These rules apply to any craft capable of being used as a means of transportation by water operating on the high seas and in all connected waterways navigable by sea going vessels. Any nation that does not abide by these rules are not entitled to any of the benefits that this charter sets forth and are subject to the consequences which it states.

Article #1: During peace time, an unprovocted attack on a merchant vessel is in violation of International Law.

Article #1a: All nations shall place an embargo on all trade to the aggressor nation.

Article #2: All nations shall abide by International Fishing Laws regarding seasons and catch limits to ensure the return of populations each year.

Article #3: An International search, rescue and ice patrol organization is formed.

Article #3a: Each nation must allow this organization to place a rescue base on their soil if required.

Article #3b: The services of the newly formed international search and rescue organization are available to all nations who have abided by the laws.

Issue #4: In the interest of free trade no nation may charge more port fees to a foreign vessel than they would a domestic vessel of similar construction and payload.

The S.S Alpha finally arrives in the port on Port Neptune. John Doe (the president of Newport Inc.) gets off the ship and walks off to the convention center nd sits down. So far he is the first visitor but he might be wrong. He opens up his wine and waits.

The winds ruffled the crisp suit of Supreme Chancellor Marcus Flavius of Aramar as he stood at the bow of a Barracuda-class patrol boat called the Valaria. His briefcase was at his feet, and he gripped the front rail of the ship, out in the wind and the cold air, quite contrary to the opinions and pleadings of his secret service agents. They stood, hands clasped in front of them, earpieces in position, always alert at all sides of the ship. Though it was a small ship, the Aramarian government believed it would be best to arrive in a ship associated more of peace then of war. To arrive in an aircraft carrier (of which Aramar had recently aquired two) would be, simply put, a bragging statement of power. The Senate of the Federation of Aramar had agreed that a patrol ship was better.

"Sir, we are five minutes from arrival, the captain requests that you take your position inside to protect your person."

Flavius sighed, and nodded slightly without turning around. The aid bowed, though Flavius was oblivious to it, and walked back into the warmth of the bridge through a flight of stairs. The Chancellor looked for one brief moment into the waves, then turned and entered the bridge, waving off the crisp military salutes of the officers and standing behind the captain.

"Five minutes, sir."

"So I've heard, captain. Have any other ships arrived?"

"One so far, sir; arrived on a cruise ship about fifteen minutes ago."

Flavius grinned slightly.

"Already outclassed, captain?"

The captain reddened.

The McLeodian Navy will dispatch its SCPG flagship, the MSF Monitor, along with the Foerign Minister and the Captain of the Monitor, Jules Hilton.

As the small patrol craft drifts along, beneath it the sea is calm. All of a sudden, a large bubble can be seen racing along, and then we see, inside the bubble, the MSF Monitor. Her graceful lines betrayed by the sheer size of the submarine, and the awesome roar of the rocket engines behind.

"Finally" said Hilton, "A way to show off the power of the navy"

"Conn, Sonar. We have a confirmed contact on the S.S Alpha, a large cruise ship. Other contacts include a small patrol boat, a few tugs, a helicopter-carrier, and other boats of varying design."

"Helm, Conn, bring us alongside the S.S Alpha, then surface next to her. We'll give them something to worry about." said Hilton.


The large ship slowed, and came to a stop next to the S.S Alpha, before surfacing rapidly, a Nimitz-sized subamrine suddenly appearing next to the cruise liner.

"One minute to docking, sir."

Flavius merely nodded, and looked out of the bridge window to see the port spread out before him (OOC: I hope there is a port...lol). He saw a helicopter carrier off to the left, and began planning how he was going to convince the Senate that the Navy needed a couple. He grinned again, more to himself than anything else. Politics were merely a way to complicate simple decisions; he was excited that his administration was the first in Aramar to actually make something good happen out of it, for he had passed the Military Creation act through the Senate--with an amazing lopsided vote of 146-4-- that had granted the Chancellor and his Council (fifteen individuals that were elected from the Senate, which in turn was made up with five delegates from each city state) the ability to create a military apart from the blunderings of the Senate.

The captain muttered a command to an ensign, who saluted and trotted onto the deck. A few seconds later, the majority of the crew was assembled on deck, hands held in a salute to the ships already at anchor. Marcus Flavius stepped out on deck, flanked closely by his secret service, who looked extremely cautious, even paranoid. He raised his hand in greeting to the helicopter carrier, which was around forty yards away.

John Doe still sits, almost out of wine and is now being bored to death. So he walks out once again to see the ships and wondering if he should buy some from the nations so he can add them to his store. So far nothing has been seen that interests him. He slowly continues walking but one of the larger ships traveling hit him with one of it's waves. He walks back into his ship to change.

The group is greeted by the captain who escorts them to the side port where they board the Presidential Yaught which takes them to the main pier. At the pier a two 2003 Lincoln Town cars await to take them to the convention center.

Captain:"We are sorry for the inconvenience but for security reasons we can not allow aircraft around the convention center"

The gangway extended, and four Aramarian sailors disembarked first, carrying antiquated single shot rifles for decoration only (in the event of a battle they were more of a liability). The Supreme Chancellor disembarked next, closely surrounded by four secret service agents, all carrying concealed weapons and wearing earpieces through which they were notified to possible threats. Inside the ship, behind one of the windows, a sniper aiming an M-24 scanned the crowds and rooftops, watching for a possible threat. The Chancellor's hard line on terror had created him many enemies, and it never hurt to be careful. Also on the ship, but more obvious, were two sailors with binoculars and radios, who also scanned the crowd.

Flavius walked briskly forwards, past the crowd control barriers and to the delegation awaiting him. He extended his hand and smiled a friendly, broad grin, aware as always of the news cameramen and photographers on all sides.

OOC: Can Port Neptune make a delegation? It would be swell. :wink:

the duty officer lt robinson sat up in his seat. "sanders go wake the captain and the admral," a fat loking PO stood to attension gave a sloppy salute and walked out. lt Robinson looked around the room with a hopless look in his eyes as if tho say why did he get landed in my wach but then continued "contact the port athoratie, ask permison for us to dock and a cople of the ausilarys to come in to resuply the fleet there are alot of peppole coming to this confrence we cant take up top muchspace in the dock"

the CPO on the comms pannel turned around and began to transmit the message as the other ships dropped there anchor the ASS dromadry ,followed slowly by two ausilary ships, spead towards the harbour mouth

The Feline delegate, a diplomat named Fluffy Rovan, pulled up in a Catnip Class Corvette, and headed towards the dock. She got off with three bodyguards. They mounted their segways, and headed off to the conference center.

~one,single Aegis class ship is seen just coming in to the port,mostly unarmed save a few handguns for the crew,but the newly built Kihamerian Aegis cruiser pulls into dock and anchors down a tall man in somewhat ornate clothes steps off the ship and onto the dock escorted by one bodyguard. he makes his way to the conferance room,and when he arrives he politely asks his bodyguard to stay behind at the door.~

The Catamaran slid gracefully into port. When it came to a rest a hatch opened on its RAM roof, a hatch carefully hidden from the outside. Ambassador Dorrino stepped out of the cruiser and made his way carefully down the slick deck of the ship, avoiding slightly less carefully hidden VLS and covered gun platforms.

When he was finally off the vessel he met the man sent to greet him.

"Ciao, I am Sgri. Dorrino, from Agrigento"

OOC: Quite all right. With this many ships coming in, it's easy to miss a destroyer. Better give your lookouts glasses or binocs.

The Fireblade, with the help of a tug, docked at number 51. Once fully docked, Mary Whitmore disembarked and waved for a VIP taxi. SHe is a strong-willed young woman of 22, and loves the sea since she was a child. Her brown hair was like silk, and her brown eyes were as chocolate. Mary had on a beautiful, yet practical dress for the occasion. She is also a well-trained Jedi (her saber's on board the ship; or martial artist, if you choose), and woe to the guy that looks at her wrong.

OOC: Am I writing an RP or a love letter? :P

The taxi sped her to the place where the delegation was being held, and then she went inside.

John leaves and calls in a taxi to take him to the pier. It's getting quite dark and he doesn't want to be in a hotel. The taxi takes him there until he's stuck in traffic.

"Bye." He calls a taxi and heads for the center. When he finally arrives one of the men ask for a ticket. *Hands the guard a ticket.* The guard allows him to pass. When he finally reaches the center there seems t be a few cars. He walks in and sits down. There are few people here right now but he does see Mary.

The small tugs helped muscle the Braxton Bragg into position next to the pier. Within a few minutes, the ship was tied in, and Secretary Lee walked down onto the pier. Ambrose Lee entered the Cadillac DeVille, and the motorcade pulled off. They had made it just in time, the conference was just getting ready to begin. The motorcade made its way to the convention center.

Chancellor Flavius quickly exited the vehicle into a loose square of secret service agents. He waved and smiled at the press, knowing that those pictures would probably be the ones on the television and newspapers later that day and the next day, respectfully.

The door was opened to him, and he entered to find several delegates talking in low voices, and the delegate for Stone River already seated and gazing at his notes. Flavius shooed away his guards, who took positions at the entrance to the center, and walked over to the delegate, extending his hand.

"Marcus Flavius, Chancellor of the Federation of Aramar. I see you are from Stone River, but I don't recognize your face..."

Sending the chancellor to the conference, instead of a senator or cabinet member was by some a foolish move. But Aramarian political scientists recognized the true benefit of sending the leader of the country: Aramar would be shown to be a trustworthy country, and the exact and specific goals of the country would be more easily realized. The danger was worth the outcome, in the opinion of the Senate of Aramar.

"I welcome you all to Port Neptune and the International Maritime Conference. Please enjoy our hospitality as we hope your stay here is as pleasurable as possible. We will be discussing and voting on various issues regarding the commercial shipping industry and adopting international laws which will be enforced by all signing nations. Our first issue involves the safety of our merchant fleets. The proposed law is as follows:
If during peace time there is an unprovocted attack on a merchant vessel, all nations signing this accord shall place an embargo on all trade to the aggressor nation. "

The carrier pulls into port, the crew lined up on the flight deck for briefing on this unexpected liberty port since the ambassador was flown to the carrier just two days ago.

After the motorcade was unloaded from the elevators which they were on by the cranes of the pier and the expected personnel departed the area, the bells sound on the loud-speaker, "Liberty Call, Liberty Call. Liberty Call for sections 1,3,4,5,6 to expire 11/16 at 0700 hours. Liberty Call."

The motorcade arrives at the designated spot and as the staff pours out of the vehicles, the people of importance that will be attending is Ambassador Johnson and Admiral Downsworth, the Commanding Officer of PRN Praetisa and the 19th Battle Fleet.

Guards post to secure the doors and the motorcade.

"From the Nation of Phyrric, we thank this opportunity to be a part of this signing and secure the International Waters for the safety of Commerce."

Johnson extends a hand to the delegate from Port Neptune.

The only way to deter any threats is to make the consequences so severe that no country would even think of commiting the act. Any country that would jepordize the lives of their citizens to attack a merchant vessel does not deserve to be in power. This law is not meant to be a punishment but a stern warning that that type of act will not be tolerated."

He backs from the podium and glances to his subordinates who give him an encouraging glare.

A small but weighty group of cruisers and destroyers, escorting two civilian luxury yachts, made out with Falasturian Flags down the sides, and accompanied by a small collection of gunboats draw to a slow halt a short distance from the Port Neptune harbour. A destroyer, two cruisers, the two yachts (and none of the gunboats) pull away from the increasingly slow-moving escort, headed for their allocated docks, and the two yachts both hoist both a Falasturian and a Port Neptunian flag at the tops of their masts. They speed up, trying to make up on lost time, slightly breaking their formation, but the Falasturian Maritime Director, standing on the bridge of the first yacht isn't slightly worried about appearances. In fact, as the harbour grows in the bridge deck windows, his face gets redder as he gets later.

The Maritime Director half-runs into the Conference Room, accompanied by a small number of panting aides and Naval Personnel. The Director comes briefly to a stop, managing somehow to avoid being hit by the group behind him, who suddenly he has stopped. The Delegation take off their caps of various kinds as they are shown to their seats. The only noise from them is from the Director, who ushers a very embarrased and brisk,

"My apologies for our gross tardiness. There was a delay just as I left, a.....quite serious....dispute on our borders between a Merchant tanker vessel and a patrol boat of ours. It thought it was from elsewhere, and didn't have clearance....a most hideous error. But we are here now...."

"In the interest of trade and commerce, the best ability here is to establish a Most Favored Nation. It is the sovereign rights of any Nation to impose any taxes or tariffs that is in the best interest for its own economy to do so. If a Nation is not on the MFN list for the trading with that Nation, then there is no need for an equality of fees and that Nation has every right to opt out of the trade or continue on with it. Marcus Flavius IV, Chancellor of Aramar, ran his hands through his hair, obviously agitated. What these countries were planning to do was...too awful to think. In their attempts to be "kind" and "friendly" they were spelling the death of millions of innocents...

With a sudden motion, Flavius stood from his chair, replaced all his papers in his briefcase, and closed it; his mind was made up. He bowed cordially to the other members of the conference.

"I regret to inform this august body that the Federation of Aramar is in on these talks no longer. In their desire for justice, the delegates have simply brought about death and destruction. I bid you all good day."

He turned and quickly stepped out of the room, where he was quickly flanked once again by his guards. The media crammed and crushed against the crowd-control barriers, microphones extended, attempting to catch a single phrase or word. Reporters spat question after question at the chancellor, who shrugged them off.

"Mr. Chancellor, what do you wish to say to the citizens of Aramar?"

The chancellor turned, and smiled slightly.

"God bless Aramar."

He posed for a moment in the same position as a myriad of flashes went off around him, then was ushered into the middle car of the motorcade. The door shut behind him and the motorcade was off, back to the docks. Immediately, television reporters began sending back their stories and simulcasting the news to the surrounding countries. This would definately make the evening news.

2 votes for the passing of the law with the proposed amendments: One: That whether or not the attack was justified by addressed in a conference or meeting similar to this, including testimony and reasoning by the aggressor nation. Two: That the subsequent trade embargo be restricted to military and technology equipment; under no circumstances should agricultural products, such as food, be restricted in an embargo.

OOC: Not trying to be an asshole but I must point these 2 things out to you: your votes for amendments 1 and 2 to issue #1 do not have any impact on the results because there is already 6 votes for the laws passage without them (10 voters are needed for each law to be passed 6 is a majority). Also, Amendments are changes to a current law or issue, what you are proposing is about tariffs. Tariffs are taxes on imports to protect domestic goods. Issue #2 deals with port fees (ie tugs, pilot fees, docking fees, ect.) and has nothing to do with goods. This conference is regarding Maritime Law.

OOC: It is not that your vote means nothing, its just that the side you took was outvoted and had no mathematical chance of recovery. If you read the last 2 lines of the post you quoted you would see that voting was finished on Issue #1

Stone River stands against this propsition. We believe that a nation has a right to give favor to domestic products over foreign ones, if they deem it necessary. We have given our economy a good advantage by encouraging our people to keep their money in our economy, and not sending elsewhere. Governments should be able to control their trade policies as they see fit.

"Mr. Jackson, the...uh....Falasturian Maritime Director, that's the one....has an issue to propose to be put through to this conference. He suggests the reading of a proposed Maritime Alliance. Simply put, any sea-faring nation with a clean history in politics can enter into this alliance - maybe we can make this equal tariffs for docking available only to those in the alliance. We could possibly have a Naval Protection clause incase any country comes under attack. We could offer a number of clauses, to be decided by the delegates here, on how far we go.....This could become a leading power for the sea-farers in the world - the leading authority in Maritme affairs, you know.....It surely has great potential....."

Port Neptune has no problem with not allowing nuclear weapons into these zones but to prohibit vessels who rely on nuclear power plants would restrict pretty much all submarine traffic and even some larger large surface vessels. With fossil fuels quickly diminishing Nuclear Powered ships are the wave of the future. Also the size of a nuclear powerplant on a ship will cause less damage than a VLCC or ULCC blowing up or spilling and substantially less than an LNG or LPG blowing up. Therfore we must vote against the part not allowing ships equipped with nuclear powerplants.
