International Anti-Terror Agency, for the non-democratic

I am interested as to whether their is a need to create an international anti terror agency for those of us who are not democratic...
Terrorism being as much an issue for us as it is for the democratic nations.

Twy-Sunrats Proposal
We propose an international organisation that has the following characteristics
A permenant governing body, made up of a single representitive from each member nation,
These representitives should be selected for their impartiality, dedication to counter-terrorism and an understanding of the internationalisation of terrorism in the past two decades.
These representitives should be autonomous from their respective nations however they shall of course be answerable to their own government and support may be withdrawn at any time hence losing the nations it's standing in the organization.

Prior to decisions or during political lobbying is allowed to sway the voting members.

Any member may call a vote.

Decisions are taken on a simple vote, the decisions with the majority of the vote win. No recounts, no revotes, all votes have a time limit between one day and one month depending on the need for reaction. Votes not cast are not counted either way.

The organisation should contain a shared terrorism database in relation to arms dealers, blackmarketeers, nations freindly to terrorism, nations willing to sell arms to anybody, individuals who fall into the catagory of terrorist, sympathiser or fund raiser. This database should also include methods, practices, trade marks etc of the various terrorist organisations and individuals so that early diagnosis and pursuit may be made.

A cross border treaty with one another so member agents may pursue terrorists, funders or other such elements.

A rapid intrusion force should be created along with the central intelligence organisation who's mandate is to enter non-freindly nation territory and eliminate/remove terrorists.

Actions that would be common for a vote
Embargo on nations
Sanctions on nations
Deployment of the RIF
Further investigation of potential terrorists
Organisation Black Lists
Remove sanctions/embargos
Increase Organisational Mandate.

This proposal is a starting point and we field the question as to whether we would be interested in such an organization. Of course all nations (accept terrorist or slave endorsing nations) are welcome to join.
