Jiukal Numora cleared his throat as he walked into the Neo-Kitaran House-Senate Chambers, trying to put the quiet whispers between senators out of his mind. Everyone watching him walk down the center of the room knew why he was here, and not many of them were thrilled about it.
Stopping before the podium facing the Executive Council, Jiukal nodded his head slightly in respect, placing his datapad on the podium. He then cleared his throat again, reading from both memory and what he had written in preparation for this moment. "Senators. House Leader Yukali. Respected guests. I stand here in front of you today to urge you to pass the bill authorizing for the Neo-Kitaran Space Division to begin contruction of a Neo-Kitaran colony on the planet Mars in the Sol system."
Ignoring the whispers that followed, he continued. "As you all are well aware, as Director of the Neo-Kitaran Space Division, formerly the Neo-Kitaran Global Defense Division, it is my responsiblity to inform the House-Senate on possible expansion of our claim to the universe. While I do not believe this is necessary at all times, I believe it is necessary at this time."
Jiukal was startled when Leader Yukali interrupted him. "How so, Director?"
Jiukal tried to keep his voice clear and steady, but the stares he was getting was slowly wearing down on his expression. "It is my belief that a colony on Mars would allow us to assist our allies, Kajal, in handling a continuing dispute between themselves and their own colony, Kajal Mars."
Once again, Jiukal was interrupted, but instead by someone in the senate section behind him. "Sari Rekeha, representing the twenty-first region. Director, I believe I speak for myself as well as the other delegates when I say that your proposal is, to say the least, highly reckless. What is to say that our own colony will not suffer the same fate? Not even mentioning the economical repercussions that this endeavour might have."
He had been expecting that one, and he had more-or-less expected it from Sari. Out of the nearly five-hundred senators on the House-Sentate, she was the one who hated this idea the most. Mainly because it was her idea, more than twenty years ago. And she got blasted by Jiukal's father about it. "Senator Rekeha, I believe that, through a through selection process and through large ties with the colony, we can keep the peace for an indefinite period of time. And, while it is possible that the colony could one day declare independence... isn't that what we did, almost five centuries ago? Our ancestors declared independence from Kitara, during the last great war in their history, venturing off into space to avoid the awful repercussions that the Clan Wars would cause."
"Relai Temari, representing the fifty-first region. I'm afraid I must agree with Senator Rekeha. While you have given a definite answer to her first concern, you have not given an answer for her second, indirectly spoken concern. As you know, our economic status isn't exactly as it was a hundred years ago. Do we have the funds for such an operation?"
Taking a sip of the water sitting next to him, Jiukal answered, "I believe so, Senator Temari. We can use the Fifth Armada to transport the civilians, and send a construction ship with the Armada to begin construction of the colony. Our estimated budget is a hundred billion credits for construction of the colony."
"But what of supplies? Surely you do not expect to keep a continuous supply train moving betwen Neo-Kitara and the Sol system."
"I believe that Kajal can assist us in that aspect of the colony." Jiukal smiled. "During our exile, they were able to develop and perfect a jumpgate system. Utilizing this technology, either by purchasing it or through payments to Kajal for use of their jumpgates, we could continuously send supplies to the colony in minutes instead of weeks." Glancing down at his watch, Jiukal was shocked to discover that nearly an hour had passed. "Leader Yukali, while I understand the importance of discussion regarding this issue, I ask that we close discussion immediately and vote."
He could feel the glare on his back as Sari spoke. "Any why is that, Director? Do you fear that, through further discussion, that your idea will be turned down?"
Jiukal cleared his throat. "Not at all, Senator. However, time is of the essence. If we do not act quickly, whatever little space still unclaimed on Mars will be taken, and the argument will be moot."
This led to even more whispers than earlier. Luckily, Leader Yukali stood, ceasing all chatter immediately. "Silence. On this matter, I am siding with Director Numora. Thus, I am closing debate on the issue." He now looked over the chamber, moving his eyes through the sea of faces. "We will now vote on the issue. Shall we accept Director Numora's proposal and colonize on Mars, in the Sol system, for a budget of hundred billion credits? All in agreement, say yes." A thunderous 'yes' echoed throughout the chamber. "All opposed, say no." An equally loud 'no' filled the room. "The decision is unclear through a verbal vote. We will now go to roll call."
Jiukal sighed, sitting down. This could be a while...

In a close 265-235 vote, the Neo-Kitaran House-Senate approved the Space Division's proposal to establish a colony on Mars, located in the Sol system. While many maintain their belief that the hundred billion credit project is a reckless endeavour, those in favor of the colony are celebrating their victory in the streets, with localized celebrations and parties.
House Leader Welos Yukali said that he believes this decision to be a 'positive step towards unity with other nations, in a project that is guaranteed to bring the people of the involved nations closer together than ever before.'
