"Ladies and gentlemen of the world, for those that do not know, I am Manar Tawam, speaker for the Government of Wazzu.

"It is with sorrow that I speak to you today, as this day has brought tragity to Wazzu, and to the world. This tragity has befallen us by the acts of the Empire Of The Eternal Dawn."

Behind Tawam, a screen lights up, showing a smeared image...unmistakably a quick-shutter picture of an EOTED aerospace-craft.

"Some time ago, the EOTED decided to place satelites in geostationary orbit over Reich territory. Communications intercepts by Wazzu indicate that the empire claimed that space, international space, for itself. Reich nations destroyed the EOTED satelites, and our friends were quick to respond.

"Several aerospace vehicles went into high speed, artificially maintained orbit. Our satelite network puts their velocity at around eight percent the speed of light, and the chaff that they fired around ten percent.

"This same chaff has caused severe damage and destruction to several privately and publically held Wazzu satelites. More importantly, the relativistic chaff has lead to a shuttle accident. 23 Wazzuians are dead."

Manar Tawam was silent for a few seconds.

"We do not yet know what damage or death has befallen other nations.

"In the past, Wazzu has enjoyed cool but friendly nations with the empire. Though we saw no action, we were in the EOTED as defenders when the Nargothrond came down. And though we have not had any to share, we entered an agreement with their people to share intelligence of any threats to them we receive. It is for these friendly relations that we did not retaliate.


"Wazzu asks the government of the EOTED to step forward now and accept responsibility for their actions. Wazzu asks the empire to make reparations for damage done, and appologies to the families of those lost.

"And Wazzu asks forign governments to come forward with their losses. Lets solve this now, so that pain and loathing do not come back to haunt us in the future.

"It is the sincerist hope of the leadership in Wazzu that this unfortionate incident remain an incident, and not become a dark omen.

"Our thoughts and prayers go out to all who have died, and all they left alive. Thank you for listening, and good night."

Eizen is appalled by the wanton destruction of Wazzu's property.

While no Eizen property was damaged this raises concerns regarding structures on this side of the Trans Galactic Gate.

EOTED ships will now be barred from enterting the immediate vicinity of any Eizen installation. Violations will be treated as an act of war.

Also, Eizen will be willing to donate equipment to replace Wuzzu's losses. Furthermore his Majesty renews the already existing committment to positive relations between Eizen and Wuzzu, despite our lack of formal treaty.

Any incursion by Eizen craft will not be considered an act of war, but will result in the capture and confiscation of such ships. Orbiting military surveillance equipment/civilian satelites are included in the ban.

We request a full, independent enquiry as to the cause of the alleged EOTED-caused destruction of the Wazzu shuttle. How can we be sure that the shuttle was not destroyed by other debris? Lets forget the diplomatese.

There hasn't been a Wazzu shuttle accident in 250 years. Utilizing one of the most advanced orbital tracking systems in the world, there have been less then 10 satelite collisions in the last 200 years. How much room is left for uncertainty when 23 people die and 17 satelites malfunction at a time/space location approximating that of the EOTED's relativistic attack?

We have electronically confirmed damage to only 2 public satelites, the others are privately held. Site investigation teams are being assembled, and you are welcome to send representatives to observe. You are also welcome to hire your own investigators, but the corporations who make up a large portion of the Wazzu government are screaming at my bureaucracy. They will not pay for an independant assessment of what is quite obvious.

On behalf of the 13 families who have lost loved ones, I thank you for your help. But I believe what they are mostly looking for is an appology, to them, not Wazzu, rather then monitary compensation. It is the corporations who want repairs and replacements paid for. In the interest of continued friendly relations, the nation of Wazzu is willing to fund repairs of its publicly owned satelites.

Frankly, Minister, we fail to see any responsibility for damaged satelites; only lost lives. Lost property, frankly, is considered to be collateral damage. However, we may be willing to reconsider our current view on that matter.

We will submit a full apology to the families, but only on the understanding that we do not claim direct responsibility for the incident in question. The shuttle may well have been downed by secondary debris; we still feel somewhat reluctant to admit responsibility when it is not yet entirely clear that that is the case.

"General McKillip, you've been to the EOTED before, could you tell us more about the nation and people?"

"Certainly. The EOTED is really a consortium of three distinct nations, each of which carries out a different role in their society. Unfortionately, I was escorting Wazzu diplomats at the time, and didn't get to see much of the countryside. Most of my contact was either with their diplomatic staff, or with their security.

"Still, they struck me as a generally friendly people. Many of those at the meeting did display some of the arrogance that the nenyans in particular are known for, but not as much as our team expected."

"You mean the Wazzu delegation?" Fong asked.

McKillip smiled, "Yes, the Wazzu delegation. We all felt that the nenyans and humans of the empire showed a large amount of restraint. And that has been a stumbling block for Wazzu in the last few days."

"How so?"

"Well, the EOTED has been showing a lot of very aggressive and arrogant moves lately. They have created what many see as a racist organization around themselves and the Menelmacari, they have recently left SATO, causing quite a large stir in international power politics, and now, they have refused to accept responsibility for the deaths of 23 people."

"General, to the best of the governments knowledge, were those deaths caused by the EOTED attack?"

"Yes. There is no doubt. Tracking data put together after the incident show that the deaths and lost and damaged satelites were caused directly by the empires attack. There are a lot of satelites in orbit, and throwing debris around haphazardly over illegially claimed territorial space will lead to disasters. There is no doubt."

"Then what is Wazzu going to do?"

"You'll have to ask Manar Tawam, I can't speak for Wazzu government actions."

"Alright, thank you General."

"My pleasure."

"Well, as we can see, the Wazzu position that EOTED is responsible for this disaster is official enough for the General to speak on it. But the Wazzu position isn't the only one that matters. So I'll move next to Bob Sanow, CEO of Hermes Spacelines, who is here with me live.

"Mr. Sano-"

"Bob."

"-ah, right, Bob. The shuttle that was destroyed didn't belong to Hermes, but it was carrying Hermes employees, correct?"

"Thats correct. Hermes Spacelines is strictly an interplanetary cargo hauler. We contract our gravity escape passengers and cargo through TransCorp. It was their shuttle, and most of the passengers were our employees."

"And how has this affected your company?"

"Well, we lost a captain and several crew members. This put to of our trading ships behind schedule...they were unable to leave with the convoys. We have lost quite a bit of money on time-sensitive cargos to Mars and Titan, not to mention suffered moral problems with crews."

"Moral problems?"

"Anytime something threatens the lives of crews, it creates a moral problem. People don't want to die, and people at home don't want their loved ones to die. This is why Wazzu takes such great precautions in giving military escorts to civilian shipping even in times of peace. It is also why Hermes held the two freighters back until the next convoy even though it cost us lots of money."

"When an advanced and usually responsible nation such as the EOTED makes a rash action then refuses to accept responsibility, this is worse. How can Hermes crews be sure this empire won't endanger their lives again?"

"I see. So then, what other steps is Hermes Spacelines taking to solve this problem?"

"We are urging the government to break ties with the empire. As we understand, it is only those ties that prevented us from retaliating. We want to be able to tell our employees that if someone tries to kill them, there is going to be hell to pay."

"Thank you - Bob. That was enlightening." Kathy Fong said somewhat uneasily, "Now Debra, you look like you've been making deals with the devil to speak."

"Damn right I have." Mrs...now Ms. Uller spoke up. "I lost half my family in this so called 'accident.' I lost my husband," she starts ticking off fingers, "my only daughter, and one of my sons. The bastards murdered my family, I want some accountability!"

"Now, according to the government, the EOTED offered quite a large sum of money."

"Yea, they did, over five million Beggars, and I threw it back in their faces."

"Why?"

"They came to me and gave me the check. They said to me, 'We're sorry your family died, but it isn't our fault.' They said it as if I had just lost a cat! They really expect me to believe they weren't at fault? That it was really all just a coincidence? Apparantly, their education system is lacking."

"Wouldn't that money help you survive without your husbands income?"

"I can do it myself, on my own. I don't need their snobby no-care attitude. I wan't accountability, not welfare."

"I understand." Fong said, and placed a hand on the womans to help calm her down. It worked, a little.

After a moment, Kathy Fong switched gears again. "We are going to take a little break, and when we come back, we'll talk to Dr. James Messer, Wazzu Minister of Diplomacy, and see an earlier interview with Manar Tawam. Stay tuned to SNN."

Kathy's image is pushed to the left of the vidscreen, and Dr. Messer's appears on the right. "Dr. Messer, I understand you've been busy on Mars, thank you for joining us."

The minister nods his head.

"Now, you haven't been directly involved in this conflict, have you?"

"Ah, no, I haven't. We've been pretty busy here on Mars lately."

"But your in contact with the Wazzu government and have full details?"

"Of course."

"Could you share some of the worries Wazzu has right now?"

"Well, there are a couple. One is of what Wazzu citizens will do on their own. One of the victems families was caught trying to channel money they recieved from the EOTED to a suspected anti-elf terrorist group who's main target is that empire.

"Now, understandibly, this is a very extremist position. None of the other families have taken any similar action, and the widower who attempted this is facing punishment under Wazzu laws. But Wazzu laws are very open. This was illegal, but there are several actions that citizens might take that are legal in Wazzu. We are also worried that those citizens might travel to other nations as not to break Wazzu laws, or might ignore laws completely. And it isn't only victems of this crime against humanity.

"There are a lot of Wazzuians who believe even the Sandman is too soft and have taken to anti-elf rhetoric. For the most part, Wazzuians are too educated for such fanaticism, and most of these fanatics find themselves leaving comparitively neutral Wazzu. But we are still worried that their actions could damage relations with valued trading partners, like Tor Yvresse, Menelmacar, and even other non-human dominated sentient nations.

"We are also worried that if the empire can not accept responsibility for its actions, we'll have to take measures to defend Wazzu citizens. The EOTED has always been on friendly terms with us, we don't want that relationship damaged."

"Let me interupt you for a moment Dr. Messer. I couldn't help but hear you call this a crime against humanity, and the victems taking action."

"Ahh. A mistake of mine. I should have said crimes against sentients. And yes, the loss of sentients to a badly planned military strike is a crime against the families of the lost. The empire could just admit it made a mistake and appologize, but it has chosen to try and hide its actions. It has stopped being an accident and become a crime...at least until they have the courage to take responsibility for what is clearly their actions."

"You seem pretty solid in that belief."

"There is a good deal of evidence to support it, and any nation with its share of weather satelites should have its own copy."

"Alright, thank you Dr. Messer. Best of luck with continuing Mars negotiations."

"And thank you to Ms. Fong."

Kathy Fong shuffled some papers on her desk and faced the camera directly again. "And to end our news report today, we have a short clip from Manar Tawam, who we interviewed earlier today."

The screen changes over to show a picture of Manar Tawam dominating a small room between himself and Ms. Fong.

"Speaker Tawam, you said you had a short update on Wazzu policy in this whole mess."

"Yes, I do. And it is pretty simple.

"Wazzu has evidence of what occured. Any nation with a decent satelite network has evidence of what occured. The Empire of the Eternal Dawn is at fault for the deaths of 23 people, and the damaging or destruction of 17 satelites. Unless they can come forward with an appology to the families of those people, and with money for the 15 satelites damaged or lost to corporations, then Wazzu has little choice but to break relations.

"This means that Wazzu will treat the empire the same as any other non-aligned nation. That destruction of privately or publically held Wazzu property, or the murder of Wazzu citizens, will result in the immediate removal of the ability to do such again."

"Isn't this a rather extreme and dangerous position to take against a nation as powerful as the EOTED?"

"Extreme? Yes, but also necessary. Dangerous? Less so then it used to be. Wazzu has grown since its early days. We are no longer an only regional power. While the empire finds itself increasingly islolated, giving up friends like Wazzu, we find our list of friends and allies growing. We don't want to break relations with the EOTED. Even if we do, we won't want war with them. But they must understand that we can not allow the wonton distruction of our assets, and the murder of our citizens.

"If they choose to break relations with us, we'll have to take a more active role defending ourselves from their actions just as we do from other non-friendly nations."

The interview cuts off and returns to Kathy Fong Live.

The crisp image - whether it is delivered via a television set of digital or analogue extraction, or via holovision or trimensional 'visor - displays a young-looking Nenyan with the bright, fiery amber eyes that characterize virtually all of his race. A few flexisheets are spread on the cool blue desk before him; a starscape surrounds the desk. Very flash. The INN Solar logo - three stars in a triangle arrangement, with INN emblazened across them, and a little satelite dish in the bottom left-hand corner - sits upon the front of the desk. 'The Big Story' is stencilled in - via digital means, and translated into dozens of languages on-the-fly, just as the speech and the image of the Nenyan's lips moving is/are. No microphone is in sight.

"And now we move onto the Wazzu Situation, as it is being referred to by the nobility here in the Empire of the Eternal Dawn. We have a greatly honoured and beloved guest with us in the studio today...," and the persons in question glint into view as he names them, "the Most Honoured and August High King of Ma-Nenya, Lord Commodore Semir-randil I; the Lord Igrandi Rihad, the Chairman of the Board of Control of the ITC; and Mrs Laurei Suf-Menjda, editor of the popular broadsheet Nenya Today. - Your Highness, my Lord, Mrs Suf-Menjda... it's an honour to be here with you."

Each of them nods and smiles.

"Your Highness," the presenter swivels his chair to face Semir-randil; he hesitates, and then; "could you explain to our viewers just why the Empire does not take responsibility for the actions of the IDF SN in relation to the Reich, and the thus provoked situation with Wazzu?"

Semir-randil raises an eyebrow slightly. Calmly, and with the smallest of smiles, he explains, "Precaution."

The presenter blinks. "Uh, yes, Your Highness. - Lord Rihad, do you feel that there has been a negative effect on the ITC because of this situation?"

This particular member of House Rihad - an ageing Human, somewhere around sixty or seventy years old - does not look in tip-top condition. Weathered would be a polite term for the semi-bald man - his wisps of grey hair may lend him a small air of wisdom, but his blunt jaw and flat nose certainly do not. The presenter does his best not to smile - and clearly decides the best course of action would be to return to the most senior man present. He hoped it was, at any rate...

"Thank-you, Lord Rihad. - Your Highness, would you like to elaborate on your previous answer...?"

"Certainly. - It is not the policy of this administration to make knee-jerk reactions. Each movement is calculated, careful, and thoroughly examined. If our friends in Wazzu lack the patience to wait until due concern has been given their... opinion... then they will merely have to... continue to wait. We are appointed to carry out the duty of fulfilling the best interests of the Empire, and the Executive Council intends to serve the People in just that manner: to fulfil the best interests of the Empire. - The compensation offered was indeed most handsome, and our communications have acknowledged a willingness to accept that our position - that secondary debris was in fact responsible for the terrible, grievous loss of life, and the destruction of the space assets in question - could quite possibly be incorrect."

"Thank-you, Your Highness," the presenter states with a nod. A pause. "And do you see the Executive Council reaching a decision quickly, Your Highness?"

"No," admits Semir-randil with a decreasing smile - a smile that had vanished upon the mention of the loss of life, it ought to be mentioned. "However, the Executive Council will attempt to move forwards with all due haste - so long as that haste does not impede the thoroughness of the required investigation of the situation."

"And the position of the IDF, Your Highness?"

"The IDF has no official position," Semir-randil states flatly.

"Thank-you, Your Highness. My deepest thanks for answering our questions so fully and openly. - Mrs Suf-Menjda, may I ask your opinion on the situation?"

Laurei sniffs with irritation at being left until last; the middle-aged jet-black-haired amber-eyed Nenyan sits regally, despite her 'better' company. "You certainly may," she states with a highly-strung and faintly irritated tone.

The presenter disguises a sigh with a nod. "What is your opinion?"

"We ought to back down," she states with a flat nod, "and pay them the money. All of the money. And issue a full apology." She nods again, and settles back in her chair, as if her point is cast-iron complete.

"And you say to that, Your Highness...?"

Semir-randil simply smiles, and shrugs slightly. "All in due course if it is for the best, good lady," he addresses the editor of Nenya Today.

Until the barring of EOTED ships from Eizen installations is rescinded, no Eizen ship will be tolerated inside EOTED Space in any capacity, and no Eizen ship will be allowed access to either the Earth-Mars Highway or the Tumnore Orbital Access Path, once construction on both is completed.

Any incursion by Eizen craft will not be considered an act of war, but will result in the capture and confiscation of such ships. Orbiting military surveillance equipment/civilian satelites are included in the ban.

His Majesty confidently assures the ambassador's office that these conditions pose no problem to the Imperial Trriumverate, as we have no holdings in Earth or Mars space. nor do we actively trade with any Earth or Martian Nations.

Another Eizen Task Force, returned home from the final destruction of the nation of Stygius will be reassigned to bolster the defenses and border patrols at the Trans galactic gate.

The Standard Imperial Tarriff on ExtraRegional Imports has been raised for EOTED nations by 25%.

The Reich offers their greatest sympathy to the innocent victims that fell prey to result of our defense against an evil aggressor. We all feels the loss for the victims families and friends, to be unaware and become killed as an innocent bystander must be the worst of situation for families. Not seeing any reason for this to happen. The Reich offers to help Wazzu forces to reclaim as much as possible of any wreckage to be able to give as many of the innocent victims a burial. God have mercy on their Souls.

Since this is the case how then could our actions be an "escalation"?

Eizen has taken what we feel is an appropriate course of action to honour a freindly nation. As time passes and the consequences of this incident fade then these actions shall be reversed. We still stand by these actions however, out of respect to Wuzzu.
