All Right, lets take this from a different approach:

I don't even need to ask you for rights, I was trying to be nice. Did you really invent and patent the M16A2? No, the US army did, in real life. If you can't make that many, I could lower the amount, or you could send them to me in packages of...say, 500,000, every two or so years. But if you won't sell the rights that you don't own, thats fine.
