There has been an election in Fulovit, and former Chancellor J.R. has been replaced by Jack Springfield, a former political philosopher and professor of Philosophy at Huerstown University just down the street from the chancellor's flats and office building. His final exam he gave his students has been copied down here.

Chancellor Springfield has decided, as his first act of business, to create a confederation of all socialist and communist nations he can muster. Stating that: "The capitalists are interfering with the balance of human nature. The proletariat in these capitalist superstates have no idea of what they can achieve if they wake up. Once they realize what is happening to them, they will stand and realize that they are strong. Something must be this spark to light this pile of straw, and The United Socialist State of Fulovit will be the flint and steel that lights that spark!"

The Springfield Pact has been begun to secure this.
