ATA's Gov't of Juine has proclaimed it must need more guards for surely protection. Our guards, of course are elite. But our numbers of elite guards are dropping, due to terrorist puting hate on our Leaders.

I was wondering if I can get a cross between Sheild and Galatic (just moving to a space region I will often be in space)- I would like to hire around 5-10 people if possible with a general aim to replace them with my own people (ie you train them)- can you please clarify what 'level' you can train them too.

Sure, we can do that. It'll take about five weeks to retrain that many G. Shadows to do both jobs, but it should work fine. For a quantified level of training, approximately 80% below their own level, which is still very effective, but acts as a security buffer for myself in case any nation wants to be devious.

That will be fine. Assuming your people are of the correct quality (fewer than 20% of cases aren't, so don't worry), then it should take about 25-30 weeks to train them to the maximum level. If you want, I can toss in three extra free weeks to refine their skills further, so as to keep them from easily growing soft.
