revolt...probablys on all of this, anyways)

Agreed! In the advent of terrorism we have also designed a series of escape stairways, directed away from main steel frames. In testing the time it would take to empty the building (fitting about 20,000 each) would be 10 minutes in good order.

Chellis wonders if Magnums would like to use the H-2 design to make the helicopters. The H-2 is a helicopter much like the Mi-26 Halo, but with a slightly different fuselage design, and a few other things. The seating capacity really cant be beat.

IC: Thank you for accepting Shinbobland into your Confederation. We wish to establish friendly trade relations with our fellow Confederate members, but, unfortunately, the government of Shinbobland will be experiencing a forced hiatus for the next week.

OOC: I may or not be able to get to a computer for about a week :( , but I would like to start some trade agreements upon my return.

Production of the H-2C helicopter has begun.

We will be producing 47.Cost of production will be 705million at 15 million a copter.

they will each have satelite phones and video screens which will be on secure channels and will be placed also into the HQ building when finished. these helicopters may be used my nations in the confederation.

I ask that each nation donate some money for the production and up keep for these helicopters.

I also ask that who is buidling the HQ to build a big enough hanger for these helicopters 1 mile from the HQ for quick response times.

The Nation of Magnums hopes these helicopters will never be used for the purpose they are being built as rescue vehicles, but be used to furhter our confederation in many ways.

OOC: Its been a RL week so..

The building has been completed with all the dimensions ascribed to it in the architectural planning. In all of its grandeur it shows future prosperity of the confederacy.

The building will be taking 500 shops from each confederate nations for the time being. These will be located in the bottom 10 plants of the building. The office buildings will be at the top 112th plan, while all in between will be set as the time goes on.

OOC:I sure hope people stay active in this...

OOC: I'm grounded so dont count me in for 3/4 of the time until January.

I'm back... not really much has been done while I'm gone, has it? How much is wanted per country for the helicopters?
Also, several Shinbobian companies have expressed interest in setting up stores in the allotted retail space. First come, first serve, right?

Pennsylvainia would like to place information technology retailers in two of the alloted retail centers and would like an office for our Urainium Mining Regulation Office as well as a diplomatic office.

We will also commit 30,000 more troops to the Confederate army they have been trained and equiped mostly for artic operations but will fight fiercely in all theaters to the best of thier ability.
