This is all Out of Character:
My Idea is that since there are various different Strategy games out there like th Age of Empires series, Empire Earth, Rise of Nations, or Command and Conquer, that some nations would want to wage war on that platform then they could. I'm just accepting ideas.

nation size wont work in that unless the nation gets a certain number of minutes based on ther population to prepare. How bout just a math formula

You could do that, or do a scenario based on the country's relative size to its opponents. But then there's pop caps and production.

Any other ideas

Does anyone want to start this? Anyone have these programs?
