Alliance Constituton
Article I Providing for the Common Defense
Nations of this alliance hereby pledge to help other nations that ratify this document in their time of need. Nations are obligated to provide financial of military assistance to nations that sign and ratify this document. Military assistance can come in the form of giving the nation in need military units, sending troops for offensive or defensive reasons, or engaging in a full nuclear retaliatory attack (as a last resort only).

Article II Acts of Imperialism
No nation in this alliance is to take on, enact, or enforce policies that promote, support, or even enable the nation to become imperialist. Any act that is remotely close to taking over a nation to increase amount of controlled territory for ANY reason is basis for the nations of the alliance to vote the violating nation out, and if necessary, attack if the situation warrants.

In order to vote a member nation out of the alliance, a 2/3rd’s majority of the members must agree to release the nation.

Article III Declaration of War
Nations of this alliance have the right to help or stay neutral if a member nation declares war on a nation outside of the alliance. If a nonmember declares war on a member nation, the other members of the alliance must act as if the nation has been attacked and will follow the guidelines set forth by Article I of this document.

Article IV The use/release of nuclear weapons
It shall be the policy of this alliance, that no nation use of promote the use of nuclear weapons as a primary weapon of combat. All nations in this alliance may have and build unlimited amounts of nuclear weapons as well as other weapons of mass destruction, so long as they are for a defensive purpose only such as a nuclear deterrent.

Article V Nuclear Weapon and Strategic Readiness Tests
Nations in this alliance will be subject to random strategic and nuclear weapon readiness simulations, in which all member nations will participate. The nation running the test will assign nations within the alliance to one of two sides, the allied side (ours), and the axis powers side (aggressors). The tests will simulate a FULL nuclear launch threat from the axis power(s) in which the allied powers must either engage in diplomatic talks or launch their nuclear missiles. Should nuclear ICBM's be launched, the missiles MUST have dummy warheads as to ensure that no one is hurt and there is no threat to the nation that is attacked.

Article VI Amendments to The Alliance Constitution
Amendments may be added to the constitution if a majority or at LEAST 66% of the members vote and agree on the amendment addition. In addition, any member nation may propose an amendment, however, in order for the amendment to become official, the member nations must vote on it. A majority vote must be attained to pass the amendment to make it legal.

Article VII: When Allies face Allies
If an alliance member is forced to go to war with an ally of yours which is an alliance member, you must not involve yourself with the conflict on either side unless the defender is within this alliance, and the agressor is not, which will require you to defend the nation within this alliance.

Should any nation(s) in the alliance be involved in a conflict with an alliance member's ally that is not within the alliance, as an agressor for an unjust cause or reason, then no other members of the alliance may participate on the side of the agressor without facing the consequence as an act of Imperialism (see article referring to acts of Imerialism) or the side of the defender in which case said nation would face eviction from the alliance for going to war with another alliance memer. Rather, the efforts of the nation should be invovled in resolving the conflict diplomaticall and peacefully. Should a member of the alliance be a defender against another member's ally who is attacking for unjust causes, then said nations must sevre ties with that ally and honour the terms of the alliance.

It shall be the policy of this alliance that any attack or a declaration of war on one member nation shall be considered as an attack or a declaration of war on all members of this alliance.

At the Credonian Presidential Palace, President Sutton talks to his first lady while preparing for the dinner.

“You know hunny, in all of the time that I have been the president, I don’t think that I’ve managed to do as well as I have now with the nation. Sure I’ve handled Credonia well in wars, but the fact that we have so many nations converging on Credonia to have dinner and discuss terms of a unifying alliance, now that’s amazing. From what I remember, something like –10 or more nations stated their desire to want to attend, a majority not currently Credonian allies.” Sutton tells his wife.

“Kai, you’re an amazing man. Im not surprised that you have managed to pull this together. Other nations adore you, they adore Credonia, and why is that? Its because a great man like you, a true leader, is leading a great country, your country.” First lady Sutton replies.

“I’m not all that great of a leader, after all, I’m just as human as every other president. Im just looking out for the best interest of my nation and its friends. Anyway, I should head down to the dining room, representatives and guests will be arriving shortly and I want to personally inspect every detail making sure everything is perfect.” Sutton says.

“Alright dear, I’ll join your soon *kiss*” replies his wife.

As president Sutton enters the Presidential Dining Room, he looks around at the beautifully painted Credonian paintings on the wall, each vividly depicting an event in the history of the nation. He starts walking slowly around the room admiring the Credonian artifacts that date back more than 2,000 years.

He is suddenly startled as a secret servicemen comes in.

“excuse me sir, im sorry to interrupt but the first guests have arrived and its best that you make an entrance after each of the guests including the representatives show up”

“Yes I know. I was just making sure everything was perfect. I’ll head off to the war room and catch up on the activities of our troops. I haven’t received my brief yet from Secretary of Defense Ferguson who was supposed to brief me on the status of the mobilization to assist Kenistan.” Sutton replies.

“yes sir, you want me to escort you.”

“no, I’ll go alone. I need the alone time to get into the right state of mind. Thanks for asking though Tom.”

“O.k. sir, good luck tonight”

“Thanks” Sutton replies as he heads for the war room for a briefing.

Guests begin to pour into the presidential dining room awaiting the arrival of President Sutton and his first lady.

The representative of Vervun, Foriegn Minister Drake Anko, entered the Presidential Dining Hall. He was slightly nervous, as the Commonwealth had only just become players on an internation stage, and he did not want to disrupt one of their first chances at an alliance.

Despite the fact that Anko was merely an observer, he had full backing of his government should he decide to sign the alliance. He dearly hoped this would be the case.

Taking in the marvellous decorations of the room, Anko headed for his seat, noticing that at the moment he appeared to be the first here.

President Sutton recieves word that the first representative, from the nation of Vervun has arrived. He begins to get nervous, yet he remains confident.

Sir Jono the Second stands up and begins his speach moments after coming off the plane. His speach is "We greatly welcome this invitatation and greatly wish to be united. We also announce that this allience if it so sucseeds has our complete backing. We if this allience suseeds will be the first and formost in coroperation" The president then steps off the stage. When his aide rushes up and informed him "sir, we want to bring in our MiL-3s for your proatection." the presidnet replied "i shall ask Credona if we can bring in our security forces untill then move 2 nimitzs with F/A-18 and 6 Alfas off the coast until then. Perpare to mov e in 4 Volgas as well." The aide replied "very well sir"

The President of the Commonwealth, during the dinner, had a long conversation with the leader of Lima Beens about their special fuel for missiles.

"Sir Jono, my nation has recently bought a considerable amount of your new fuel and we have tested them during a missile testing. We found the fuel to be of excellent quality and it boosted our missile's range for about 3,000 miles. We are willing to buy more fuels for our missile programs."

While in the war room, President Sutton authorizes the test launch of a L6-120A ICBM with dummy warheads. The test will instead of putting the dummy warheads into an orbit around earth, ut the warheads into a ballistic trajectory . The target has been set for the Credonian artillairy proving grounds in the Safari desert. This is nothing but a regularly scheduled test and is in no way shape or form accociated with the summit talks currently being held.

Pictures and specific information about the missile test may be obtained from the Credonian government by request.

The nation of Kravoli has accepted the request by the Credonia government and will be attending the talks in hope of aidding global peace.

We also add that Kravoli has signed the No Nuke treaty and thus cannot buy, used or in any way obtain nuclear weapons.

The President of the Commonwealth, in a conversation with Lima Beens and Credonian leaders, has stated his country's position about nuclear weapons

"It provides a country with strategic deterrance. It is also a decision that no one can reverse. Once you launch a missile, the effects are permanent. It is because of this that the Commonwealth Government pledges not to use nuclear weapons unless a grave urgent event requires its use."

Also, the President added that he would like to see more development in space exploration with the allies at the dinner tonight.

Emperor Finegold III stepped out of his limo on the front door of the location of the talks. Behind him came his wife and both made their way into the building.

Today the emperor was particularly well dressed. He wore the white "suit" with the Pour le Merite on his neck and the Knight's Cross of the Iron Cross and all decorations (Oak leaves, swords and diamonds). Around him was his regal coat and on the left pectoral of the coat the double headed eagle of the empire.

They kept up walking until reaching the dinner room and greeted all the presidents and leaders politely and later took their seats.

The President of the Commonwealth of Boa Vista welcomes the arrival of the Macabean Emperor Finegold III.

Also, the President of the Commonwealth has presented his gift to the Credonian President Sutton. It is a painting by renowned Boa Vistan artist Henrique Pinto. The painting depicts the Ponte De Sor National Wildlife Reserves, close to the Boa Vistan capital city of Praia. The environmentally stunning preserve is a nesting place for our national animal, the eagle.

President Mario Corleone entered the hall, flanked by security guards (all members of the Agrigentian Intelligence Agency, AIA) and a pair of Adivisors.

The room was filled with people and more were still arriving. He walked with his entourage toward a group of people, hoping to catch some of their conversation and join in. The Advisors stayed with him and the Security guards spread around the room, trying be as inconspicious as possible.

President Sutton sends a written message from his room to the President of Boa Vista located in the dining room stating the following:

"I welcome you to the Credonian Presidential Palace. I have been researching that X-40 spacecraft design and it shall be one of the topics that is brough up during the talks following the dinner. Thank you for coming. I shall join you all when each of the representatives arrive.

"Maria, do you think an Olympic Game between the allies would be a good way to strengthen the alliance?"

"Honey, I was thinking about too. It is like me and my friends. We have tea at our place from time to time to become better friends. I'm sure it will work out. Raise this with the other leaders."

The emperor's cheeks turned red as he pulled out a manila evelope from his coat pocket. In it was the complete constitution. He looked it over nodding but paused at one point. Then he put it away and waited until the dinner began.

President Sutton hears word of the misunderstanding at the doors and sends a messenger to escort you into the building and he sends his apologies for the misunderstanding.

Finegold III turns around to see all the racket and then notices the new president walking in. The emperor gives a quick grin and gets up. He runs towards the new guy.

A silver Rolls-Royce limousine pulled up, containing Emperor Tamazoid I, from the Holy Empire of Isochronous. The agenda with every member of the alliance group was strengthened economic relationships. His Majesty and his Queen stepped out, and they greeted the Credonian President.


Speech
"It should be the policy," His Majesty said to a hall full of guests, leaders of many global nations, who were in attendance to respect the accomplished Emperor, "of the alliance to strengthen itself economically. For strength in military terms comes from a strong economy". "A nations greatest test," he continued, "was the ability for the economy to remain strong despite massive military commitment".

The Harbor Master of Port Neptune is dissappointed that he did not receive an invite

Evil Twin Strolled in Through the door and took his place at the table , briefley apoligising his lateness. but then quickly goes on to make a proposal;

"I, Evil Twin, Leader of Eviopia, have a proposal to make, I believe if all the Nations who sign the Alliance Break off From there Regions and Begin a New Region together we Could all benefit?"

"sir, most of the guests and international representatives have arrived. They arent expecting you until they all arrive but they are raising a lot of good issues that you should discuss with them. Your wife will join you in the hallway with your speech." says Presidential press secretary Melissa Jackson.

"very well" Sutton replies. He looks into the mirror, straightens his bow tie noting how good he looks under his breath. Suddenly he turns to Melissa, stares at her for a couple seconds, and confidently says "lets do it". He proudly strides out of the room with Melissa following closely behind.

"Mr. President, my you look handsome" says first lady sutton.

"You look beautiful yourself sweetheart" he replies while blushing.

"You ready to go in? he continues

"As ready as i'l ever be" she replies

Echo grabs ahold of his arms and they head for the hallway leading to the open doorway of the dining room. Before he reaches the hallway, an announcment is made:

"Ladies and gentlemen, presenting Credonian President Kaimoni Sutton and his first lady Echo Sutton."

The room fills with applause as the president and his first lady walk down the hallway into the room. They momentarily pause for pictures, then Echo departs for the presidential table. Sutton closely follows and shakes the hands of the representatives at the table, takes a seat at the head of the table and orders his diner while engaging in talks with Evil Twin.

"I heard that you mentioned starting a region for the members of this alliance. I like that idea. Credonia currently has a region, It may or may not suffice but its called the Credonian Arms Federation. I like your idea. What do you think?"

Sir Jono the second absulutly loves that idea. We would proabally need a new regon for members of the allience. but it would be amazing. The President says to the Kaimoni Sutton. Our population is drinking Super Jono in the street celebrating the idea! What would be the terms of this wonderful allience

The Emperor of the Exulted walks into the huge dining hall and nervously observes the world leaders chatting. He spots the Credonian president and says hello.

The Holy Empire of the Exulted loves the idea of creating a new region for the alliance that will surely be formed between the nations at this summit.

President Sutton smiles with delight and hands Sir Jono a folder with the Alliance Constitution (its found here: http://www.nationstates.net/forum/viewtopic.php?t=89778).

He then turns to the Emperor or the Exulted and shakes his hand. "Welcome to Credonia" he says

The Holy Empire of the Exulted would like to give all the nation's leaders attending the finest cuts of trout and beef that our nation can provide. Also, we would like to give each leader attending a special golden pistol created from the finest gold we have. They have each been inscribed with the leader's name and nation.

Sir jono reads the foler and agrees with every thing on there, he passes it to one of his aides to waste some of his time, Sir Jono also orders a Dimond necklace for every one of the eladers wives. Meanwhile the Vice President Luke L. Pablo arrives on a Minsk class sub that is off the coast, as whe speak he is on his way to a Nimitz to fly in.

"I accept the gifts presented to us from your nation in bahalf of Credonia. Credonia shall remember this sign of friendship. We look forward to this alliance with your nation, and the nations attending this summit." says President Sutton greatfully

Presidnt Sutton turns to Sir Jono and says "alright, i will order F-16's to escort him in safely."

He then turns to his aid and says "Make it happen"

The aid rushes away to pass the order on to Secretary of Defense Ferguson

Mean while in Sir Jono the second square in the capital Limagrad a gold statue of President Sutton is being made to sit beside the statue of Sir JOno the Second, Igor Leninlima, Super Jono and David J. Lima. A statue is also being made of Emperor Tamazoid I of Isochronous as well as Finegold the III and finally the leader of Boa Vista. Together they shall be the golden people that the people of Lima Beens look up to, each statue is 10 feet tall.

the F-16s meat the vice president flying his favouite F-22 ebing escorted by a squadren of 12 F-22s. Mean while construction crews are running about amking the golden statues

President Sutton is speechless and flattered.

"It shall be an honor to have a statue of myself placed next to yours in your nation. I shall return the favor very soon. Thank you" he says

The Port Neptune Presidential Yaught pulls up to a private pier just outside the capital of Credonia. The Port Neptune Harbormaster (highesty ranking official in the Port Neptune government) steps off accompanied by the Port Captain (his highest advisor). They are greeted by a man in a tuxedo holding open the rear door of a 2003 Lincoln Town Car. They get in and are driven to the summit meeting. The two officials exit the car and hurry up the steps and check in with the security desk then make their way to the meeting room.

President Sutton gets up and shaked the hand of Port Neptune's Port Harbormaster and Port Captain. "Welcome to Credonia. The leaders were just talking abuot issues that they were going to address at the summit meeting later tonight. Do you have any?"

Harbormaster: "Thank you for your hospitality Mr. President. Port Neptune currently has a major problem with pirates attacking its fishing vessels. We would like to discuss if other nations are having the same problems and if they are how they are going about dealing with the threat. We would also like to propose a program for the cross-training of military officers in the tactics beetween member nations."

The five old, unglamorous Mercedes-Benz 290GDs came to a stop several blocks away from the Credonian Presidential Palace. The Democratic Gaian motorcade, carrying Chairman Matt Henry, would contact the Credonian Police Department for directions on getting closer to the Palace and permission to use their own security forces at the Palace to protect the Chairman in conjunction with Credonian security.

"I see, well pirates havent been attacking Credonian shipts lately, most lieky because we've kept our navy busy with conflicts, but off the record, i suggest our nations increase naval presence in our seas to cut down on this. I also like your idea about cross trainig, it would fdefinitly increase the efficiency of all of our troops. I look forward to a discussion about that tonight." President Sutton replies.

"Would it still be possible to be a part of the alliance without moving to the region?", the Isochron Emperor asks. "In alot of ways, it's better to have some nations outside to exert influence over others. After all, we are currently a UN Delegate.

Minister Drake Anko turned to the representative of the Holy Empire of the Exulted. "Vervun accepts your gracious gifts, and I will be sure the Chairman recieves them personally."

Article I Providing for the Common Defense
Nations of this alliance hereby pledge to help other nations that ratify this document in their time of need. Nations are obligated to provide financial of military assistance to nations that sign and ratify this document. Military assistance can come in the form of giving the nation in need military units, sending troops for offensive or defensive reasons, or engaging in a full nuclear retaliatory attack (as a last resort only).

Article II Acts of Imperialism
No nation in this alliance is to take on, enact, or enforce policies that promote, support, or even enable the nation to become imperialist. Any act that is remotely close to taking over a nation to increase amount of controlled territory for ANY reason is basis for the nations of the alliance to vote the violating nation out, and if necessary, attack if the situation warrants.

In order to vote a member nation out of the alliance, a 2/3rd’s majority of the members must agree to release the nation.

Article III Declaration of War
Nations of this alliance have the right to help or stay neutral if a member nation declares war on a nation outside of the alliance. If a nonmember declares war on a member nation, the other members of the alliance must act as if the nation has been attacked and will follow the guidelines set forth by Article I of this document.

Article IV The use/release of nuclear weapons
It shall be the policy of this alliance, that no nation use of promote the use of nuclear weapons as a primary weapon of combat. All nations in this alliance may have and build unlimited amounts of nuclear weapons as well as other weapons of mass destruction, so long as they are for a defensive purpose only such as a nuclear deterrent.

Article V Nuclear Weapon and Strategic Readiness Tests
Nations in this alliance will be subject to random strategic and nuclear weapon readiness simulations, in which all member nations will participate. The nation running the test will assign nations within the alliance to one of two sides, the allied side (ours), and the axis powers side (aggressors). The tests will simulate a FULL nuclear launch threat from the axis power(s) in which the allied powers must either engage in diplomatic talks or launch their nuclear missiles. Please note that the launch simulation should run all the way to the launch of the weapons, however, no nation may launch. The launch sequence MUST be terminated.

If indeed a nation launches on purpose, all other nations are to launch upon the attacking nation unless it is verified that the launch was an accident, at which time ABM systems will try to intercept and destroy the incoming missile(s) and no attack will be made on the nation at fault. Should the attacking nation launch deliberately, their membership within the alliance will be automatically negated and they will never again be allowed to enter without a unanimous vote by the current member nations at that time.

I have had test after test and haven't been able to get to the computer. Am I still a part of the alliance? I will have more time because my quarterly final tests are over.

The site is still in the works, i will be bringing up the forum sometime today, standby for that. Also the alliance region is up and running. the name is IDAF (the full name wouldnt fit so its just the initials) All alliance members who want to join feel free to do so. It will be password protected after everyone gets settled in.

For the Region i Think that we should have Certain Positions:
For eg.

Someone to look out for Nations that would be a Valuable Member of the Alliance/Region

Its quite alright and yes you may sign the alliance. You were originally on the list to attend. If you bring up the idea about the amendment in the IDAF forums, it will be debated there and we can decide on it.

The Kisnesian Senate has approved entry into the Alliance 557-431 (2 not voting). The last-second swing of over 75 votes was due to assurances for Alliance members that the Alliance would not disturb in domestic affairs.
